With the tax cut, the village of New Paltz is almost unique in the Hudson Valley, where town, school and county taxes steadily rise. The tax cut is part of a series of strong policy and financial initiatives undertaken by Mayor West since he took office in 2003. These policies include shifting the financing of $2.2 million in water system improvements from USDA loans to serial bonds after a drop in interest rates, a move predicted to save taxpayers nearly $1.5 million in interest payments alone. Since elected Mayor West's administration has accomplished: a.. Built the first phase of a reed bed system to turn our sewage into compost rather than mix it with toxic chemicals and ship it to landfills. We plan to expand our program to deal with almost 90% of our sewage on-site with the reeds, at an estimated cost savings of $30,000 per year. b.. Installed a solar panel array on the public works garage which has generated 15,333 kW of electricity, saved taxpayers $2,299 and has kept 16,743 pounds of carbon dioxide from entering the atmosphere. c.. Are looking into building a 500,000 gallon per year biodiesel fuel facility which could supply every public works truck, fire truck and school bus with a non-toxic, biodegradable fuel with 80% fewer emissions, while generating thousands of dollars in revenue each year. d.. Commissioned two studies of wetlands and watercourse in the Village. Based on those studies, and the work done in the Town, we have just recently finished writing a pair of laws that will protect wetlands and watercourses; one law defining what is protected and how, and a second creating an overlay district which precisely maps which properties may have wetlands or watercourse on them. e.. Fought hard for student, youth, women's and human rights, establishing committees to improve landlord-tenant relations, a Youth Commission, anti-war actions, support of pro-choice events and performing the only same-sex marriages to ever occur in New York State. We continue to engage an anti-racist, anti-hate ideology after facing bigoted protests and neo-Nazi activity. We continue to work towards social justice and equality as we discuss legislation to extend protections to transgendered people facing harassment in the community. f.. Presented a budget to the village board that cuts taxes for the second year in a row - an 8% cut last year, and a 15% cut this year. When the first draft of the budget was finished, it came with a 22% tax cut; a cut both the Village Treasurer and myself were uncomfortable with, due to the sometimes volatile nature of municipal budgets when unfunded mandates come down from the state, or when health care costs skyrocket. The 15% is a conservative tax cut, one that leaves us with enough money in reserve to meet unexpected costs, while at the same time allowing us money to set aside to leverage into more money through aggressive pursuit of grant funding. Painter, M. D. Source: Hartford Courant Hartford, Conn. -- I have had a chance to look deeply into the face of drug use in Hartford after five years on the city council. I have had many conversations in our neighborhoods, where one out of six children has a family member in prison. I've talked to prison inmates and convened national conferences at Trinity College on the drug burden the city bears. I have learned much about causes of and recovery from drug addiction and the social and economic costs of these problems. Neighborhood gunfire forced a lockdown at the Dominick F. Burns Elementary School on March 1. Burns schoolchildren still pass by drug dealing on the way to school every day. Hartford is the Wal-Mart for illegal drugs; the market is the reason for the violence and most of the crime in the city. Since President Richard Nixon's drug war in 1971, the United States has sprayed drug crops in their countries of origin, interdicted the transportation of drugs into the country, and arrested those who possess, sell or use illegal drugs. This costs us about $60 billion a year. Users spend another $200 billion or more a year buying drugs. In spite of this, drugs are cheaper, purer and more available than they were 10 years ago. We are losing our children to the urban streets and our kids in the suburbs to overdose deaths. A handful of drug kings terrorize city residents, most of whom are trying to keep their children safe and to give them a better life. The unemployed, underemployed and destitute cannot afford affordable, appropriate and adequate addiction treatment. These folks, largely in the cities and largely people of color, end up arrested and imprisoned. Eighty-five percent of the prison population in Connecticut is there for nonviolent drug-related crimes. We will never eliminate drug addiction, just as we did not eliminate all of the problems of alcohol when we ended Prohibition. We did, however, get rid of the violence associated with the illegal alcohol trade. But when it comes to drugs, we stumble over new approaches for fear they will make matters worse. It is