Voters should elect a more diverse, practical and consistent group of representatives. Four parties seek council seats. Here are The Day's recommendations for the council: Charles W. Frink of One New London Party; Andrew M. Derrof the Green Party; Robert M. Pero and L. Allyn de Vars of the Republican Party, and Democrats Kevin J. Cavanagh, Jane Glover and Elizabeth A. Sabilia. Mr. Pero, Ms. Glover and Ms. Sabilia are incumbents. Charles W. Frink is a retired New London High School teacher with a Ph.D who is a composer and playwright, and has taught at Connecticut College and Three Rivers Community College. Most of all, he is a person who tests the validity of ideas rather than rushing to judgment. Mr. Frink favors revising the City Charter to elect a strong mayor to run the city, a position favored by The Day and used as a litmus test for candidates considered for endorsement. He also believes the plan for Fort Trumbull is ?an antique, a relic of the past,? that the council needs to take over leadership of the program from the New London Development Corp. and that the city's financial situation, with a very low fund balance account, is extremely precarious. Incumbents stand by their decision By Bill Yelenak, Record-Journal staff MERIDEN ? A majority of City Council candidates believe that the half-built power plant on Cathole Mountain will be completed and, despite the project?s problems, the plant has benefited the city. During interviews this week, all of the candidates who were on the City Council in 1998 said they still support the decision to amend zoning regulations to allow the power plant. Mayor Mark D. Benigni and City Councilors Joseph Ferrigno Feest, Brian F. Kogut, Michael S. Rohde, Walter A. Shamock Jr. and Anthony D. Tomassetti all supported the zone change. At large City Council candidate Joseph J. Marinan Jr., who was mayor at the time, also still believes it was a good idea to have the Power Development Co. of Boston and El Paso Energy of Houston build the 544-megawatt plant. But he has not been involved since those two companies sold the plant to power giant NRG Energy Inc. in 2001, he said. ?When NRG bought out PDC, my involvement with the whole plant ended,? said Marinan, who called himself ?one of the individuals that was key to bringing it to the city of Meriden? during the 2001 mayoral debate. ?I had no role in the current deals.? Benigni, during the same mayoral debate, said the power plant ?obviously is a great deal for the city of Meriden.? The mayor stood by those comments this week, because of the more than 300 acres of surrounding land to which the city is entitled and a $111-million tax agreement between NRG and the city. ?The city?s recouped over $11 million in tax payments, and we?re anticipating a significant land donation,? Benigni said. ?I think someday, because there?s a need for energy and power, I do see someone coming in and utilizing that property and that structure as a power plant.? NRG spokesman Jay Mandel said this week that additional equipment was being moved off the site as part of the sale of the power plant?s turbines. ?It?s just the equipment that?s being sold with the turbines,? Mandel said. ?I don?t have specifics on what the actual equipment is.? NRG remains committed to the project, he said. Kogut and Feest, along with Majority Leader Stephen T. Zerio, make up the City Council?s ad hoc power plant committee. ?We?ve gotten a significant amount of tax revenue, and we?re going to get a significant amount of land for the taxpayers,? Kogut said. ?Two or three years from now, we expect an operational plant.? The plant?s owner is current on its taxes and the state attorney general is leading a court battle to have transferred the more than 800 acres promised to Meriden and Berlin. ?If Enron did not happen, the city of Meriden would have a power plant working up on top of that mountain,? Feest said. ?The only thing that would be different is the power plant would be up and running. We?ve gotten all the money we?re supposed to get up to date.? Others on the council at the time ? Rohde, Shamock and Tomassetti ? all still believe the plant is beneficial for the city. Shamock called the deal a ?home run.? ?If (a plan) came to the council again to obtain $11 million from any business, I?d definitely vote for it,? Shamock said, referring to how much money the city has received under the tax agreement to date. ?I eventually see it online and being a major taxpayer in the city,? Rohde said. Tomassetti only wishes the plant had been completed before the energy market collapsed. ?It?s too bad we didn?t move quicker on it in the beginning and the thing would have been up. That?s history. You can?t move backward, you?ve got to move ahead,? he said. Clermont, the only council incumbent who wasn?t on the legislative body when the zoning regulations were changed, said he did not think the power plant was a bad idea, but he is unhappy with its location near Meriden?s Hanging Hills. ?To compromise that much open space and to compromise the view of the hills for the tax revenue just doesn?t seem worth it,? he said. His opponent in Area 4, Democrat David Salafia, wants to make sure the city receives the land it?s owed. ?We need to recapture the land that?s owed us, that?s for sure. That?s in litigation now,? he said. ?We need to fight for it and do everything we can to get those acres. We really need to get that.? At large candidate Trevor Thorpe has a special connection to the project, he said, because he lives near the site. The transfer of the surrounding land is imperative and, if elected, he will do everything in his power to make it happen, he said. ?It?s the last big tract of land in the city of Meriden; one of the last, but probably the biggest,? Thorpe said. ?It?s really, really important to have that for open space.? Both of Kogut?s opponents in Area 3, Republican Daniel Brunet and petitioning candidate Diane Morenz, don?t necessarily disagree with the decision by Kogut and the council to change the zoning and allow the power plant. Brunet believes the plant still has a future and thinks ?every effort is going to be put forth in the council to do something with (the power plant) as quickly as possible.? As the other candidates, Morenz believes the transfer of the land around the plant should be the city?s highest priority. ?I think we should most aggressively go after the land,? Morenz said. ?We should have that now.? Petitioning candidate David Parian, a Republican, would like to see the plant operational. ?It would generate jobs, it would generate electricity, it would generate tax revenue,? he said. Green Party candidate Joshua Broekstra differs from the others. Broekstra said he never would have voted to allow the plant. ?I honestly feel it wasn?t something Meriden needed at the time,? he said. The two other Area 1 candidates, Republican Todd Harwood and Democrat Hilda Santiago, both said they haven?t really looked into the power plant issue. Harwood, however, believes the city should help find a company to take over the project. ?It would be a boost for the city,? he said. Santiago said she would have to explore the question. ?Hopefully, it would be something that does come to fruition and be something that would have to be good for Meriden,? she said. ?But at this point it?s difficult for me to comment.? While Benigni believes the power plant eventually will be built, he said the property could serve other uses. He could see the property cleaned up and used for other things, including passive recreation, he said. Because it is in a Planned Development District, almost anything is possible when thinking about what could occupy the site if the power plant falls through, City Planner Dominick Caruso said. ?It?s a mixed-use zone; almost anything?s allowed,? said Caruso, who believes the district is the city?s most flexible zone. ?The best development would be a comprehensive approach.? City Manager Lawrence J. Kendzior said legal proceedings on the land transfer