Now Miguel Nieves is going Green. And he's running for mayor. Nieves, 40, officially kicked off his campaign as a Green Party candidate at the Puerto Rican Society Friday night. Surrounded by about a dozen supporters in a banquet hall festooned with the party's color, he said it was time New Britain had a choice beyond the two-party system. "We see Democrats and Republicans fighting each other and actually not doing anything for the city," said Nieves, a manager for Family Dollar chain stores. "I think it's time for a third party to really bring the city back to the people." Nieves knows it's an uphill battle. He's trying to unseat first-term Republican Mayor Timothy Stewart while Democrats, the city's dominant party, are launching a campaign to put City Treasurer Jason Jakubowski into the seat. And while there are more than 16,000 registered Democrats in New Britain, there are 22 Greens. Friday's announcement was sparsely attended - there were more folks hunkered at the bar downstairs. And most in the Nieves crowd were Green Party members from out of town. But, said Nieves, "That's just a start." He said he'll be walking the city streets, knocking on doors to get his message out: The city needs to cut municipal spending, bring in more jobs and improve the quality of life for its residents. Nieves said he approached the Green Party last year at a meeting in Hartford. He said he wanted to do in New Britain what the Greens were able to do in Hartford with Elizabeth Horton Sheff. She made headlines in 1999 when she was first elected to the city council on the Green Party line, becoming a local and national symbol that the party was making headway as a third-party option. Horton Sheff has since resigned from the party. The party has been organizing in New Britain since January, said Mike DeRosa, co-chairman of the Connecticut Green Party. He said the party is also planning to announce several candidates for the common council. Nieves ran unsuccessfully for alderman on the Democratic Party ticket in 1999. He was one of 10 people who began the United Party, a third party that had little success. About three years ago, he created Latinos in Action, a volunteer organization that has hosted festivals. But the festival will be on hiatus this year, Nieves said. "All our efforts will be going into my campaign," he said. Coleman Staff Writer May 24, 2005 HARTFORD -- State House Democrats yesterday announced a compromise campaign finance reform bill, but Republican Gov. M. Jodi Rell immediately blasted it as looking "more like tinkering than it does serious reform." Rell's dismissal of the bill and Senate Democratic leaders' acknowledgment that it needs more work before a vote mean it is unlikely the package proposed yesterday will move forward without changes. Still, after meeting in a Democratic House caucus, Speaker James Amann, D-Milford, Majority Leader Christopher Donovan, D-Meriden, and Government Administration and Elections Committee Chairman Christopher Caruso, D-Bridgeport, held an afternoon news conference saying they had reached agreement with the Senate on combining separate House and Senate bills and were prepared to move forward this week with a vote. Caruso said there were some concerns of individual Democratic caucus members with the proposal, "But hopefully we can resolve them and move forward with the bill." The Legislature has been moving in fits and starts on lining up a campaign finance bill vote this year, despite Gov. John Rowland's guilty plea on a corrupt ethics charge for actions that some say were aided by inappropriate campaign finance practices. At the heart of the compromise is a ban on contributions from state contractors to candidate campaigns if they do business with state departments related to the officeholder's duties. Municipal contractors would be banned from contributing to any municipal campaigns. Lobbyist contributions would be limited in any race to $100, a significant decrease from limits now, where a lobbyist can contribute, for example, $2,500 to a gubernatorial campaign. Lobbyists also would be banned from soliciting candidate contributions from clients. Contributions to campaigns also would be limited from individuals, political action committees sponsored by businesses and labor, and from so-called political leadership PACs controlled by politicians or PACs made up of two or more people. Town Democratic or Republican town committees could give unlimited donations to state legislative races, something leaders said they would fix before putting the proposal to a vote. Tom Swan, director of the Connecticut Citizens' Action Group, a watchdog group that has been active in negotiating campaign finance reform in the Legislature this year, said the Democrats' proposal could be a first step toward real reform. He said the contribution limits in the bill strike a good balance, allowing newcomers to raise enough money to get their names recognized. "We did not want them to set the limits so low that it became an incumbent protection act, which I don't believe that this does," Swan said. No actual bill was proposed yesterday, simply a summary of what the House