• Traffic on Interstate 95 is at 300 percent capacity while train tracks are 
underutilized. Solution: Add trains while making daytime driving to downtown 
parking pricier. Provide local van service to downtown and train stations.
• Housing, heating and taxes. Solution: Zoning incentives for low-cost 
housing, as affordable housing isn’t. Solution: Tax rebates for insulating 
and energy efficiency; it saves money twice.
• Schools: Offer more preschool, early diagnosis of special education 
children and use proven new tools with them.