considered political suicide for legislators to talk of changing drug laws. But a large number of citizens are ahead of politicians in considering alternatives to our present approach. Some of the difficulty results from misinformation. For example, most folks think that marijuana is a gateway drug. The fact is that only about 2 percent of marijuana users progress to hard drugs. We can't talk about new approaches without reliable data, and we do have that data. It is time to begin the conversation about alternatives. I would suggest the following as starting points: The federal government should encourage, not limit, research into the uses and dangers of marijuana and hemp. Bring marijuana under the law to control its production, processing, distribution, licensing, taxing and sale. That would also keep it out of the hands of youth. We should treat it as we do alcohol and tobacco, substances that kill hundreds of thousands of people annually. Ironically, there are no recorded deaths from marijuana use. Those convicted of nonviolent drug-related crimes of possession or use should, with the help of street social workers, be put into monitored treatment programs instead of incarcerated. The cost of an adequate treatment program is a small percentage of the cost of imprisonment. We should monitor the experiences of countries that run medically safe injection sites for heroin. They have seen a reduction of violence, a decrease in hard drug use and less recidivism. We should remember that relapse following drug treatment is the norm and part of treatment, and not a personal failure requiring punishment with prison time. Nonviolent drug offenses should be considered public health problems rather than legal problems. Funds to support such a program could come from licensing fees and taxes, from removing the financial incentives for an illegal black market, and from freeing up federal funds now used for the drug war. John Brennan, who has served 27 years on the narcotics detail for the D.C. Police Department, says cocaine and heroin are as cheap and plentiful as ever. ? 2007 All Things Considered, April 2, 2007 ? The big, silver airplane lumbers into the air from its base in Corpus Christi, Texas, clears a bank of thunderclouds and heads south over the shimmering Caribbean. It's part of the U.S. Customs and Border Protection's P-3 air interdiction force, aimed at stopping drug smugglers from moving their cargo from Latin America into the United States. The sky outside is gray and drizzly, as federal agents in tan flight suits buckle themselves into a Lockheed Martin P-3 turboprop. When they spot something suspicious on the water, they swoop down as low as 500 feet for a closer look, then radio in the boat's location. The P-3 air interdiction force has been successful, by its own definition. In 2005, it seized a record 105 tons of dope. But when asked whether he thinks they're making a difference in the drug war, Dan Williams, a senior detection systems specialist on board the plane, is equivocal. "It's a tough question," he says. "We're catching people, but there's still stuff getting through." He adds, "We're hurting them, but I don't know that it's causing, you know, massive stoppage." Driven by Demand Williams says that what drives the drug trade is demand; all the interdiction in the world won't stop the flow of drugs. "The money involved is too great," he says. "If we could stop all the demand in the States, I'd be out of a job. If we didn't want to buy it, it wouldn't be coming." Williams' conclusions are shared by numerous studies that show interdiction on the high seas or at border crossings does not lead to a reduction in the flow of cocaine or heroin onto American streets. Both the Rand National Defense Research Institute and the Government Accountability Office reached that conclusion in studies more than a decade ago. Interdiction does, however, accomplish some important things, says Donny Marshall, head of the Drug Enforcement Administration from 1999 to 2001. "If you keep the traffickers off balance, you make it very, very difficult and expensive for them to do business, both in terms of money and in terms of the risk of incarceration," Marshall says. Still, most analysts of drug policy and drug smuggling agree that successful interdiction has mainly pushed the problem around the hemisphere. When U.S. authorities cracked down on Colombian smugglers in the Caribbean in the 1980s, the traffic - and savage violence - shifted to Mexico. There, drug gangs killed an estimated 2,000 people last year. The drug trade has also moved to Central America, where countries like Guatemala are turning into narco-republics. 