leaders said had been agreed upon. They said bill language was expected later this week. The proposal also would institute public campaign financing for statewide races in 2010 and for legislative races in 2008. In a compromise between the separate House and Senate bills, public financing, at a cost of about $5 million annually, would be paid for by surcharges on criminal and civil fines and an increase in court filing fees. To get public financing, candidates would have to agree to spending limits. For example, a gubernatorial candidate would have to agree to spend no more than $1.25 million for a primary and $3 million in a general election. House candidates would agree to a limit of $20,000 in a primary and $30,000 for a general election. Opponents who did not agree to the spending limits and who spent more would trigger "catch up" public financing under most conditions for the candidate who had agreed to abide by the limits. But bill proponents have offered no mechanism for quickly equalizing spending if a non-limited candidates dumped tens of thousands of dollars into a campaign in its last few days. Senate Democratic leaders said they still have some reservations. "I don't have any significant disagreements," said Senate President Pro Tem Donald Williams, D-Brooklyn. "I want to make sure that it all works." Williams said his concern is there are "some very progressive and ambitious proposals" in the bill, for example, the ban on lobbyists soliciting campaign contributions from clients, and he wants to "make sure it doesn't unravel in an untoward way." The so-called leadership PACs --contributions from many legislators bundled into one committee -- would be dissolved under the Democrats' plan and there would be one PAC allowed per legislator. It is acknowledged by many lawmakers that the PACs, which currently have no limits on how much they can contribute to campaigns, are one way special interests have gotten around contribution limits. The PACs are often controlled by high-ranking members of the legislature from both parties and can quickly funnel last-minute contributions into floundering campaigns. And their power lives on. Former Speaker of the House Moira Lyons, D-Stamford, for example, who left office in January, still controls a PAC that has $135,000. By law, candidate campaign committees must disperse their funds soon after that campaign is over and not carry money forward to the next campaign. Sometimes that money goes to PACs, which can, in turn, contribute back to that candidate's campaigns in the future. Rell said she opposed the proposal because it still asks for public expenditures to pay for the campaigns, something she is against with the exception of being seeing if a pilot program could work on a municipal level. Rell said she is "more than disappointed" that the Democrats' plan did not contain her January proposals for reform that would ban in any form campaign contributions from lobbyists and state contractors. "We have an opportunity of a lifetime. I said that back in January. Everyone agreed that we needed to do something to improve our ethics standing, to make sure that campaign finance was on top of the list of things to be done.," Rell said. "If this is all they can do, I'm deeply disappointed." Rep. Livvy Floren, R-Greenwich, who is the top House Republican on the GAE committee that has been crafting the bill, said the Democrats proposal doesn't do the job. "If you want real reform you make the contributions level small and finite, you make them from individuals only," Floren said. "You get rid of all PACs, all ad books, and all contributions from anybody doing business with the state, i.e. contractors and lobbyists." Floren said she is philosophically opposed to public financing of campaigns but would support a local-level pilot program. Floren also represents part of Stamford. Rep. Gerald Fox III, D-Stamford, said he likes many parts of the bill, but still has concerns over public financing of political campaigns. "The bill's evolving and I like it better than I did two weeks ago," Fox said. Rep. Joseph Mann, D-Norwalk, thinks he probably would vote against the bill based on its public financing provisions. "My experience is most individuals don't want to pay for our campaigns," Mann said. "I don't like the idea of imposing that on them, even though instead of taking the money out of the budget we would take it when people pay various fines." House leaders said they hoped a bill would be voted on this week in the Senate and come to them later in the week. But Williams said he could not say when the Senate would be ready to vote on a bill. Amendment No. 26 simply stated: "It is the sense of Congress that the president should- (1) develop a plan as soon as practicable after the date of the enactment of this Act to provide for the withdrawal of United States Armed Forces from Iraq; and (2) transmit to the congressional defense committees a report that contains the plan described in paragraph (1)." The simple resolution was a moderate one. It set no specific timetable for withdrawal-in an effort to make it easy for members of Congress to agree. After