are ongoing. The next pretrial meeting is set for Nov. 7. But city officials still hold out hope that one day, the power plant will be completed, and the structure will help the city for years to come. ?There?s a definite need for additional power on the Connecticut grid. At some point in time, it?s going to make sense for someone to build that plant and complete it,? The two Democrats are running for re-election as mayor of their respective cities on Tuesday. They're also running for the highest office in the state _ governor _ in November 2006. Both men claim they are committed to their cities and that competing for the Democratic gubernatorial nomination doesn't take anything away from their dedication. In fact, they claim most of their constituents are enthusiastic about their aspirations for higher office. "I think the reality is, overwhelmingly, people know that it is probably good to have a governor from your hometown," said Malloy, who is seeking his fourth term as mayor. But not everyone is so enthusiastic. In both mayoral races, the challengers have accused Malloy and DeStefano of hedging their bets, not wanting to risk losing their day jobs for a chance at governor. The challengers also insinuate that both politicians are not fully committed to leading their respective cities. "He's running for governor and he's running for mayor and he's supposed to be running the city of Stamford," said Malloy's Republican challenger, Chris Munger, a special agent with the FBI for 25 years. "It's amazing the number of people who've come up to me and who've said, 'I'm voting for you. How can he run for governor?"' Munger has posted "Stamford First" on his signs in a reference to Malloy's campaign for two jobs. Malloy also faces Green Party candidate Darek Shapiro. Munger said he believes Malloy is trying to get as much public exposure with the voters as possible in hopes of boosting his chances for governor. Malloy has been running a TV ad that features his accomplishments as mayor. The spot is running across the state, including on Hartford television stations that traditionally don't have large audiences in Stamford. Malloy maintains he is only attempting to gain maximum exposure for his mayoral race. "I have devoted precious little time to running for governor in the last month," he said. "I serve as the Democratic mayor in a city that has the second largest Republican Party in the state. I am focused right now at being re-elected mayor. It has my attention, let me assure you." In New Haven, DeStefano faces three opponents: Independent candidate Gary Jenkins, Green Party candidate Eric J. Brown Jr. and write-in candidate Leslie Harper Blatteau. Blatteau, who is running on the Guilty Party line, is distributing a flyer door-to-door that features a caricature of DeStefano holding two sacks of money. It reads: "DeStefano's bags are already packed for Hartford. The LAST thing New Haven needs is an absentee mayor. Tell John to run for governor on his own time." Blatteau said New Haven voters have concerns about crime and rising rents, and many feel DeStefano has been too preoccupied with his campaign for governor. "He tried to sort of sell it at the debate that all of New Haven is running for governor," she said. "I'm not running for governor. My neighbor isn't running for governor. We want a mayor who is going to be here and take care of the needs of the city." DeStefano, who is seeking his seventh two-year term, maintains he is committed to his mayoral race despite his political ambitions. "We take the mayoral campaign seriously, just like I do the governor's job. They're two different efforts, and we're managing them," he said. Ken Dautrich, a professor of public policy at the University of Connecticut and an expert on polling, said he doubts any new name recognition DeStefano or Malloy pick up during their mayoral races will help them much in a matchup with Republican Gov. M. Jodi Rell, who has a near 80 percent approval rating among Connecticut voters. "They know it's a huge uphill battle to run against Jodi Rell. Rell is the strongest incumbent probably in the state's history, at least since we've been doing polls," Dautrich said. "I don't think, in their heart of hearts, Malloy or DeStefano are deluded into thinking they have a good chance of winning." Dautrich said he believes both men are running for mayor because they want to have a job after the gubernatorial election. In the meantime, Dautrich said, they can hedge their bets that Connecticut's economy might tank or some unforeseen political scandal develops. Dautrich said he also believes DeStefano and Malloy are positioning themselves for the 2010 gubernatorial election. He would have needed another 400 votes to get elected and was only 230 votes away from the next candidate. Kim and I had a great time walking through Collinsville distributing his campaign literature and talking to the voters. Tom's signs and banners were *plastered* throughout town. These are not loosing campaigns...we are doubling our votes and percentages! Some of Tom's endorsements are below. We didn't win in New London yesterday, but we came pretty close. Bob Stuller and Andy Derr got 1094 votes and 1186 votes respectively, placing 13th and 10th out of 19 candidates for City Council. The top 7 candidates were elected, and the #7 winner got 1319 votes, so we were both within 225 votes of getting elected. Two years ago we were 800 and 1000 votes from election. Major progress! Ken Hanson placed 8th of 14 candidates in his race for Board of Education; the top 7 candidates were elected. He was 50 votes short of election! So close! He received 1280 votes, over 550 more than in 2003. This one was a heartbreaker. This was by far our best campaign and our best finish! Wait till next time! Can you tell I'm a Red Sox fan? Kelly and Aaron have traditionally indicated that the third Monday is NG for them as they have town committee meetings. They will be missed and I look forward to the EC getting back on track now that campaigns are closed. The regularly scheduled EC meetings that we originally agreed on is two Mondays prior to the next SCC meeting. That was tonight 11/14 and I received no communications, no notice and no draft agenda for the EC meeting. In order for the EC to satisfy the bylaws and established procedures, we need to meet in order to create the SCC agenda and address other administrative duties. I reread my email and found nothing disrespectful in what I consider was an objective accounting. Please accept my apologies if I have offended you in any way. Seventeen years ago Connecticut responded to a brutal and tragic hate crime resulting in the murder of a gay man, Richard Reihl, by passing Connecticut's hate crime law. Since then we have amended and expanded the scope of this law. However, this recent hate crime shows how little progress our society has made in overcoming prejudice in its most brutal manifestation. We demand comprehensive police training and appropriate application of the existing hate crime laws to ensure a sensitive and effective response to hate crimes. We demand an immediate cessation of the religious and political rhetoric that dehumanizes LGBT people and fosters an environment of prejudice and discrimination in which hate crimes thrive. Background Just when advocates thought that the Patriot Act reauthorization bill had reached the end of its legislative process, civil liberties protectors have been presented with an unexpected opening for positive action. The USA PATRIOT Act, passed in fear and haste in October 2001 in response to the 9/11 attacks, included 16 provisions that will expire Dec. 31, 2005, unless reauthorized by Congress. These "sunsetting" provisions include some, but not all, of the most controversial sections of the bill. From FCNL's perspective, the sunsets are helpful because they ensure that Congress examines controversial provisions carefully, choosing on a case-by-case basis which provision to extend and which to allow to