Nader strongly suggested he would not run if either Barack Obama or John Edwards were the nominee, and he had some good things to say about both of them. While presidential candidate Gov. Bill Richardson is not yet on Nader's list of acceptable Democrats, Richardson has already stated that repairing the damage done to U.S. relations with the rest of the world by the Bush administration is his highest priority and that he is the best candidate to realize this goal. If he sticks to this message, he is well positioned to appeal not only to Nader but also to Democratic primary voters and the voting public in general, who are increasingly alarmed about the steady drumbeat to war with Iran and who are seeking candidates who consider diplomacy, not war, the answer. I believe Nader has targeted Clinton because of her stubborn refusal to admit she was wrong to vote for the Iraq war and, more alarmingly, for her recent statement concerning her willingness to move toward a military confrontation with Iran. Sen. Clinton has put a nuclear strike on Iran on the table and refused to take it off. Her pledge is the logic of someone who would set a prescribed burn in a New Mexico forest in high drought on a 90 degree day with no humidity and a 50 mph wind. It is also revealing of Clinton's character that, in the same speech, she said the only reason the United States would ever talk to opponents is because it "enables us to get a better idea of how to take on and defeat our adversaries." How is this better than President Bush's blunt refusal to negotiate, when the result of both is war? Who is better positioned than Richardson, former U.S. ambassador to the United Nations, to run as an alternative to the grim visions of Bush and Clinton? Democrats who present themselves as alternatives to Clinton must be intent not only on avoiding war but on being adept at the delicate diplomacy that will be essential in repairing the damage done by this rogue administration. These are times when Richardson's skills are more in demand than ever. The results of the 2000 election were enough to move me from campaigning with Nader in my Senate run in 1996 to founding Greens for Kerry in 2004. When I think about an alternative universe in which Al Gore is president, I imagine how dramatically different the world would be. In spite of my feelings that we all would have been so much better off had Gore and Nader come to an understanding, I support Nader's new, more nuanced approach, in which he has, in effect, given a thumbs down to only one Democratic hopeful. Look at it this way: Nader is trying to save Democrats from making a fatal mistake. Clinton, with all of her triangulation, has managed to alienate both the left and right to the point where she will galvanize an otherwise dispirited conservative movement to unite around a winnable moderate Republican candidate. As if that weren't bad enough, we may also see a tragic repeat of the 2000 vote-splitting scenario, in which the Nader/Green Party vote, though small, was enough to cause Democrats to lose key states. Nader's clear message to Democratic primary voters is: Stop me before I run again. In spite of what we feel about his role in the 2000 debacle, we ignore Nader at our own political peril. By choosing from the rest of this impressive Democratic candidate field, instead of Clinton, primary voters will help to elect a real Democrat with Green support. Amending the Bylaws 1. These bylaws may be amended by proposals originating from a chapter or from members. 2. A chapter shall propose an amendment to the bylaws by submitting a written proposal to the State Central Committee for distribution either to the chapters or to the Annual Convention. If the chapter elects submission to the chapters, the Secretary shall distribute the proposal to the chapters within two (2) weeks of submission date. 3. A. If an individual member submits a bylaw amendment to the State Central Committee, the State Central Committee shall immediately refer it to a Bylaws Committee for review. b. The Bylaws Committee, within 60 days of its charge, shall then recommend that the State Central Committee: 1) submit the amendment to the chapters for consideration; 2) submit the amendment to an annual meeting/convention or 3) reject the proposal. The State Central Committee may modify the amendment and shall then submit the proposal to the chapters for the next annual meeting/convention or reject the proposal. 4. To be adopted, a bylaws amendment must be approved by at least two-thirds of the chapters within 90 days of the communication of the proposal by State Central Committee to the chapters or by a 60% vote at an annual meeting/convention.? MD: The Green Party of CT, its members and the Bylaws Committee needs to be aware that state laws supersede party bylaws. BB: Bylaws should reflect that ?an individual? must be a Green Party member of CT. This is not reflected in this proposal nor does it define how many ?members? are needed to be able to present a bylaws amendment. TM: Fairfield Chapter wanted a candidate for the 4th Congressional District Election, to accept its chapter requirement that the candidate be willing to withdraw, if the chapter so advised the candidate. The candidate, Richard Duffee, accepted this condition and when the chapter voted to withdraw support for his campaign, Richard honored their agreement. MD: The GP of CT has allowed the chapters discretion about their candidates while also seeking information from within the chapters about whether the State Party should endorse an individual to run as a Green Party candidate (to the Elections section of the Secretary of State). This helps to promote checks and balances. Note, the Elections section of the Secretary of State, allows for the substitutions of candidates such as the situation with Richard Duffee. CT: This needs to be discussed more at chapters, SCC and/or perhaps a Bylaws Amendment. Consensus: A potential proposal to amend the bylaws may be presented at the next February SCC meeting for discussion. C. Reports: 1. CT Green Times: MD: Eric DeVos is dropping articles into a template and wants articles such as: reports from chapters, and article about Ken Krayeske?s arrest. Likely date of availability around 2-13-07 of 10,000 copies for distribution. 