all, we always claim we intend to leave Iraq. This amendment was an opportunity to make leaving Iraq the policy of the United States. The amendment, part of the debate on the authorization for the Department of Defense was allotted 30 minutes on the floor of the House of Representatives-15 minutes for each side. In the end the amendment failed-by a vote of 300 to 128 with 5 not voting. Because Rep. Woolsey insisted on a roll call vote we now know who needs to be convinced. There were some disappointing votes including the Democratic leader, Nancy Pelosi, as well as members generally seen as liberals, including Rep. Cardin (D-MD), Rep. Stenny Hoyer (D-MD), Rep. Sanchez (D-CA) and Rep. Udall (D-CO). Five Republicans voted for the amendment, most notably Rep. Walter Jones (R-NC) who is well known for insisting that the french fries sold in the Capitol be re-named "Freedom Fries." Rep. Woolsey opened the debate noting that her amendment was in honor of the "brave men and women who are serving in Iraq" as "the best way to support them is to establish a plan to bring them home." She went on to point out: " . . . our continued presence in Iraq after the election has caused America to be seen by the Iraqi people as an occupying power, not as a liberating force. Our continued presence in Iraq works against efforts for democracy, provides a rallying point for angry insurgents, and ultimately makes the United States less safe." She also made it clear she does not want to abandon Iraq, recognizing it is a country that has been devastated, saying, "We must assist Iraq, not through our military but through international humanitarian efforts to rebuild their war-torn economic and physical infrastructure." Leading the opposition to the amendment was Rep. Duncan Hunter (R-CA). He portrayed the amendment as sending a message to U.S. opponents: "This amendment is a message-sender. It is a message-sender to people like Al Sadr who are considering even now continuing to foment rebellion against the elected government in Iraq. It is a message-sender to Zarqawi and his followers, who think that perhaps the United States doe not have the stomach to continue to oppose them. It is a message-sender to our troops, who might, in seeing if this amendment should pass, feel that the resolve of the American people is fading away." In an ironic use of Mohandas Gandhi, certainly no advocate of war, Rep.Geoff Davis (R-KY) argued that because Iraqis have shown they want democracy we should continue our occupation of Iraq, saying: "Mohandas Gandhi said, 'The spirit of democracy cannot be imposed from without. It has to come from within.' The people have democracy in their hearts. They can feel it within their grasp. They can look up and see it shining near them. We just have to stand and give them a hand to reach it." Rep. Davis made clear what the exit strategy of war supporters is: "Let our foes understand one thing. Our exit strategy from Iraq is simply this: winning the war on terror. We must hold firm to the course and be resolved in our determination to with this fight." Perhaps the most important speech in favor of an exit strategy came from Rep. Walter Jones (R-NC). His district in North Carolina is one that is very supportive of the military. His opposition to the continuation of the war is of interest because he had been a supporter of the war, a point he highlighted in his opening: "This is about a policy, that I believed when I voted 2 years ago to commit the troops that I was making my decision on facts. Since that time I have been very disappointed in what I have learned about the justification for going into Iraq." He explained: " . . . all this amendment does is just say that it is time for the Congress to meet its responsibility. The responsibility of Congress is to make decisions whether we should send our men and women to war or not send them to war. What we are saying here tonight is we think it is time for the Congress to begin, to start the debate and discussion of what the exit strategy is of this government . . ." Rep. Barbara Lee (D-CA) echoed Rep. Jones's concern for Congress doing its "constitutional duty." She pointed out that it "is a constitutional duty by this Congress to declare war. We failed in that duty a couple of years ago." She argued, now, by debating withdrawal the Congress would be correcting that constitutional error. A majority in Congress requires 218 votes. From this vote, it is evident that those advocating an end to the war-a view that now represents the majority of the people of the United States-are 90 votes away from success in the House of Representatives. With an election year coming in 2006, support for the war diminishing, the cost in human lives and the U.S. treasury escalating, a concerted effort by the antiwar movement to convince members of Congress should be the focus. Success is achievable. As Rep. Marty Meehan (D-MA), noted: " . . . when he was Governor of Texas, this is the advice that George W. Bush gave President Clinton about the war in Kosovo. Victory, he said, means exit strategy, and it is important for the President of the United States to explain to