expire. Note that these sunset provisions can be extended ("continued") past the deadline by routine congressional action, so that the deadline can be easily delayed. During the summer and fall of 2005, reauthorization measures passed through the House and the Senate that made most of the 16 provisions permanent, but also addressed some of the problems with the original USA PATRIOT Act that the last four years have exposed. Although civil liberties advocates were disappointed at the modesty of the improvements to the original bill, the Senate version contained more favorable provisions. (For a comparison, see http://www.fcnl.org/issues/item.php?item_id=1509&issue_id=68.) The House and Senate versions were to be reconciled in a "conference committee," with members named by House and Senate leadership. The party split in the conference committee reflects the party split in Congress, with Republicans in the majority. The conference committee would, following usual congressional order, issue a "conference report" containing the final version of the bill, and both houses of Congress would (usually) vote to adopt the report. The conference committee for the Patriot Act reauthorization bill has been no exception - so far. First, the House leadership delayed formally naming the House conferees for weeks, setting up an artificial hurry-up atmosphere for consideration of the reauthorization bill. Then, over the weekend of Nov. 12-13, the conference committee's minority party members were abruptly cut off from participation in the negotiations, and officials from the Department of Justice and the White House met with conference committee leaders. A tentative deal was struck. The majority party conferees began circulation of a draft conference report mid-week (Nov. 16-17). The draft conference report not only ignored the unanimous instruction passed by the House (calling for the Senate's shorter, four-year extensions of three sunset provisions), but it also ignored the unanimously passed provisions of the Senate version of the bill, and even added provisions not passed by either the House or the Senate. Here are some of the problems with the draft conference report being circulated on Thursday, Nov. 17 for review by the conference committee: a.. The Senate version included a common sense requirement, not in the original USA PATRIOT Act, that to get permission to search business records (including library and medical records), the FBI must offer some facts showing that the records relate to a suspected spy or terrorist. Unfortunately, that reform was dropped from the conference report. b.. The FBI currently has permission to issue "National Security Letters" (NSLs) demanding information from telecommunications providers about use of internet and phone lines. The Washington Post recently revealed that in the last year, the FBI has issued over 30,000 such NSLs, a one-hundred fold increase. . The conference report not only does not rein the FBI in, it adds authorization for the FBI to issue contempt citations for failure to comply with an NSL and criminal penalties for disclosing its existence to anyone. c.. The Senate version would have renewed the sunsets for three provisions (including the library records provision, roving wire taps, and the provision for a terrorism investigation of an individual acting alone) for four years. The conference report lengthens the sunsets to seven years from now, thus diluting congressional oversight. d.. Although the conference report seems to give the right to challenge orders for records and gag orders, those rights are illusory.. Under the conference report, recipients of record demands could contact an attorney, but only limited court challenge would be available. And, because the conference report gives the FBI a "presumption" of need for secrecy if the FBI claims national security or other interests, the right to challenge a gag order (telling anyone that the order was delivered) is ineffectual. e.. Fourteen of the 16 sunsetting provisions were made permanent in the conference report. f.. And, in perhaps the most undemocratic stroke of the conference committee leadership, new provisions (not passed by either the Senate or the House) were added to the conference report, including expansion of the number of crimes for which the death penalty can be imposed and seriously altering the right of habeas corpus for domestic criminal imprisonments. By Thursday night, Nov. 17, members of the Senate and House were in nothing short of a bi-partisan revolt. Experienced "Hill watchers" reported that they have never seen anything like it. Six senators (Feingold (D-WI), Craig (R-ID), Durbin (D- IL), Sununu (R-NH), Salazar (D-CO), and Murkowski (R-AK)) have vowed to use every legislative tool available, including the filibuster, to fight final approval of the conference report as circulated. A bi-partisan group of House members (Sanders (I-VT), Nadler (D-NY), Rohrabacher (R-CA), Scott (D-VA), and Mack (R-FL)) joined the Senators at a Friday morning press conference, standing united in the effort to fight the conference report. They were joined at the press conference by Senate Judiciary Committee Chairman Specter (R-PA), who hinted that he might oppose Republican efforts in the Senate to cut off debate on the conference report. This is an historic moment. Please join the tens of thousands of civil liberties advocates across the country letting their congressional delegation know that further increases in law enforcement authority must not come at the expense of U.S. constitutional rights. On Nov. 15, Nancy Burton, the leader of the Connecticut Coalition Against Millstone, took a goat to the state Capitol and renewed her past calls for evaluation of levels of the radioactive isotope Strontium 90 in goats' milk. The farm, at 120 Dayton Road, has been sold to a developer, who plans to build houses there. Strontium 90, a byproduct of nuclear fission, can cause cancer in high concentrations. What constitutes a high concentration is a matter of disagreement among nuclear experts and scientists. Gov. M. Jodi Rell and Attorney General Richard Blumenthal have asked the state Department of Environmental Protection to conduct a ?comprehensive technical review? of test data collected in 2001, 2002 and 2003. ?I am always concerned by reports of pollution that may threaten public safety and the environment,? said Blumenthal in a prepared statement Tuesday. ?We will await the results of DEP's analysis before deciding if action by my office is warranted.? Dominion Nuclear Connecticut, the owner of Millstone Power Station, monitors levels that might ?bio-accumulate? in goats, as well as in the water and air, said spokesman Pete Hyde. Burton said in March that data collected by Dominion shows the level of Strontium 90 in the goat milk as 55.5 picoCuries per liter, more than double the amount found because of nuclear weapons testing in the atmosphere in the 1960s. Ernest Sternglass, a consultant for the coalition, said last week that its presence in milk at eight other locations across the country is minute by comparison. ?For us to have been responsible for that amount of Strontium 90 in goats' milk, we would have to released an enormous amount of Strontium 90, so it is not from us,? said Hyde. Neil Sheehan, a spokesman for the NRC, said Tuesday that radioactive releases from Millstone are monitored and documented and do not constitute a threat to the community. Burton has circulated a petition stating that even if Millstone is not responsible, the amounts in the goat milk warrant investigation and action. Millstone Power Station is home to three reactors, two of which are operational. Licenses for those two are expected to be renewed through 2035 and 2045 when the NRC releases its decision on Dominion's re-licensing application Monday. The DEP's radiological experts have already begun an analysis of the test data, said Communications Director Dennis Schain. In a letter Tuesday to Burton, Blumenthal said, ?Should