'Next to Impossible to Block Out' These are the unintended consequences of an earlier enforcement surge, says John Carnevale, who served as a top budget official under four drug czars. "We were very successful in the '80s in stopping trafficking in southern Florida, and around the Gulf and the islands, in terms of cocaine especially and marijuana," he says. "We shut it down. But we opened up the whole Southwest border because we simply moved the problem from one location to another. And so, what have you accomplished at the end of the day? Probably not very much." Carnevale says the strategy now being used in Mexico - decapitating the cartels and extraditing drug lords - is an echo of what the United States did in the late '80s in Colombia with drug lords like Carlos Lehder, head of the Medellin Cartel. "We captured or killed, basically, the head of every one of these organizations, only to discover years later that the organization just got fragmented," Carnevale says. "And it continued to thrive, because as long as there was a demand for this product, people will figure out a way to bring it to market, especially with the profits that can be made." Just ask a smuggler. "There's always a way to get it into this country, one way or another," says Jim Barnard - "Barney" to his friends. He's a former drag racer and a convicted cocaine smuggler who did his time in federal prison. Now 63, Barnard lives quietly in Portland, Ore. One of the thrills of the old days, he remembers, was to think up new ways to out-fox the feds. "Everybody's got a new method, a new way to bring cocaine or illegal drugs into this country," Barnard says. "That can be inside of a piece of equipment, that can be inside of a container, that can be in a vehicle comes across the border, airplanes coming across the border, boats going round the border. There's so many avenues, it's almost next to impossible to block every avenue." Defining 'Victory' in the War on Drugs But the White House Office of National Drug Control Policy continues to believe that America is winning the drug war. David Murray, a top policy adviser to drug czar John Walters, points to numerous indicators of victory: lowered drug use among teenagers; record seizures of cocaine in transit zones; the disruption of domestic methamphetamine production; and the recent extradition of 15 Mexican cocaine cowboys to the United States. "We're saving people, and we're minimizing harm and impact," Murray says, adding, "If you take the magnitude of a problem that was burning high and hot and spreading, but you constrain it, you choke it down, push back against it, you make it smaller - that is, I believe, victory." The federal government publicizes its victories in the drug war with frequent press releases and press conferences. Last February, for instance, Attorney General Alberto Gonzalez was in San Diego to announce a major Drug Enforcement Agency operation against a Mexican drug lord that led to 200 arrests and netted 18 tons of narcotics. Gonzales called the raid "a serious blow for one of the largest and most significant trafficking organizations." But federal and state officials with long experience in prosecuting drug cases are not as sanguine about the progress they are making. Ken Bauman recently retired after 37 years as a federal prosecutor in Portland, Ore., with 800 drug cases under his belt. "You hear about seizures. Is that an indication of victory? My answer to that is no, it's not an indication of victory," he says. "You judge victory when the last person using illegal drugs stops." The Battle on the Streets If you judge that kind of victory by determining the availability of drugs, then the celebration is a long way off. On an icy day in Washington, D.C., Sgt. John Brennan is in street clothes, with bifocals around his neck. He sits in a Washington, D.C., police department squad car, squinting at a familiar scene: a cluster of suspicious men in overcoats loitering outside a seedy convenience store in the Northwest section of the city. "It's an open-air market for pharmaceutical pills, crack cocaine, heroin," Brennan says. The U.S. Capitol building, about four blocks away, looms in the background. Brennan gets a kick out of the proximity. "We're looking directly south on North Capitol Street, looking at the dome - in session," he laughs. Brennan is no drug-war dove. He thinks what the country needs is stricter judges and more jail cells. But, nearing the end of his 27-year career as a narcotics officer, he's frustrated. "Cocaine used to be a very expensive drug, and it was sold as the powder form, the hydrochloride, where they used to freebase it or snort it," Brennan says. "Nowadays, it's crack cocaine. It's sold for $10 a bag. It gets you a better high." The price has been $10 a bag, Brennan maintains, for at least 20 years. Heroin used to cost $20-25 a bag, he says, and came in forms less pure than what's available today. "Now you can buy a bag of heroin and the percentage [of pure heroin] is higher. And it's only $10 a bag." Too Much Enforcement? Many of the anti-drug professionals interviewed for this series, even career cops, believe that U.S. counter-drug policy has relied too much on enforcement. Steve Casteel spent 32 years with the DEA, retiring as chief of worldwide intelligence. "I believe the balance of the past, where