us what the exit strategy is." The case for an exit strategy in Iraq is even stronger than for Kosovo. The current strategy is failing. As Rep. Meehan said: "Without an exit strategy to win the peace and bring our troops home, our policy is going in circles." Let us hope that President Bush listens to the advice of Governor Bush. West's actions came amid a flurry of efforts in various states to wed gay couples after San Francisco Mayor Gavin Newsom allowed gay couples there to marry in February 2004. Those efforts have largely been put on hold by the courts. "If he is wrong about that judgment, of course he will stand trial and we'll pay whatever penalty and he's prepared to do so." Before making its decision, the state Court of Appeals refused West's request to first hear arguments on the constitutionality of the state's gay marriage ban. But Assistant District Attorney Joan Lamb argued that other cases brought by gay couples are already wending through the court system, and those couples have better legal status to contest the law because it affects their own rights, while West was acting as a public official. Joseph Doyle, executive director of the Catholic Action League, to halt gay marriages in the state until the voters could decide on a constitutional amendment banning same-sex marriage. By JUSTINE MCCABE Published on 5/29/2005 Controversy over Indian rights in Connecticut recently intensified when the federal government reversed its recognition of Stonington's Eastern Pequots and Kent-based Schaghticoke tribes. Overall, officials and the public appear pleased. Attorney General Richard Blumenthal said, "One reason this is so historic is because no positive recognition decision has been reversed before. This is a first for the nation, which makes it all the more significant and satisfying," according to The Litchfield County Times. Clearly, it's not satisfying for Connecticut's indigenous peoples as their rights and attachment to the land continue to be challenged even centuries after first contact with European settlers. Due-process arguments put into high relief the irony experienced by America's native peoples in obtaining recognition: they must prove they exist. They must demonstrate that their people and cultures actually survived government intentions to eradicate them and seize land on which survival depended. Meanwhile, the original injustice is submerged in a bureaucratic system organized to disavow it: even applying for BIA recognition costs millions, encouraging many tribes to resort to casino investors despite their corruption of traditional native values. Indian participation (let alone success) in this admittedly suspect process arouses only insecurity and hostility among my non-Indian Kent neighbors. Tellingly, references to original dispossession and the enduring traumatic impact of European contact are circumvented. Expressions of collective responsibility or apologies are absent. Most Americans experience a kind of collective denial about our shameful history. Yet its legacy lives dangerously on - not just at home but also in our foreign policy. As Attorney General Blumenthal began challenging Schaghticoke recognition, then-Palestinian presidential candidate Mahmoud Abbas was visiting some of the 400,000 Palestinian refugees in camps in Lebanon, reassuring them that their right to return to their homes in what is now Israel would not be abandoned in future negotiations. There are more than 6 million Palestinian refugees who have been waiting to go home since the 1947-49 Naqba("catastrophe"). Most refugees live within 60 miles of their former homes, some close enough to see and weep for lost orchards and fields. Like America's native peoples, Palestinians bear the burden of proof of their existence and right to their ancestral lands. Possession of keys and deeds, or official registration as refugees with the U.N. haven't succeeded. Neither has international law. In fact, in keeping with several bodies of law, the U.N. explicitly conditioned Israel's 1949 U.N. admittance on its implementation of Resolution 194 affirming Palestinians' inalienable right to return home. Despite this, Israel has refused to allow its native peoples to return. The U.S. has implicitly supported this since the Truman administration. Indeed, American Indian dispossession is older than that of the Palestinians. But the same national formative act - and its denial - constitute a significant component of the "special relationship" touted between the U.S. and Israel. This denial begs attention to fully explicate the complacency of American foreign policy in the face of undeniable antipathy toward the U.S. that has only grown since the invasion and occupation of Iraq. Like Americans, Israelis "know" what their own historians have amply documented: Palestinian dispossession is the foundation of their state. Between 1947 and 1949, more than 75 percent of the native population was expelled by Zionist forces that seized their lands for exclusive Jewish-Israeli use. Then, in 1967, 35 percent of the population of Palestinian Gaza and the West Bank were forced out, some made refugees twice in a