2. ACLU Lawsuit on ?Campaign Finance Reform?: MD: there has been no hearing. The ACLU in New York City will be the law firm with Ms. Redmond in CT. 3. GPUS updates/reports from CTGP representative, Tim McKee: a) increased emphasis is being placed any Green Party candidates for federal and/or state officers regarding who they are and their sources of money; b) the 2007 GPUS meeting will be someplace in PA as previously determined; c) Tim is pushing for more GPUS campaign workshops for Green Party candidates and their campaign workers; d) need to maximize GPUS efforts in all areas in preparation for the 2008 elections; e) a presidential exploratory committee is being formed to address whether or not GPUS should run a presidential candidate in 2008 and any likely candidates. Hopefully, potential candidates will have name recognition and bring other things needed for a Green Party presidential campaign; f) GPUS is seeking a pledge from Green Party candidates that they will run ?full out?; g) Tim is trying to promote regional Green Party meetings, communication, and cross-endorsement of events and issues. H) IL now has ballot status due to results of their 2006 campaigns. 4. GP of CT Website: MD: Eric DeVos went to Cameroon and got the keys to our website. Eric will have portals for each chapter in about 2-3weeks. This allows each chapter to update their own information with ease. 5. Political issues the CTGP has addressed with CT State Legislators: JdS: some of us meet with 3 staff members of the Senate ProTem, Mr. Williams. We discussed: universal healthcare, reforming the energy utilities, Campaign finance reform. The staffers listened. Several Greens will be testifying on 1-31-07 at the LOB (Legislative Office Building): JdS and CS will testify at 10am; TM stated there is an 11am hearing about the gay marriage bill. Love Makes a Family will be testifying; MD: GP of CT which was the lone voice in the 1990?s against the energy rates and deregulation legislation which is now in effect. A group from the New Haven area will travel via 4 buses up to the legislature to address and their concerns about the current and scheduled energy rate increases and deregulation. State Senator Fonfara, (D. from Hartford and Wethersfield) and Rep. Fontana (D. from North Haven) are the co-chairpersons of the Energy Committee. Senator Fonfara was not at the first public hearing this month and we have not met with them. Other hearings will be scheduled. A new documentary directed by Steve Skrovan and Henriette Mantel asks viewers to decide whether Nader was a man of principle or a man who fell behind the times. What Is Ralph Nader's Legacy? An Unreasonable Man tries to answer this question as it chronicles Ralph Nader's life and career as a public interest attorney, consumer advocate, and presidential candidate. The two-hour documentary opens with a George Bernard Shaw quote: "The reasonable man adapts himself to the world; the unreasonable one persists in trying to adapt the world to himself. Therefore all progress depends on the unreasonable man." This is the theme the film is intent on proving -- that Nader is a man of uncompromising principles and it is those principles that have guided his decisions throughout his career. The first scene shows Nader announcing his 2004 presidential candidacy followed by James Carville's response, claiming that there was no other person on the face of the earth for whom he had greater contempt than Nader. Nation magazine columnist Eric Alterman proceeds to thank Nader for the Iraq war, the tax cuts, the destruction of the environment and the destruction of the Constitution. Alterman and journalism professor Todd Gitlin later describe Nader as a "megalomaniac" and "intellectually dishonest," among other things. Ouch. Clearly, many people blame Nader as the reason Al Gore lost the election in 2000, and they were even angrier when he decided to run again in 2004. Directors Steve Skrovan and Henriette Mantel, who formerly worked for Nader in the late '70s, set out to remind us of his career as an unparalleled advocate for consumer protection and to examine whether Nader deserves to be the Democrats' scapegoat. Over the years, Nader has crafted a stunning track record on behalf of consumers, including the establishment of government agencies such as the Environmental Protection Agency and the Occupational Safety and Health Administration, the passage of landmark legislation, including automobile safety laws, the Freedom of Information Act and the Safe Drinking Water Act, as well as the founding of numerous public interest organizations. He and his various public interest organizations have been responsible for numerous consumer protections, such as making air bags and seatbelts standard car features and product labeling de rigueur. The most fascinating part of the film begins with his 1965 book Unsafe at Any Speed, which exposed the lack of safety in the design of the Corvair, a car manufactured by General Motors. We see clips from the Congressional hearings that resulted from the book's publication. And we learn that he successfully sued General Motors for invasion of privacy when the corporation hired detectives to find information that could damage his reputation. However, they didn't find anything -- to this day his personal life remains a mystery even to his friends -- and he used the settlement money for future advocacy work. Nader's storied career as a consumer activist was launched. His work inspired scores of college students (dubbed Nader's Raiders) to work for him and write reports on a plethora of consumer issues ranging from water pollution to the FDA's weak oversight of the food industry. Archival footage of enthusiastic students offers a glimpse of how inspiring Nader was. Many former Nader's Raiders