DEP request my assistance in initiating any type of enforcement action, I will be prepared to assist vigorously and promptly.? Waterford Planning Director Thomas V. Wagner said Tuesday that the farm has been approved by the Inland Wetlands Commission for 14 homes that developer Francis ?Skip? Adams of Ailanthus Farm Estates LLC has dubbed ?Cohanzie Village.? Wagner said he stands by the approval of the land use permit, and has seen no new evidence of contamination that would warrant a denial or ?changing the way we do business.? Rahm Emanuel (D-Ill.) firmly distanced themselves from Rep. John Murtha's (D-Penn.) call on November 17 for an immediate withdrawal from Iraq? In a recent editorial, The Nation declared that it "will not support any candidate for national office who does not make a speedy end to the war in Iraq a major issue of his or her campaign. We urge all voters to join us in adopting this position." ("Democrats and the War", November 9, 2005 ) The Nation's editors should be congratulated for taking this stand. But will The Nation and other publications that have opposed the war redirect their support towards candidates and parties that have consistently opposed the war from the beginning and called for withdrawal -- such as the Green Party? Many publications on the left have undermined their own principles by remaining loyal to Democrats who have abandoned theirs. It's no longer acceptable to endure the accelerating retreat of Democrats, or insist that, since we live in a two-party system, we must continue to support Dems in order to keep Republicans out of power, until a third party insurgence grows strong enough to deserve attention. Until they begin to promote such an insurgence, such publications are merely helping to maintain the political status quo. And what a dreary status quo it is: Republicans drift towards ever greater extremism, while the mainstream of the Democratic Party more and more ignores its traditional principles and goals -- Fascism Lite vs. GOP Lite. In 2004, many progressive, antiwar, and ecologically minded voters called their votes for Mr. Kerry's deeply flawed candidacy a necessity, fretting that nothing was scarier than another four years of George W. Bush. The reelected President did not disappoint expectations. But there is something indeed scarier: another century of Bush vs. Kerry. The Nation has consistently covered and promoted liberal and progressive Democrats, and Greens have likewise been privileged to work along side principled Democrats like Reps. John Conyers, Dennis Kucinich, Cynthia McKinney, Jesse Jackson, Jr., and others on everything from opposition to the Iraq War to promotion of national health insurance to the crisis of the right to vote in the wake of the 2000 and 2004 election irregularities. (Let's not forget that it was Greens and Libertarians, not Democrats, who initiated the vote recounts in Ohio and New Mexico after evidence emerged that Republican officials obstructed votes cast by African Americans and young people and manipulated computer voting outcomes.) Even progressive Democrats have remained loyal to their corporate-funded corporate-friendly party. Witness the role progressive Dems have played in national elections during the past generation: outstanding candidates like Rev. Jesse Jackson, Jerry Brown, and Mr. Kucinich ultimately support whichever pro-corporate pro-war candidate wins their party's nomination, herding those who voted for them back into the the fold of a party that has rejected their ideals. This pattern will repeat in 2008. The Democratic nominee will not be someone who challenged the deceptions behind the decision to invade Iraq or demanded quick withdrawal. The nominee will not be a critic of international trade authorities, an advocate of single-payer national health insurance or repeal of the Taft-Hartley Act, or leader of a movement for energy conservation, decreased oil drilling, and other urgently needed measures to curb global warming. He or she will have the full blessing of the CEOs who sit in the skyboxes at the Democratic convention every four years. As David Cobb, the Green Party's 2004 presidential nominee, said during his campaign, "The Democratic Party's presidential primary is where progressive politics goes to die." If nominated in 2008, will Hillary Clinton -- who helped her husband kill our most recent chance for single-payer in 1992; who, under pressure from credit card lobbies, voted for the Bankruptcy Bill in March, 2001; who calls for 80,000 more U.S. troops in Iraq, who now soft-pedals her earlier support for women's reproductive rights -- get widespread support among progressives? According to The Nation's editorial pledge, they should not. But Democrats have also shown a talent for historical revisionism. Significant numbers of Democrats in Congress swallowed the Bush Administration's deceptions and brushed aside contrary evidence, voting enthusiastically in October 2002 to transfer their constitutionally mandated war power to the White House, and cheering the invasion that killed over 2,000 American servicemembers and tens of thousands of Iraqi civilians. Nearly all congressional Dems voted for the USA Patriot Act. Now they're having second thoughts. As the Iraq venture turns more and more disastrous, we may see eleventh hour conversions among warhawks like Sen. Clinton as the 2008 race heats up. Will The Nation reward such feeble demonstrations of leadership with an endorsement? As Sam Smith, editor of The Progressive Review, has observed, progressives stuck in the Democratic groove have become like abused spouses unable to get up and leave. The Nation's editors have not entirely written off third parties. They have occasionally promoted the Working Families Party, which emerged first in New York and is now branching out in other states. But the Working Families Party, despite some excellent candidates of its own, pursues a strategy that includes cross-endorsement of Democrats in many races and avoidance of challenges against Dems in statewide and national elections. In states like New York, which allows fusion, cross-endorsement serves immediate ballot-status goals. But the Working Families' lack of independence makes it an ancillary party to the Democratic juggernaut (a winning Democrat-Working Families candidate is recognized publicly as a Democrat) and will ultimately consign it to the same fate as the New Party (now defunct) and the late Tony Mazzocchi's Labor Party (moribund). In the mid 1850s, right-thinking Americans faced a national crisis for which the existing system and prevailing political parties offered no humane resolution, and the abolitionist Republican Party was founded. A new, independent party, one that seeks to abolish corporate domination, empire, and reckless ecological policy, is no less a necessity at the beginning of the 21st century. The establishment of a permanent, independent, noncorporate people's party with significant numbers of registered voters and a presence in Congress, state legislatures, and other offices in the coming decades would be a tremendous progressive victory. There are lots of obstacles, and it won't make Democrats happy. But it is achievable. If progressives retreat from a third party challenge, and if the direction established under President Clinton continues, we can look forward to decades of dreary Dem vs. Repub races, narrow public debate from which the ideals of progressives are absent and the interests of working people disregarded, and probable further drift to the right within both establishment parties. The Democrat Party will not overcome its addiction to corporate money. The Nation's pledge is admirable, but it says nothing about supporting antiwar candidates. Is this a loophole, in order not to offend Democrats? Or is the pledge a serious statement that its support for Democrats can no longer be guaranteed? If the latter, we invite all who oppose the Iraq war and the bipartisan consensus to consider seriously the Green insurgency, support our candidates, and join us in making the Green Party the great political endeavor of the 21st century. BACKGROUND AND PURPOSE: We have established the ability for the Secretary to tape record SCC meetings to assist in accurate record keeping and transparency, but we have no procedure for storing, cataloging and accessing said tape recordings. PROPOSAL: 1.Tape recordings will be made at all regular SCC meetings, and will be announced at the start of each meeting. 