generation. But for Palestinians and Israelis, this colonial past is present. Every day since 1967, the 3.3 million Palestinians in the Occupied Territories continue to experience the post-modern version of manifest destiny: 400,000 Jewish settlers facilitate an ongoing Israeli land grab - 200,000 during the Oslo "peace" period. In the past four years alone, Israel confiscated over 56,000 acres of Palestinian land, razed another 18,000 acres of farmland, uprooted over 1.1 million trees. Over 250 miles of Israeli-only bypass roads and hundreds of checkpoints have created more than 200 disconnected Palestinian reservations. Even if Israel evacuates Gaza, Prime Minister Sharon insists that the huge (illegal) West Bank settlements will stay. His intention is underscored by the soon-to-be-completed "separation" wall, which will seize another 15 percent of West Bank land and leave 600,000 Palestinians in an open-air prison between it and the Green Line. Meanwhile, Israel's non-Jewish citizens cannot rent, own or live on "state" lands reserved exclusively for Jews - 93 percent of the country. Under Israel's Law of Return, any Jew born anywhere can immigrate to Israel and become a citizen, yet indigenous refugees cannot go home. Why does Israel continue violating international law? Its answer embraces that historically familiar - but no less ethnocentric - assertion: to maintain its "Jewish" character. Yet even within the Green Line, Israel is now, and has always been, a multicultural land where about 28 percent of its citizens are non-Jews, including at least 20 percent who are Palestinian. But to the world's formerly colonized people - the vast majority of the world's population-there's strong identification with the injustice to Palestinians that sustains hostility toward Israel and the U.S., and threatens the security of Americans as well as Israelis. At the deepest psychological level, American Indians and Palestinians bear witness to the fact that human attachment to home and land can neither be dismissed nor divided by politicians with impunity. But it's not too late. Israel has not reached the entrenched U.S. condition that reduced American Indians to less than 1 percent of our population (about a third of whom live on reservations to which they were confined over a century ago). Instead, 78 percent of Jewish-Israelis occupy only 15 percent of the country, making it feasible for Palestinian refugees to return to largely unoccupied land with little displacement of Israelis living there now. Sharing the land is a matter of fairness and international will, not viability. Like the European colonization of America, the colonization of Palestine began with the imperial mindset that particularly flourished in the 19th century. We give Israel billions of dollars annually in aid, weapons and political support to underwrite those 19th-century colonial practices for which, surely, most 21st century Americans and Europeans are ashamed, however much they may want to forget. We cannot return to colonial America to undo the degradation of our own native peoples. But we can act to make sure ethnic cleansing doesn't continue in Palestine, now, in our names and with our money. Jeff Peterson, of Luck, will coordinate the various efforts around the state, most of which will involve convincing county boards to give their constituents the opportunity to weigh in on the war. "We intentionally crafted a referendum that is neutral in its language," said Peterson. "We?re not trying to put local elected officials on the spot by forcing them to take a stand on the war. We just think that, after two years, it would be the democratic thing to do to allow average citizens to weigh in on the Iraq situation." Peterson, who was the Green Party's candidate for lieutenant governor in 2004, said he expects the idea of a voter referendum to receive an enthusiastic response not only from local Green Party chapters, but also from the informal network of peace and justice groups that have sprung up around the state in recent years. They will also reach out, he said, to families with loved ones in the military. Wisconsin law permits statewide referenda of an advisory nature, but only with the legislature's approval. Because that can be difficult, many referenda questions are submitted at the county level. In last April's election, for example, the Wisconsin Counties Association succeeded in getting two questions regarding state funding of court and social service systems on the ballot in almost every county. Both questions passed overwhelmingly. Cities and villages may also vote to put referenda on their ballots; they are obliged to do so when presented with petitions containing signatures totalling 15% of the vote for governor in the last election. Wisconsin Green Party Co-Chair Jill Bussiere of Kewaunee thinks people are ready to have a say on the war. "We've had countless vigils and marches and protests," she said, "but too often they go unreported by the media. Lotte and the Swedish Greens voted against the European Constitution which the European Green Party did pass by a very slim vote. Accordingly to Lotte, this issue