the majority of the money went into the law enforcement, the sexy, five-o'clock-news type of stuff, should be reduced and balanced with prevention and treatment," Casteel says. "There needs to be a legitimate balance." Peter Reuter and Jonathan Caulkins, former co-directors of the Rand Drug Policy Research Center, co-wrote a paper last year for the National Academy of Sciences titled "Reorienting U.S. Drug Policy." They argue that the drug problem has fundamentally changed. Today, they say, America is dealing with an older, less violent, more stable population of drug abusers. "If we're stuck with the War on Drugs metaphor, then like any war, it has to adapt to changes in the enemy," says Reuter, of the University of Maryland. "We now have the problem of endemic rather than epidemic drug use, and we need a strategy that reflects that." Caulkins, of Carnegie Mellon University, concurs. "Smart drug control is hard work," he says. "There are no silver bullets. The best we can do is improve on the mix of interventions we're doing." And, he says, it's time for a change of policy. "We've allowed a set of policies that might have made sense in the 1980s to be locked in. A thorough top-to-bottom review of what we're doing in drug policy is long overdue." But the challenge is that drug policy today must work with fewer resources. Because of the demands of the global war on terrorism, under the current budget proposal, spending for federal anti-drug programs would decline for the first time in 20 years. After 38 years, we've learned what works and what doesn't, Caulkins and Reuter say. Now, they say, it's time for a smarter War on Drugs. A couple of years ago the party was caught on tape negotiating a $2 million fee in return for their favorable votes on some anti-environmental legislation. In addition, information is included about Guam and Puerto Rico. At the beginning of 2004 we had ballot access in 23 states. We lost ballot access in seven states in 2004: Connecticut, Massachusetts, Minnesota, Montana, Nebraska, Rhode Island, and Utah. As of February 2005 we had ballot access in 15 states. These are: California, Colorado, Delaware, District of Columbia, Florida, Hawai'i, Maine, Maryland, Michigan, Mississippi, New Mexico, Oregon, South Carolina, Vermont, and Wisconsin. Alaska was in court. As of February 2007 we have ballot access in 19 states. These are: California, Colorado, Delaware, District of Columbia, Florida, Illinois, Louisiana, Maine, Maryland, Massachusetts, Michigan, Mississippi, Nebraska, Nevada, New Mexico, Oregon, South Carolina, Vermont, and Wisconsin. Because of differing ballot laws from state to state, "having ballot access" in a state may not always mean the same thing. In general, throughout this report, "having ballot access" refers to having a guaranteed ballot line for President. Usually in a state where we have a guaranteed presidential ballot line, we have a guaranteed ballot line for all partisan offices throughout the state, but this is not always the case. Although the emphasis is on state-level ballot access, because some states have mechanisms for ballot access at smaller jurisdictional levels, relevant information is included for those states. This report presumes that in evaluating ballot access goals at the national level that presidential lines will not be the only consideration, and that it is possible that there might be coordination directly between local groups and the national party. This report will not at this time make formal recommendations for prioritization of petitioning or other initiatives, but it should be stressed that several states could literally begin petitioning today if they had paperwork in order, while other states are unable to petition at all until well into 2008. In many respects, this report should be read as a guide to what is currently happening, not as a report of what has happened or what could happen. Much of the information included in this report comes from Richard Winger and Ballot Access News. All information in this report is subject to change and revision. ALABAMA Contact(s): Matthew Hellinger GP Ballot Access? No The signature requirement for minor parties and non-presidential statewide independents is 3% of the last gubernatorial vote, which is 37,513 for 2008. The current requirement for an independent presidential line in Alabama is 5,000 signatures. There is a lawsuit active in Alabama currently in the 11th Circuit pertaining to signature requirements and dates and Richard Winger is hopeful that the suit will go well. Party petitions are due June 3, 2008. Independent petitions are due September 8, 2008. ALASKA Contact(s): GP Ballot Access? No In 2006, a Green Party lawsuit regarding the state's definition of "party" lost in the Alaska Supreme Court, but then the legislature made the definition worse, and that suit is still in lower court. The original suit wanted the test for continuing party status to be 3% of any statewide office instead of just the highest