2.These tapes will then be used by the Secretary to compose the meeting's minutes. 3.The Secretary will be responsible for copying the tapes to digital format and posting them to the archived minutes on the ctgreens.org website (when this feature becomes available) within 1 month of the meeting. 4.The Secretary will then label, catalog and store the original tape in the Hartford Chapter's office, or another designated location, so that they may be checked out to individual party members. This should occur within one month of the meeting. 5.The physical tapes and the dated catalog will be kept available for a period of two years, at which time they may be recycled or reused. 6.The digital files will be maintained on the GPCT server for a minimum period of 5 years, or until server space is needed, which ever comes first. Proposal 3: PRESENTER: Greater Hartford Green Party Chapter SUBJECT: Reimbursement of Chris Reilly for rent payments he made. BACKGROUND AND PURPOSE: The SCC on 11/14/2000 agreed that the Hartford chapter would pay half the rent and half the utilities of the Hartford office, and that the CTGP would pay the other half of the rent and utilities. (The April 2004 SCC meeting decided that the CTGP will no longer pay half the rent and utilities of the office.) In 2003-4, during the period when Bruce Crowder was treasurer, Chris Reilly paid $2,650 of his own money to the landlord of the Hartford office, New Britain Ave. Real Estate, LLC. The reasons Chris made these payments have been explained in the minutes of the August 2004 and October 2004 SCC meetings, written by secretary Ed DuBrule (Appendices 1 and 2). In e-mails to Ed dated 9/8/04 and 11/7/04, Chris Reilly stated that these minutes extracts are accurate. Bruce also commented on the accuracy of the August SCC minutes extract, saying, in part, "This seems fairly accurate, except that I don't think I ever 'asked' Chris to cover any bills. More like he offered and I agreed, but that's not an important distinction." Bruce's complete comments are in Appendix 3. (Ed did not request that Bruce comment on the accuracy of the October SCC minutes extract.) The dates and amounts of Chris' rent payments are in Appendix 4. In brief, the reasons why Chris chose to pay the landlord from his own pocket are: (1) For months previously Chris had handled the rent payments. (2) There were problems transitioning from the former treasurer (Chris Nelson) to Bruce. Among these problems were an inability of Bruce to write checks because he hadn't gotten the Party's checkbook and because of problems with bank paperwork. (3) Often in the past Greens had spent thousands of dollars of their own money and had been reimbursed later by the CTGP. (4) Chris expected that the CTGP would send out an annual fundraising letter to thousands of Connecticut Greens, as in past years, and that this letter would bring in many thousands of dollars, as in past years, enough to reimburse him. (Despite this expectation, a fundraising letter to only 1000 Greens was sent out, many months after Chris had made most of his rent payments, and it netted only at most $500.) In past years about $2,000 in postage and printing costs had been required to send out the annual fundraising appeal, and one reason Chris paid the rent was so that the CTGP checking account balance could be preserved and used for these costs. (When Bruce took over as treasurer, the CTGP checking account held only $2000 or less.) Six of the seven rent payments made by Chris were made in the period April 2003 through September 2003. One additional payment toward the rent was made by Chris in March 2004; Chris explained this payment as follows: The GP/CT, for whatever reason (perhaps financial?) only sent a check for $350. Because the rent was $500, I needed to make up the difference with $150 of my own money". [E-mail response to Ed, 5/27/05.] During 2003-4 Chris also paid money from his own pocket to cover CTGP envelopes, postage, printing, and domain name registration expenses. The October SCC decided to reimburse Chris for these expenses at a rate of $74.24 per month over twelve months. PROPOSAL: The SCC should instruct the treasurer of the Connecticut Green Party to reimburse Chris with a check for $2,650 immediately. ---------------------------------------------------------------------------- --------------- Appendix 1. Minutes extract of August 2004 SCC meeting. 3. Budget (Appendix 5) (a) Budget item relating to unreimbursed expenditures made by Chris Reilly. One line of the proposed budget is payment of $900 to Chris Reilly. Chris distributed a handout (available from the Secretary) showing amounts he spent from his personal funds which were never reimbursed. The budget entry says "this is partial re-payment; balance to be repaid in future budget years". The handout begins with a check for $800, paid by Chris to the landlord of the Hartford office on 4/1/03 for April and May rent. It includes 5 other rent checks paid to the landlord of the Hartford office ranging from $150 to $500. The sum of the rent checks is $2650. The handout also includes 10 checks, ranging from $6.29 to $370, for envelopes, postage, and printing; these ten checks sum to $855.82. Finally, the handout includes one check for $35 for domain registration renewal for the CTGP website. The sum of the rent checks, envelopes/postage/printing checks, and domain name check is $3,540.82, and Chris is requesting reimbursement from the CTGP of this amount. The last check on the handout was written 3/12/04. Chris explained how these unreimbursed expenses had come about. He said that the November 2000 SCC meeting had decided that the state Party should pay half the office rent and utilities; he was one of two people at this meeting to vote against this decision. He was Party treasurer for several years and had gotten in the habit of paying the rent. Bruce Crowder became treasurer as a result of the February 2003 internal elections. There were problems transitioning from the former treasurer (Chris Nelson) to Bruce. Among these problems were "problems with the accounts" and an inability of Bruce to write checks because he hadn't gotten the Party's checkbook. Bruce, Chris continued, asked Chris to pay the rent. Chris described how for several years he did the bulk of the work in getting the annual CTGP fundraising letters out. These letters had cost, each year, about $2000 in printing, postage, and related expenses. Greens had donated, as a result of these mailings, about $8000 each of these years, for a net gain to the Party of about $6000 each year. During the period May to September 2003, the SCC repeatedly affirmed that it wanted a fundraising letter to go out, as in previous years. Chris continued to pay the office rent out of his personal funds, expecting that he would be reimbursed from the proceeds of the fundraising letter. The fundraising letter finally went out in September 2003; the handout includes, as noted above, expenditures Chris made for envelopes/postage/printing for this mailing. [Note from the secretary: it appears, from the dates on the handout, that Chris also spent money for envelopes/postage/printing for the mailing associated with the March 2004 internal elections.] Chris said that he stopped paying the rent when proceeds from the fundraising letter came in to the Party. Lynah asked if the Executive Committee during this time (co-chairs Tom Sevigny, Justine McCabe, and Mike DeRosa; Bruce as treasurer; Ed DuBrule as secretary) had known of these