highlights the ongoing/frequent tension between European Green Party members and Greens elected to government who then must work in coalition. For example, she said that the significant opposition by European Green party members to passing the Constitution in its current form was overwhelmed at the Euro Greens meeting by a push for a "yes" vote particularly by Germany's Green Foreign Minister Joschka Fischer (among others). The No vote won by a wide margin of nearly ten points -- the latest figures show 54.87% for the No, 45.13% for the Yes. Despite an overwhelming campaign for a Yes vote by the mainstream French media (including a major pro-Yes bias in TV coverage), and tireless stumping for a Yes vote by nearly all the major political leaders of left, right, and center -- a scare campaign that tried to (falsely) tell the overwhelmingly pro-European French that they would be responsible for destroying construction of a united Europe if they voted against this anti-democratic Constitution -- the French electorate's working and middle classes, by their No vote, rejected the unregulated free-market policies, aimed at destroying the welfare state and the social safety net, embodied in the Constitution. (see my earlier analysis, "The New European Constitution: Should Americans Care?" ) Today's vote confirms the enormous gap between what the French call "La France d'en haut et la France d'en bas" -- the France of above and the France of below. And this rejection of France's political and media elites will bring extraordinary changes to the country's political landscape: 1. President Jacques Chirac, who called for this referendum (rather than letting parliament alone ratify it and bypass the voters, as German Chancellor Gerhard Schroeder did), has taken a slap in the face from which he cannot recover before the presidential elections of 2007. Right after his two, carefully staged, prime-time TV appearances to campaign for a Yes vote, the No went up several points in the polls each time. Not only is he incredibly enfeebled on the European and world stages, it will now be quasi-impossible for Chirac to seek a third presidential term -- and he won't run again, as my friend Claude Angeli (editor of the investigative-satirical weekly Le Canard Enchaine, dean of French investigative journalists, and author of numerous authoritative insider books on Chirac) just told me from Paris on the phone as the results of the referendum became known. (Angeli also has the view -- as I do -- that, had it not been for the extraordinary beating of the drums for the Yes by the mainstream media, the No vote would have been even larger. For example, when the largest newsweekly, the mildly-left Nouvel Observateur, ran a cover photo of a finger-ponting, respected former European Commission president Jacques Delors, with the demagogic headline against the No, "THEY'RE LYING TO YOU!'' the mag's editor, Laurent Jofrin, rewrote and deformed Delors' words to strenghen their anti-No content -- much to the dismay of much of the magazine's editorial staff, which was quite divided on the referendum. As a result, Delors felt obliged to make a much-publicized declaration that -- contrary to what the Nouvel Obs' article made him say -- there was a "Plan B," a way forward toward a more united Europe even if the Constitution was defeated. This Delors turnabout was a major media victory for the No forces, and it helped persuade a lot of moderate and left voters that they were, indeed, being lied to -- but by the Yes camp and the media.) 2. Today's vote means that the presidential candidate of the right in two years will be, not Chirac, but Nicolas Sarkozy, the ambitious chairman of the conservative UMP party. In a televised declaration broadcast just after the exit poll results were announced that had the accents of a presidential campaign speech, Sarkozy said that there must now be a "rupture" with the French economic and social model -- by which he means a break with the mixed economy, and more ultra-conservative, deregulatory economic and social policies than Chirac has been willing to adopt. Just a few days before the vote, Sarkozy was called "an American" by the head of the center-right UDF party in Chirac's conservative coalition, Francois Bayrou, for Sarkozy's support of Bush's war in Iraq and hard-right economic policies that also resemble Bush's. But Sarkozy (seen at right as his puppet character on the satirical TV show "Les Guignols"), who has led every public opinion poll as the presidential choice of the French for the last two years, is being weakened by the marital scandal which is engulfing him (see my earlier article, "Is France's 'Future President' In Trouble? Nicolas Sarkozy Faces a Crisis." ) 3. Chirac will immediately change his prime minister, fire the highly unpopular incumbent Jean-Pierre Raffarin (whose popularity in the polls is only in the low 20s) -- and, my friend Angeli just told me, the new prime minister will be ex-Foreign Minister Dominique de Villepin (the voice of France at the UN against the Iraq war), who is currently Interior Minister -- despite a lot of pressue from the ranks of Chirac's