office. However, in 2006, the Green Party did not win 3% in any statewide race, so even a victory in the current lawsuit would not restore ballot access. Regaining party access requires registering 7,124 members, but GPAK is only at about half that. The other method is a candidate petition, which would require 3,128 signatures, and which is due August 6, 2008. ARIZONA Contact(s): Claudia Ellquist (Pima County), Richard Scott (Maricopa County) GP Ballot Access? No Petitioning is pegged to a percentage of the vote. The party needs 20,449 signatures. The window is open and the deadline is very early, March 13, 2008. The independent method actually requires slightly more signatures. Because of the early deadline, Arizona should be considered our #1 priority at this time. After becoming ballot-qualified, a party can retain ballot status through partisan registration if within one year it reaches 2/3 of 1%. Ballot access was achieved in 2000 but little to no attempt was made to aggressively pursue registrations to maintain that access. Pima County (Tucson) has been more active than Maricopa County (Phoenix) in working on ballot access. ARKANSAS Contact(s): Robby Matthews GP Ballot Access? No 1,000 signatures are needed for the presidential ballot line. 10,000 signatures are needed for statewide ballot access. There is significant interest from COFOE in this potential ballot drive because of the opportunity it would provide to file suit against the State of Georgia for other restrictive elements of their ballot law. On the whole, Georgia's ballot access laws are considered the worst in the country, and therefore the most liable to be found unconstitutional using an equal protection test. A lot of work is being done via the Pennsylvania Ballot Access Coalition - www.paballotaccess.org. Bush and the Republicans over Al Gore and the Democrats? That is the question raised by a wonderful and stirring new documentary about the four-decade career of America's best known ?consumer advocate? and political agitator. The documentary is ?An Unreasonable Man,? a title meant to be ironic, being drawn from a comment by George Bernard Shaw that the world can be changed only by unreasonable men, men who refuse to adapt to it. The documentary, which opened last week at the Real Art Ways theater in Hartford with Nader in attendance, is full of criticism, some bitter and vituperative, but Nader wins the legacy argument with a wisecrack: What are they going to do ? rip the seat belts out of the cars? The controversy over the 2000 election has obscured the many advances in government protection of the public that Nader, 73, a Winsted native, prompted or hastened by his own work or that of his many watchdog organizations, advances now taken for granted, not just auto safety but also food and water purity, environmental protection, medical practice and medicine labeling, the Freedom of Information Act, and so on. The foreign and domestic catastrophes of the Bush administration contradict Nader's sneer of seven years ago that there was not enough difference between the two major political parties to care about. But Nader's share of the blame for Gore's defeat is a tiny fraction of Gore's own, since Gore couldn't carry his own state, Tennessee, nor Arkansas, the state of his patron, Bill Clinton, nor even the Democratic bastion of West Virginia. If he had won any of those states Gore would have been president. No, if Nader can be faulted in politics, it is not for costing Gore the presidency but rather for having scorned the Democratic Party without first giving it a chance to nominate him. For Nader almost surely could have gotten to the House or Senate from Connecticut or been elected governor. Indeed, he well might have won the Democratic presidential nomination if he had ever sought it. Eschewed a more useful role With Gore's defeat in 2000 Nader may have enjoyed revenge for the Democratic Party's having joined the Republican Party as a tool of financial interests and for having kept him out of the presidential debates that year. But then if Nader had tried to make himself a power within the Democratic Party, the party's submission to Wall Street might have been prevented. Even a challenge by Nader in Connecticut to the party's renomination of Sens. Christopher J. Dodd and Joseph I. Lieberman, Wall Street's biggest Democratic agents, might have had profound effects nationally. Some doubt that Nader has the personality to be a political officeholder and thus to suffer fools at least occasionally. And yet over four decades he has motivated thousands of young people to devote themselves to public service, even if some eventually turned against him on strategy. His audience in Hartford the other night saw that he is not entirely the humorless scold depicted on television news. Indeed, while Nader is not an orator, at times he has been the most erudite and inspiring political figure in the country, since, unlike most orators, he has something to say. This goes far beyond his political