facts. Tom said that Bruce never informed that Executive Committee of this situation. Justine said that she hadn't known of this situation. Elizabeth Horton Sheff pointed out that Chris said that Bruce had asked Chris to pay the rent. Elizabeth believes that expenditures authorized by a treasurer are legally binding on a Party. Chris said he agreed with the latter statement; the state Party is therefore responsible for reimbursing him. Justine pointed out that the SCC had agreed to pay only half the office rent and half the office utilities--how does that affect this situation? Chris pointed out that the Hartford chapter should have gotten 30% of the proceeds from the fundraising letter. Justine said that it would be desirable for Bruce Crowder to come to an SCC meeting to explain what happened. Chris pointed out that Bruce used to report chapter balances to the SCC, including the large negative Hartford chapter balance which related to this situation. Lindsay and Jean asked why Bruce hadn't reimbursed Chris from the proceeds of the September 2003 fundraising letter. Ed DuBrule pointed out that the proceeds of that fundraising letter were much smaller than previous fundraising letters. (Ed attributed this, in part, to Chris not being involved in many of the details of getting the letter out in 2003--others Greens merged chapters' mailing lists and made the arrangements for postage and printing, details that in the past Chris had handled.) (Ed and Chris spoke of many bags of bad-address envelopes returned from that mailing; per the mailing plan selected with the post office, each of these bad-address envelopes required the Party to pay a 92 cents fee to the post office.) Chris agreed with Ed that over time the quality of our mailing lists have deteriorated. Ed said that the Executive Committee, at its August 2004 meeting, had spoken of a desire to get the 2004 fundraising letter out the third week in September. He wondered if that was a realistic goal, in view of the deterioration in quality of the mailing lists. Tom noted that last month the SCC passed a set of financial policies for the CTGP and that the SCC at tonight's meeting was discussing a budget. The CTGP has never had such financial policies before, nor a budget; these deficiencies may have allowed the situation of Chris' unreimbursed expenditures to arise. Elizabeth Horton Sheff said that in her opinion Chris should be reimbursed, for both legal reasons and because he acted with the best interests of the CTGP in mind. She hoped that the issue of whether or not to reimburse Chris would not become reduced down to the legal issue of whether Bruce had approved each check written by Chris from his personal funds. Elizabeth Brancato said that it is the opinion of the Executive Committee that this is a true debt owed to Chris. Elizabeth also said that Bob, our current treasurer, has done excellent work; he should be protected from any legal issues arising from the failure of the CTGP to reimburse Chris. ---------------------------------------------------------------------------- --------------- Appendix 2. Minutes extract of October 2004 SCC meeting. Unreimbursed expenditures of Chris Reilly. The Executive Committee requested that Chris make a presentation to the SCC tonight on his unreimbursed expenditures. During his presentation, Chris responded to the questions raised in the Women's Caucus proposal on those unreimbursed expenditures (Appendix 1). That proposal includes the following questions: "1) why Chris Reilly, founder of the GPC and former treasurer, did not communicate the presence of the loans to at least two of the co-chairs (Tom and Justine), despite his obvious knowledge of GPC process; "2) why Chris wasn't repaid (if the loans were regarded as short-term and 'informal' by Bruce and Chris) once there was income from a fundraising letter; "3) why half of the rent for the Hartford office wasn't paid by the Hartford chapter, even if the SCC half was paid through a loan from Chris." Chris passed out an Excel spreadsheet listing expenditures he made and for which he has not been reimbursed. The spreadsheet lists 17 expenditures; the earliest is dated 4/1/03 and the latest is dated 3/12/04. Six of the expenditures are rent payments for the Hartford office. The rent payments range from $150 to $800 and total $2,650. Ten of the expenditures are for envelopes, postage, or printing. They range from $6.29 to $370 and total $855.82. Finally, there is a $35 check made out to Network Solutions for domain registration renewal for the CTGP website. The total of the unreimbursed expenditures is $3540.82. Chris passed around, for viewing by all SCC attendees, a cancelled check, cash register receipt from OfficeMax, receipt from the US Postal Service, or similar documentation for each of the seventeen entries on the spreadsheet. Tim, the facilitator, asked if any attendees had any questions relating to the receipts and cancelled checks that Chris had passed around--no one did. Chris said that the November 14, 2000 SCC meeting had decided that the state party would pay half the rent and half the utilities for the Hartford office. At this time the rent was $400 per month. For months after that the CTGP treasurer wrote a check for the entire rent for the office and made an accounting entry for the Hartford chapter's half of the rent (this accounting entry was made in the Hartford chapter's "setaside" account, also known as the "chapter balance"). During this period Chris sent the treasurer a reminder that the rent was coming due, the treasurer sent Chris the check, and Chris brought the check to the landlord. Then in February 2003 Bruce Crowder was elected treasurer. In early April 2003 Chris learned from Bruce that the rent hadn't been paid for two months. Due to problems with bank paperwork, Bruce had been unable to sign CTGP checks. Bruce agreed that Chris should pay two months' rent ($800--March and April), and Chris did this. Later the landlord informed Chris that they had received a $400 check from Chris Nelson, the former treasurer, so that the $800 paid by Chris became rent for April and May. Chris straightened out the problems at the bank with the paperwork. Chris said that in 2000 the CTGP had raised over $25,000, including nearly $9,000 from the annual fundraising letter. In 2001 almost $15,000 had been raised, including close to $10,000 from the letter. But in 2002, after Chris had stopped being treasurer, a fundraising letter did not go out. Thus in early 2003, when Bruce took over the treasurer position, the party checking account held only $2000 or less. It required about $2,000 in postage and printing costs to mail the annual letter, so Chris proposed paying the office rent for a month so that CTGP funds could be used for the mailing. Some progress was made toward putting together the mailing--Ed Savage worked on merging the chapters' lists. The next month Chris e-mailed Bruce and again offered to pay the office rent. Chris distributed an excerpt from the minutes of the 7/21/03 Executive Committee meeting. Chris' handout included, in part, the following: 5. Hiring of staffperson(s). A proposal submitted by Tim McKee to the Executive Committee is appended .... The Executive Committee will need to write a job description ... Due to the Connecticut Green Party's low bank account balance, it would make sense to hire this person, perhaps, as an independent contractor, though reservations were expressed as to whether progressive organizations should be using independent contractors .... The Executive Committee would post the position opening/job description .... The Executive Committee would interview candidates and make a recommendation as to hiring to the SCC. ... A proposal will be submitted by the Executive Committee to the July SCC meeting. 