parliamentary party to name Sarkozy. (Tomorrow's Le Monde is also now reporting that De Villepin "appears to be" the next p.m.) De Villepin, an aristocrat who is Chirac's former chief of staff, is seen by Chirac as the best hope of defeating Sarkozy as the right's candidate in the coming presidential elections. But de Villepin has never been elected to anything and has never faced the voters -- and his less than lustrous performance as Interior Minister, where Chirac placed him to give him a public profile on domestic policy as a law-and order champion (in the ministry where previously Sarkozy had cemented his reputation with repressive law-and-order, anti-immigrant policies) has not exactly done de Villepin much good with the electorate (especially by comparison with his predecessor, Sarkozy). 4. The political revolution flowing from today's vote encompasses the French left. The Socialist Party's top leaders -- including its chief, Francois Hollande (see photo at left) , and former Mitterand Culture Minister Jacques Lang (the most popular left pol in the opinion polls, thanks to his incessant TV appearances (see photo at right) -- campaigned for a Yes vote. But the Socialist electorate, the exit polls showed, voted hugely for the No by 56-44%. Even though the uncharismatic Hollande has control of the Socialist Party apparatus (at least for the moment), it will now be very difficult for him to be his party's standard-bearer in '07, and Le Canard Enchaine's Angeli told me this afternoon he thinks Hollande's presidential ambitions cannot recover from today's revolt-from-the-bottom of the left electorate. The Socialist Party's left wing, led by member of parliament Henri Emmanuelli (a former party chief-- see photo at right) and Senator Jean-Luc Melanchon, leaders of the "Nouveau Monde" tendency within the party -- who campaigned hard for the No against the wishes of their party's executive committee -- finds itself reinforced by today's vote. But neither Emmanuelli nor Melanchon have the "heft" of a serious presidential candidate. Their ally in the campaign for the No vote -- a former Socialist Prime Minister under Francois Mitterand, Laurent Fabius, who was the target of constant barbs from Hollande and the Socialist leadership during the referendum campaign for breaking party "unity" -- is also reinforced. But Fabius is best remembered in France as the prime minister who carried out Mitterand's break with socialist economics to embrace a free-market program of austerity and privatization in 1982 - and it is precisely that sort of economics which, the exit polls show, French voters (and particularly the left electorate) have rejected today. Fabius' campaign for the No was widely perceived as political opportunism designed to enhance his presidential ambitions -- and, while he has the "stature" of a possible president, it's hard to see him eliciting much enthusiasm from "La France d'en bas" and the traditional left electorate. 5. Today's vote also is a victory for what is known as "the left of the left" -- there was a united and coordinated campaign for the No vote by the Trotskyist LCR (Revolutionary Communist League), and its popular, media-charismatic spokesman Olivier Besancenot, a young postman who was the party's presidential candidate in 2002 (see photo at right) ; by the French Communist Party, led by its general secretary, Marie-Georges Buffet, a former Minister of Sports and Youth in a coalition government with the Socialists; and by the large "associative left" of extra-party social movements and groups, like the anti-globalization ATTAC, and the leader of the Confederation paysanne, the popular Jose Bove (photo left) , who is appreciated by left militants of all stripes. Even a significant segment of gay and lesbian leadership issued a gay manifesto for the No, arguing the Constitution would be bad for LGBT people. The smaller, hardline, ultra-sectarian Trotskyist group Lutte Ouvriere (Workers' Struggle), led by its perennial presidential candidate Arlette Laguiller, also urged a No vote--but did not join the coordinated campaign by the "left of the left." There have been discussions and proposals about uniting the "left of the left" in a single electoral formation ever since the presidential elections of 2002, when the surprisingly large protest vote for the two Trotskyist candidates by defecting Socialist and Communist voters caused the defeat of Socialist Prime Minister Lionel Jospin's presidential candidacy for a place in the runoff, in which he was displaced by neo-fascist Jean-Marie Le Pen. Now, with the momentum from their successful campaign for the No, the "left of the left" may well finally achieve that organizational unity for the 2007 presidential campaign that has long been talked about -- and with the probable participation of the decimated Communists (now less than 3.5% of the electorate), who used to be part of the "governing left" coalition led by the Socialists, and which included the Greens. The faction-ridden Greens, by the way, were sharply divided over the European Constitution, although the party supported a Yes vote by a narrow majority -- and today's