prescriptions; it is a matter of Nader's knowledge of American history and his core principle of democracy, that one person can make all the difference in the world ? which is, of course, only the story of his own life. ?The No. 1 obstacle to change,? he remarked in Hartford the other night, ?is people who don't believe they have any power.? He can cite many examples of serious change around the country that originated in some seemingly ordinary person's simply deciding to be a citizen. With income inequality reaching Gilded Age levels and with the financial markets being manipulated by big money with government's approval, Nader and Naderites are needed more than ever in the financial regulatory agencies. It's really too bad that Nader did not run for the House or Senate from Connecticut 20 or so years ago, for now he might be chairman of a congressional committee able to do something about the plutocracy. It may not be too bad that Nader and his followers are not in charge of social policy now, since then the plutocratic predatory state might be replaced with the parasitic nanny state. Chapter reports regarding the proposed Bylaws Committee Proposals for the 4-21-07 convention vote: Fairfield Chapter: PK: okayed the original by-law proposal; Northeast Chapter: JdS: suggested some deletions of what was perceived as repetitive wording. Greater Hartford: BB: unanimously voted not to approve the any versions of the By-law; RD: suggested that 90days are needed for getting feedback from others. Also raised option that only members should vote and not chapters. AVN: this is self-imposed deadline to have any bylaw changes presented to the 4-21-07, so a self-imposed deadline can be extended to allow for a fully informed and responsive feedback from members and chapters. BB: need another By-laws Committee meeting to discuss these chapter concerns. JdS: I will call Caleb to see if we can resolve what the by-law proposal should be. 5. GP of CT Website: MD: Eric DeVos now has the keys to the website. He is in the process of changing the format to the present website and is trying to develop portals. MS will notify the listserv when the portals are available. 6. ACLU lawsuit: MD: the Green Party got an email from the ACLU, our law firm in this lawsuit regarding the 2005 CT ?campaign finance reform? law. The ACLU wanted to fully disclose to the GP of CT that: the law firm which is represents The Motion to Intervene group ( i.e. CCAG, Common Cause and Thomas Sevigny) also has provides ACLU with some immigration information/resources. The ACLU would like feedback from the GP of CT about if the GP of CT believes this is a conflict of interest. At the 2-7-07 EC meeting, 3 officers believed it was not a conflict of interest (MD and JdS and CR), BB perceived it was a conflict of interest. Michael Westerfield, co-chairperson, was not present. Consensus of SCC: that there was not a conflict of interest. 7. Political issues the GP of CT is addressing with legislators during the 2007 Legislative Session: a) MD: several members of Fight the Hike group spoke at the Energy Committee regard the electrical rate increases which have most recently affected the United Illuminating customers in New Haven area more so these last 3 months than Connecticut Light and Power in the rest of the state. The Co-chairpersons: Rep. Fontana, Democrat from North Haven, was present and for the 1st time, Co-chairperson, Senator John Fonfara, Democrat Hartford/Wethersfield was present for a few minutes. Senator Fonfara stated that ?re-regulation? of the electrical industry was ?communistic? and that the idea of more municipal electrical utilities ?was a dangerous idea?. This was in response to Mike DeRosa?s statement, that the municipal utilities have been able, throughout the country and in CT, to not increase electrical rates when non-municipal utilities were increasing rates up to 1000% as in California. There will be a 2-28-97 press conference at noon at the CT State Legislative Office Building by Fight the Hike. CT Attorney General Blumanthal has expressed interest in having a Power Authority and supports re-regulation. JdS: Still trying to get a meeting with Senate Pro Tem, John Williams and Minority Leader, Amann. We have There are many different versions of what Universal Health Care programs can be e.g. Medicare for All. The Health Care for All coalition wants the GP of CT to join them. However, it appears that we have different ideas about what that is. 8. Connecticut Anti-War Marches on 3-17-07: AVN: in Hartford at the Old State House at 3pm. It has yet to be decided if it will be a rally or a march and if any civil disobedience will be done, after training. David Ianno, a Veteran for Peace and a Hartford Green Party member will speak. Volunteers needed to help organize/run the 4-21-07 convention can contact BB and JM of the Convention Committee: likely to have literature & merchandise tables; food, fundraiser, speakers. 