6. Fundraising. The annual fundraising letter (sent out in September last year) might bring in $2500 (a guesstimate). Perhaps, because of the low bank account balance of the Connecticut Green Party, postage could be spent on sending the letter initially to 1000 names. With donations received from this initial mailing, the rest of the names could be mailed to. Or a loan from a Party member could be sought for postage costs. Chapters should be encouraged to hold fundraisers, sharing revenues with the state. Chris pointed out, in particular, the sentence above which reads "Or a loan from a Party member could be sought for postage costs." Chris distributed an excerpt from the minutes of the June 24, 2003 SCC meeting. The attendees at that meeting included all members of the Executive Committee (co-chairs Mike DeRosa, Tom Sevigny, and Justine McCabe; secretary Ed DuBrule, and treasurer Bruce Crowder). Chris' handout included, in part, the following: 5 Treasurer's report. The Party bank account has holds $2,200; $1200 is owed in debt. In a typical month, there is $400 in operating expenses but only $300 comes in. Chris said that the $1,200 owed in debt referred to the rent payments he had made thus far. At this meeting, much to Chris' embarrassment, Mike publicly thanked Chris for paying the rent. Other minutes from this period also mention a debt in the Treasurer's report, Chris said, though a calculation may need to be made. Tom read the Treasurer's report in one of those minutes. Eventually a mailing was done to 1000 names. It had a poor financial return. It raised at most $1500 but cost nearly $1000 to do. No follow-up mailing was done. Therefore Chris did not ask for reimbursement at this time. Bob Eaton was elected treasurer in March 2004. By this time the office rent had risen to $500 per month. One of the rent checks on Chris' spreadsheet is for $150--Bob wrote a check for $350 and Chris wrote a check for $150. Ed DuBrule said that he had sent an e-mail to Bruce a few days ago, asking if Bruce could come to tonight's meeting, but received no reply. Bruce had told the Executive Committee previously that he is now very busy with graduate school and a new job. Ed said that he has multiple copies of an e-mail from Bruce relating to these matters which he could distribute. Question 1 above asks "why Chris Reilly ... did not communicate the presence of the loans to at least two of the co-chairs (Tom and Justine), despite his obvious knowledge of GPC process". Chris said there has never been clear process in the CT Green Party; there has been talk of putting together a policy-and-procedures manual, but no one has ever done it. (Elizabeth reminded us that the July 2004 SCC meeting passed a proposal on financial management.) Chris pointed out that he worked with the treasurer, Bruce, in these matters. Andy asked if Mike and Ed, who had been on the Executive Committee during these events, had known about Chris' spending his own money. Mike said that he had been generally aware of the situation. Ed said that he had been aware that there was a problem involving Chris' spending his own money, though he hadn't understood the details. Lynah said that the Executive Committee had failed in its responsibility to inform the SCC of the situation. Mike said that often in the past Greens spent thousands of dollars and were reimbursed later by the Connecticut Green Party. Chris agreed with this statement. Question 3 above asks " why half of the rent for the Hartford office wasn't paid by the Hartford chapter, even if the SCC half was paid through a loan from Chris." Chris said again that the Hartford chapter's share of the rent was paid for (in some sense) by an accounting entry in the "setasides" account (Hartford chapter balance). The Hartford chapter balance is now large and negative. Chris further noted that per an SCC decision, 30% of donations made to the CTGP are sent back to the chapter of the donor--the failure during 2003 to do a fundraising mailing which included Hartford chapter members had left the Hartford chapter low on funds. Chris said he hoped that a successful annual mailing could be done soon. He said, however, that he was concerned about the condition of the mailing list. The facilitator asked if the secretary could put into the minutes that Chris had addressed all the questions in the Women's Caucus proposal to the best of his ability. There were no objections to this request. Elizabeth said that the intention of the Executive Committee was that Chris should not have to spend his time at future SCC meetings addressing this issue; the hope was that all questions chapter members had could be addressed tonight. Chris had also explained the unreimbursed expenses at the August 2004 SCC meeting. The meeting turned to the proposal from the Executive Committee on partial repayment of Chris (Appendix 2). Mike, Ed DuBrule, and Elizabeth explained that this proposal divided Chris' unreimbursed expenses into two categories: expenses related to the rent payments for the Hartford office, and other expenses (envelopes, postage, printing, and website domain name registration). The Executive Committee feels that consensus may be reachable tonight on repaying Chris the "other expenses"; more discussion among SCC members and chapter members may be needed before consensus is reached on reimbursing Chris for the rent-related expenses. This proposal totals the "other expenses" ($890.82--see proposal) and proposes paying back Chris this amount at the rate of $74.24 per month for twelve months. This seems fairly accurate, except that I don't think I ever "asked" Chris to cover any bills. More like he offered and I agreed, but that's not an important distinction. I think it was awfully considerate of him to do this. I would agree with EHS that these were authorized expenses -- authorized by the chapter -- and we have a commitment to reimburse Chris. I'm pretty sure we did discuss this at exec meetings and I know at least Tom was aware of the situation but perhaps my memory fails me. One thing to note is that half of the rent for the office comes from the Hartford Chapter. At some point after I took the rent payments back over from Chris, I began the practice of only paying the SCC portion because the Hartford's balance was in the red. If Chris covered the rest of those particular payments out of his pocket, it seems to me that he should get his reimbursement from the Hartford chapter. If the Hartford chapter cannot reimburse him for those payments, then the SCC may decide to increase the Hartford debt to the SCC by that amount. I'd say the chances of me coming to an SCC meeting are pretty small. I just started graduate school and a new job and any spare time I devote beyond that comes out of my sleep. Senate President Pro Tem Donald E. Williams Jr., D-Brooklyn, and House Speaker James A. Amann, D-Milford, pledged for the first time Monday to gather enough votes from majority Democrats to pass and send a reform bill to Republican Gov. M. Jodi Rell by week's end. The bill would ban campaign contributions from state contractors and lobbyists and create a voluntary system of publicly financing campaigns for every state office, beginning with legislative races in 2008 and contests for governor and other statewide offices in 2010. "On Wednesday," Amann said, "history will be made." No legislature in the nation has been willing to adopt public financing - which is intended to increase competition for legislative seats as it lessens the influence of special interests - for its own campaigns. Voters in Arizona and Maine have passed public-financing laws through petitions and referendums. Rell and legislative Democrats have sparred over campaign finance reform most of the year, but the governor signaled a willingness Monday to embrace the measure - if a summary released by Democrats accurately describes the legislation. "It's a win for all of us if we can get a bill that is appropriate and that everybody can agree to," Rell said. House Minority Leader Robert M. Ward, R-North Branford, and Senate Minority Leader Louis C. DeLuca, R-Woodbury, were not as sanguine, though the quick vote called by Democrats gives them little time to mobilize