vote will likely provoke a new internal debate that could lead to a rejection of the current Green leadership over the issue of whether or not the Greens should join an electoral coalition of the "left of the left." And it is not entirely out of the question that some elements of the Socialist Party's left wing -- particularly Melanchon's faction -- could split from the Socialists and join that coalition. There will certainly be an emergency Socialist Party Congress called in the wake of > today's vote, which disavowed the Pary's adopted Yes position -- the party's left wing includes the moderate-left, process-oriented Nouveau Parti Socialiste tendency led by the hyperambitious deputy Arnaud Montebourg (photo right), which favors a new French Constitution for a VIth Republic, and was also for the No but much less active in campaigning -- and Montebourg will undoubtedly join the Emmanuelli-Melanchon group, which led the campaign for a "Non socialiste," in challenging the current leadership of the party's "elephants," as the old guard in power are known. Finally, today's vote in France is a good thing for those who oppose the American imperium. Under the Constitution -- which sets in concrete a united Europe's subordination in military and security policy to NATO -- it would take a unanimous vote by every single one of the European Union's 25 countries to adopt a foreign policy position similar to the Franco-German opposition to Bush's war in Iraq. Moreover, any EU country that is a member of the UN Security Council (like France -- or, as in a proposed future enlargement of the Security Council, Germany) would be hobbled in its ability to take an anti-Washington position without consensus approval by all the EU countries as represented in the (un-elected) EU Commission headquartered in Brussels. So, I couldn't be happier with today's rejection of the European Constitution by the French electorate. If Germany's voters had been given a choice in a referendum, they would probably have voted No as well. However, in the Netherlands -- where polls are also showing the No winning in a referendum to be held there in three days -- the Dutch will probably join the popular movement of refusal of a Europe constructed for the benefit of the multinational corporations. Congressman John Conyers (D-MI) seeks to amass 100,000 signatures from U.S. citizens calling on President Bush for more answers about a 2002 meeting during which a senior British official said intelligence was "being fixed" to present a case for the Iraq war, RAW STORY has learned. The congressman's office says Conyers hopes to present the letter to the President in person, in what may be a media event; they believe the letter could have a "viral effect" and spark new interest in the steps taken by the Bush Administration in the run-up to the Iraq war and the so-called "Downing Street Memo." The memo, official minutes of a 2002 meeting between British Prime Minister Tony Blair, members of British intelligence MI-6 and various members of the Bush administration, noted that MI-6 director Richard Dearlove said, Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. Conyers and eighty-eight other members of Congress issued a letter to the White House on May 5 requesting an explanation and answers to questions about whether the President misled Congress into voting for the Iraq war. The White House has ignored the letter. White House press secretary Scott said he had no need to respond, according to the New York Times. Conyers has indicated that he may send a delegation to London to further investigate the memo. ### First, the memo appears to directly contradict the Administration's assertions to Congress and the American people that it would exhaust all options before going to war. According to the minutes, in July 2002, the Administration had already decided to go to war against Iraq. Second, a debate has raged in the United States over the last year and one half about whether the obviously flawed intelligence that falsely stated that Iraq possessed weapons of mass destruction was a mere "failure" or the result of intentional manipulation to reach foreordained conclusions supporting the case for war. The memo appears to close the case on that issue stating that in the United States the intelligence and facts were being "fixed" around the decision to go to war. These are not routine questions within a partisan give and take. Under the United States Constitution (Article I, Section 8), the Congress has the sole power to declare war. If the Executive Branch deceives the Congress in this duty, it represents an attack of our democracy of the most serious nature. These Constitutional questions are not going away and must be answered forthrightly and completely by this Administration. I and 88 of my colleagues (that number is growing - more on that soon) asked the Administration to come clean about these troubling allegations. Our inquiries have been met with silence. The press has also been negligent is giving this matter the attention it deserves. I am committed to seeing this through until we get the answers we deserve. But I need your help.