10. Chapter reports. a) Greater Hartford: MD: David Ianno is running for Hartford City Council as a Green Party member. The Working Families Party has asked him to run as their candidate, also. He has declined. We plan on revising our Film Nights: location: to be determined. b) Fairfield: DB: working on Impeach Bush and Cheney resolutions; trying to find appropriate candidates for various positions; may want to participate in a traveling file show. RD: I have not received an acknowledgement from Justine McCabe of the GPUS International Committee, that the SCC on 1-9-07 authorized me to be part of the GPUS IC. She has indicated that a requirement is that she must have emails from all 3 co-chairpersons from the GP of CT to affirm that I was authorized by the GP of CT to be on the GPUS IC. c) Northeast: JdS: trying to develop a full slate of local candidates; I am running for First Selectman (like the mayor); students at UCONN and ECSU are interested in starting a GP chapter. d) New Haven: JM: campaign financing has started in the New Haven area for candidates, as authorized as a pilot program of the 2005 CT campaign finance law; we are seeking $25 donations from New Haven registered voters for our local GP fundraiser. 11. Dion, who shares May's environmental idealism, is expected to make the announcement Friday at a joint news conference with May in Central Nova. In return, sources say May will promise not to run a Green candidate against the Liberal leader and will essentially endorse Dion for prime minister. The extraordinary back-scratching between two supposedly rival leaders is unheard of in Canadian politics and could generate a backlash within both parties. Many Greens are already upset with May for lavishly praising Dion's environmental record and inferring that he'd make a better prime minister than Stephen Harper. But there are potential benefits for both the Liberals and the Greens in such an arrangement. For May, the strategy could shorten her lengthy odds of winning the Greens' first seat in the House of Commons. But she still faces an uphill battle. She has chosen to run in Central Nova, a longtime Conservative stronghold currently held by Foreign Affairs Minister Peter MacKay. To beat MacKay, May would have to pick up all the votes that went to the third-place Liberals in 2006 and half the second-place NDP's votes. Many polls suggest the Greens have doubled their support from the 2006 election since May became leader in August. That support has bobbled above and below 10 per cent, but May is perceived to have credibility on the issue that has been a top priority for Canadians of late ? the environment. Dion's odds of holding his safe Montreal seat are already so good that the Greens' non-participation will make little difference. He won St. Laurent-Cartierville with almost 60 per cent of the vote last time. But there are other potential benefits for Dion. Liberal sources say the move is intended to demonstrate that Dion is a different kind of politician ? a man of principle who believes so strongly in the need for environmental sustainability that he's willing to sacrifice partisanship. Moreover, Liberals hope the pact will restore some lustre to Dion's credentials as an environmental champion, which Harper's Tories have been chipping away at for the past few months. And they hope the endorsement from a credible environmentalist like May will help the Liberals win back votes that drifted to the NDP in the last election. May's support didn't have the desired effect in the last election, when she and a number of other environmentalists and left-wing activists endorsed the Liberals under Paul Martin in a last-ditch bid to stave off a Harper victory. She was not Green party leader at the time. Not all Liberals are happy about the move. Privately, some expressed fear that the pact reinforces a slew of negatives for Dion: that he's weak and needs to be propped up by another party, that he's a one-note leader fixated on climate change, that he's abandoned the political centre and is allying himself with a left-wing, one-issue party. As well, some Liberals are loathe to give up their historic boast that they're a national party that always runs candidates in every single riding across the country. Dion himself was still making that boast as little as three months ago. Dion held a conference call Thursday evening with senior Nova Scotia Liberals to inform them of his decision. Sources said many of those Grits were dead set against giving May a free pass, although some relished the prospect of making it easier to defeat MacKay. May faced considerable grumbling within her party's ranks last month after Vancouver Island environmentalist Briony Penn defected from the Greens and announced her decision to run for the Liberals in the coming election. Penn said May's praise of Dion had inspired her decision to switch parties. Jamey Heath, an environmental activist and onetime adviser to NDP Leader Jack Layton, expressed incredulity that May would effectively back a party whose record on reducing