fondly recollect their experiences working for him. By the 1970s, he became a cultural icon, appearing on the cover of People magazine and hosting Saturday Night Live. And he became a Washington insider, working with Carter administration. He was so esteemed and trusted that people were writing him from all over the country, asking for his help on any number of things. They believed that he could solve their problems no matter what they were. One woman even sent him the drive shaft to her car in the hopes that he could find a way to fix it. The film briefly slips back into his childhood growing up in Winston, Connecticut, where Nader family dinners were a time when everyone had to come prepared to discuss that night's assigned topic. Nader recounts that when he was 10 years old his father asked, "Did you learn how to believe or did you learn how to think?" after he came home from school. Moving quickly through the Reagan years, the documentary attributes the removal of hard-fought consumer laws, deregulation, the rise of corporate power and the Democrats backing away from protecting citizens and embracing corporate money. But it was also a time during which Reagan was embraced not only by Republicans but also by many Democrats. After all, Reagan was dealing with a Democratic majority in the House and the Senate -- something that the film doesn't address. Then the directors shift to the 2000 election and talk to people critical of Nader's presidential bid as a Green party candidate, including former Nader's Raiders, as well as his supporters. And we see how some of the people who supported Nader in 2000 distanced themselves from him in 2004. Skrovan says they wanted to recreate the arguments around the four accusations that came up repeatedly in 2000: Nader should have dropped out; he spent too much time in the swing states; he claimed that there wasn't any difference between the Republicans and the Democrats; and he should have worked within the Democratic party. Nader's critics agree with those arguments while his campaign staff and others refute them. The argument goes back and forth and this section gets bogged down in talking heads, especially after the dynamic and inspiring section on the impact of his earlier work. For many people, Nader's legacy as a veteran consumer activist gets overshadowed by his 2000 and 2004 foray into presidential politics. And the fallout for some of his organizations has been a significant loss of financial support. Public Citizen, the organization he founded in 1971, even went as far as removing his name from its letterhead. Skrovan (who voted for Gore) admires Nader for never giving in to cynicism and for his unflagging desire to make democracy a reality. They came to set up their tents and demand that the Democrats in congress defund the war. It's truly been a great day! The positive spirit that only empowered people can know fueled us to get the work done - and there was a lot of good work! Everyone pitched in to help set up conference-room size canopy tents as meeting places, a clinic for medical emergencies and our 4 p.m. press conference. The claim that their hands are tied, leaving them powerless to end the war now is a lie. An additional dependable and sustainable stream of revenue, even at a relatively modest size, would be of great value. More importantly, since participation in financial support of the GPUS is not universal among our affiliated state Green Parties, nor is it currently tied to affiliation, there is a divorce of accountability from affiliation. Financial support is key to ownership, and representation without taxation is contrary to the Key Values of personal and global responsibility and of future focus. We want our state affiliates to feel, and exercise, ownership of the Green Party of the United States. The fact of universal financial participation is, therefor, more important than the actual revenue achieved. Many factors affect a state GP's ability to support the GPUS, at even a base level, and some states bring added value with their delegations in ways that support the Key Values of feminism and respect for diversity. Therefor a fair system of affiliate support must include variations reflecting these realities and values. And Caucuses should be excused, because payment by their members would represent a doubled level of support, since Caucus members are all simultaneously members of state Green Parties. State GPs which found themselves burdened with extraordinary expenses incurred while meeting other affiliation criteria, like achieving ballot status, should have a fund from which to apply for assistance. Finally, support expectations should be proportional to the size of a state GP, and delegate size is a presumptively fair benchmark. Proposal: Currently the Bylaws provide: I. Criteria for State Party Membership in the Green Party of the United States. 1. Acceptance of the four pillars of the international Green Party movement [ecological wisdom, social justice, grassroots democracy, non-violence] or the Ten Key Values as guiding principles. 2. Organized and run in accordance with these values. 3. A statewide organization open to, and reflective of, a statewide membership. 4. Agrees to support national candidates selection by Green convention. 5. Makes good faith effort, where reasonable, to achieve ballot status. 6. Makes good faith effort to run state and local candidates. 7. Has applied to GREEN PARTY for accreditation, and has included written by-laws, platform, and other documentation with that application. 8. Has a history of networking with other environmental and social justice organizations. 9. Evidence of commitment to, and good faith efforts to achieve, gender balance in party leadership and representation. 