opposition. Williams and Amann announced their agreement with great fanfare, appearing before television cameras with Lt. Gov. Kevin B. Sullivan, the House and Senate majority leaders, and reform advocates who seemed willing to believe that passage was imminent after numerous false starts. "This proposal, if enacted, would represent the strongest set of campaign finance reforms ever passed in the nation and put Connecticut at the forefront of states with meaningful campaign finance reform laws," said Andy Sauer, executive director of Common Cause of Connecticut. Legislators said the system would cost an estimated $16 million annually, providing public grants to qualified candidates ranging from $25,000 for House races to $3 million for a gubernatorial general-election campaign. The Democratic plan would create a special election fund, paid for with revenue the state now collects from unclaimed property. Democrats and Republicans who opted to participate in the public-financing system would qualify by meeting financial thresholds that demonstrated public support. To qualify for $3 million, a candidate for governor would have to raise $250,000 in increments of $100 or less, with 90 percent of the money coming from within Connecticut. No money would be paid until a candidate qualified for either a primary or general-election ballot, but the rules for exploratory committees would be liberalized to allow early campaigning. Minor-party and petitioning candidates would have great difficulty qualifying for public funds. A petitioning candidate would have to gather signatures from 10 percent of all voters to obtain a partial grant and 20 percent for a full grant. "It's unfairly restrictive and quite possibly unconstitutional," Ward said. "It's a clear way to stop third-party participation in the electoral process." But Democrats said the language was borrowed from federal election laws and the restrictions were necessary to prevent fringe candidates from collecting public grants. Joseph Brennan of the Connecticut Business and Industry Association said he feared that the legislation, by barring lobbyist and contractor contributions, would erode the influence of business at the General Assembly. The legislation did nothing to restrict the ability of labor unions to influence campaigns by arranging for volunteers and other in-kind contributions, Brennan said. The attention paid to details such as minor-party candidates and the competition between business and labor are signs that legislators and lobbyists are finally taking campaign finance reform seriously. On the last day of the regular legislative session in June, the House and Senate passed competing campaign finance bills, a maneuver that allowed a majority of legislators to vote for reform knowing that passage was impossible. Rell revived the issue, creating a special bipartisan study group this summer and then calling the legislature back into special session in September. But passage seemed unlikely until Monday. Williams had been meeting with senators for weeks to line up support, but Amann was widely seen as reluctant to push his caucus toward legislation that would remake election laws under which Democrats have thrived, winning nearly two-thirds of the seats in both chambers. Passage requires 76 votes in the House and 19 in the Senate. By Amann's own count nearly two weeks ago, fewer than 60 of the 99 House Democrats were leaning toward a finance bill. One question is whether Amann, who frequently defers to the will of the majority, will exert the leadership necessary for campaign reform's passage. The reform bill almost certainly would weaken the influence of the House and Senate leaders, who use political action committees to funnel lobbyist donations to rank-and-file members, often earning their loyalty. Under current law, those PACs can make unlimited contributions. By banning contributions from lobbyists and contractors, instead of restricting them, the Democrats bowed to a demand by Rell. A complete ban, however, is likely to be challenged in court as infringing on lobbyists' and contractors' free-speech rights. At least for him. A confidential, well-placed source had told him that U.S. special prosecutor Patrick Fitzgerald's 22-month inquiry into the outing of former CIA agent Valerie Plame, wife of ex-diplomat Joseph Wilson IV, would go further than anyone had heretofore thought. "He's going to save America," Hersh predicted, on the phone from his home in Washington, just days before Fitzgerald announced indictments against I. Lewis (Scooter) Libby, U.S. Vice-President Dick Cheney's chief of staff, on Friday. "Because it's not just about Wilson," maintained Hersh, who, as a New York Times reporter in the late 1960s, first blew the lid off the My Lai massacre in Vietnam and, more recently, exposed abuses at Abu Ghraib, the prison west of Baghdad where U.S. forces engaged in torture and humiliation of prisoners. He appears in Toronto tomorrow to speak to the group Canadian Journalists for Free Expression. "Fitzgerald's going deep. He may just unravel the whole conspiracy," continues Hersh, who might be proven right. While Libby resigned after being indicted for perjury, obstruction of justice and making false statements, Fitzgerald continues to investigate Karl Rove, President George W. Bush's influential deputy chief of staff. All this to determine whether senior White House operatives leaked Valerie Plame's name to select reporters in order to discredit her husband, Wilson. Wilson had previously been dispatched by the Bush administration to Africa to verify reports that Saddam Hussein was buying nuclear technology from Niger, but had found no evidence to support those allegations. In a subsequent op-ed piece in The New York Times, he questioned the legitimacy of America's war in Iraq. But Hersh said last week that the Plame/Wilson affair was only part of the saga. At its heart, the whole conspiracy ? in the minds of blue-state Americans that revile the George Bush presidency ? encompasses the notion that the Iraq war was planned and orchestrated long before the administration began to build its case for regime change; and that the case it attempted to build, as laid out by former secretary of state Colin Powell to the United Nations, was essentially a fraud (and known to be a fraud). Two thousand U.S. military personnel and tens of thousands of Iraqis have since died in what many would thus consider an illegal war. In Hersh's eyes, anything that might hasten the departure of its chief architects, the hated neocons, would be welcome. "We're so out of control," he says of the United States. "We have a colossus out of control. It's the end of the world, brought to you by the neocons." Hersh recently got hold of a copy of the United Nations interim report by German prosecutor Detlev Mehlis on the assassination of former Lebanese prime minister Rafik Hariri. The document cited "converging evidence" that senior levels of the Syrian government were involved in the murder. But according to Hersh, the Mehlis report is built on the same anemic foundations as Powell's UN presentation in February, 2003. "He is relying on intercepts of an unnamed source inside the Iranian air force, someone without > inside stuff. It's not empirical." We didn't win in New London yesterday, but we came pretty close. Bob Stuller and Andy Derr got 1094 votes and 1186 votes respectively, placing 13th and 10th out of 19 candidates for City Council. The top 7 candidates were elected, and the #7 winner got 1319 votes, so we were both within 225 votes of getting elected. Two years ago we were 800 and 1000 votes from election. Major progress! Ken Hanson placed 8th of 14 candidates in his race for Board of Education; the top 7 candidates were elected. He was 50 votes short of election! So close! He received 1280 votes, over 550 more than in 2003. This one was a heartbreaker. This was by far our best campaign and our best finish! Wait till next time! Can you tell I'm a Red Sox fan?