greenhouse gas emissions is worse than that of the United States under President George W. Bush. "It just strikes me as incredibly self-defeating," said Heath. "If she wants to be a Liberal, why doesn't she run for the Liberals?" Dion and May have been discussing various ways in which their two parties might co-operate during the coming election. Dion has said he believes May should be allowed to participate in the televised leaders' debates, even though her party has never won a seat. Friday's film screenings will be free, but donations will be accepted to defray the costs of the April 26 alternative commencement, which organizers said could be about $17,000. "I hope people who want to learn more or have some qualms about him will show up and watch it." The alternative commencement will begin after the official university commencement. Laws regulating protests in Provo City With several groups planning demonstrations to support or oppose Dick Cheney's visit to Brigham Young University on April 26, Provo City officials have released the following legal and logistical points for holding rallies. Amy is often overly confrontational and sometimes has her information a bit confused, but generally the thrust of her argument is right on the mark and she is true Green through and through. Her point, as Jean has pointed out is that the Green Party, which has non-violence as a Key Value, has not clearly condemned all use of violence regardless of the cause or the provocation or the parties using it in relation to the Palestine/Israel and some have perceived the views of some individual Green Party members in positions of importance to be very close to antisemitic. Rather than attacking the messenger, even a rather confrontational one, we should hear the message and clearly state the Green Party's absolute committment to non-violence and roundly condemn all cases of using violence for political purposes, regardless of how sympathetic we might be to the cause for which the violence is used. But I am also concerned with issues of process. It would be better to set criteria so that candidates who are not fit to serve do not appear on the ballot (though they could probably still be nominated from the floor), rather than find ourselves trying to figure out a legitimate way to do damage control afterward. This issue also points to our need to do better outreach to recruit candidates. As one of our NL Greens remarked upon receiving the ballot, "We really need to increase the pool of candidates. Unopposed runs are not a sign of a healthy party..." This is something the NL chapter really needs to address locally, as, unfortunately, SE Connecticut folks were conspicuously lacking on the state ballot. It is entirely inappropriate that a person who is not only unaware, but misquotes the Green Party platform, be an elected official of that party. As a "minor" party with unusual values in the current political client, we are bound to attract inimical and "fringe" elements which act to impede, sabotage and distract us from our goals, while sapping our meager energies in inappropriate and irrelevant sidetracking, draining us of needed energy and resources to focus on their personaql agendas.. It seems we should have some strategies in place to prevent this from happening. I suggest we either create them, or reinforce those currently existing. Although there was such a tied election in Groton last year, it doesn't happen often. It would happen even less if we had Instant Runoff Voting. Using Instant runoff voting (IRV) voters rank candidates in order of preference. If no candidate receives an overall majority of first preferences, the candidates with fewest votes are eliminated one by one, and their votes transferred according to their second and third preferences (and so on) and all votes retallied, until one candidate achieves a majority. The term 'instant runoff voting' is used because this process resembles a series of run-off elections. (wikipedia points out a number of places IRV is being used. Anyone paying attention knows that there is often little difference between our two major parties, and that third parties are rarely heard. Until instant runoff voting (IRV) becomes widespread reality, third parties can only be spoilers. Although IRV would solve some of our election problems, the evaluation of our new voting machines from the University of Connecticut and others is considerably more troubling. According to the report: the Diebold machines "can be compromised with off-the-shelf equipment in a matter of minutes even if the machine has its removable memory card sealed in place. The basic attack can be applied to effect a variety of results, including entirely neutralizing one candidate so that their votes are not counted, swapping the votes of two candidates, or biasing the results by shifting some votes from one candidate to another. Such vote tabulation corruptions can lay dormant until the election day, thus avoiding detection through pre-election tests."