10. Evidence of good faith efforts to empower individuals and groups from oppressed communities, through, for example, leadership responsibilities, identity caucuses and alliances with community-based organizations, and endorsements of issues and policies. This proposal would amend by adding an 11th criteria: Financial participation in support of the GPUS, as below: 11. All affiliated state Green Parties shall annually participate in the financial support of the Green Party of the United States, by contributing a set minimum amount per NC delegate. Initial amounts are as listed below. This requirement of financial participation will not pertain to affiliated Caucuses, and a state GP's NC alternates will not be counted toward the expected total share of support for that state GP. The initial base level of financial support will be $300, per affiliated state GP, per NC delegate, per year, or, alternatively, 1/3 of the state GP budget for that year, whichever is lower. This share of support is due on or before the last day of the ANM, beginning in 2007. This base level of financial support will decrease to $200 per delegate if the state GP provides the NC with a gender balanced voting delegation, excepting a sole, or a final odd-numbered, delegate. [This decreased level is available immediately. To avoid ex post facto application, states GP delegations which currently lack gender balance may contribute at this lower rate until the state GP next elects delegates, but not more than two years from the enactment date. Also, states may voluntarily ally with each other to report a total gender balanced delegation, ie, two males from one state GP and two females from another. ] State GPs will be entitled, immediately, to a reduction, to $100 per delegate, to the extent that the state GP sends delegates who improve the GP-US NC racial/ethnic balance. I do wonder about the wisdom of giving a reduced rate to "gender balanced" delegations. Send a woman, save $100!, sounds just a bit condescending. Also maybe its time for us to review exactly what the National Green Party is doing out there. Perhaps a presentation at the annual convention on the subject might be in order. (and it is just a proposal) is a well intented effort but not based in the releaity of most state parties day in and day out struggle to have keep up with the demand and pressures of being a national committ iee person. this is a unppaid postion that requires reading a ton of emails and lots of cmproimise. The legislature's Judiciary and Government Administration and Elections committees both are considering bills to create a bipartisan oversight committee of lawmakers, who would review the names on the lists and reasons they were included. One of the bills is scheduled for a public hearing Friday. The existence of the watch lists was publicized after the arrest of political activist and freelance journalist Ken Krayeske, 34, at Gov. M. Jodi Rell's inaugural parade in downtown Hartford on Jan. 3. The Hartford police officers who arrested Krayeske said they recognized his name and picture from a list of people they'd been warned might disrupt the proceedings or be a potential threat to Rell's safety. Legislators who discussed the bills Thursday said the General Assembly is obligated to ensure that non-violent people are not unfairly monitored for political reasons or to squelch their free speech rights. Although a proposed oversight committee would review the lists, those documents would not become public records. "This provides a very limited, careful, considered mechanism in order for us to have the information we need," said state Rep. Michael Lawlor, D-East Haven, co-chairman of the Judiciary Committee. Lawlor said it would be similar to the procedure in which legislators annually review the number of wiretaps that police use on phone lines in the state, the circumstances, and whether the surveillance led to arrests. The legislators acknowledged that even if an oversight committee were created, it would have little enforcement power if it believes someone has been unfairly included on a watch list. But they said they hope the committee could use strong persuasion, and reason with law enforcement authorities to change their practices and be more sensitive to free speech rights. "That which we cannot know, we cannot review," said state Rep. Diana Urban, D-North Stonington. "I think the transparency and accountability leads to a change in behavior." Connecticut State Police spokesman Lt. J. Paul Vance said the department will follow whatever directives it receives from the General Assembly. "We have always abided by the law, and certainly we will abide by any changes or revisions implemented by legislation," he said Thursday. A provision in one of the proposed laws would also require police departments to offer more details about probable cause when a person is arrested. Under current law, they must release specifics such as the name, date of birth, place and time of the arrest, charges and at least a brief narrative. The proposed legislation would require police departments to release more details - something that Lawlor and others say would help gauge whether the arrests had legal merit. Krayeske, who did not attend Thursday's gathering of legislators, was charged with breach of peace during the Jan. 3 parade. The Hartford police report stated that detectives were briefed on possible threats to Rell by the state police and the Connecticut Intelligence Center, a state and federal law enforcement initiative based at the FBI's Connecticut office. The report claims Krayeske stepped off the curb into the parade toward Rell after riding his mountain bike quickly up the route through downtown Hartford. Krayeske, who also was the campaign manager for Cliff Thornton, the Connecticut Green Party's candidate for governor, said he was only taking photos as a freelance journalist. He had a bag with camera equipment. He has entered a plea of not guilty. The court case is pending. Doctors face soaring malpractice-insurance premiums and criminally low government reimbursements for treating the poor and uninsured. And like all other businesses, they are confronted daily with high costs associated with legislative and gubernatorial micromanagement of the private sector. Among the consequences: The state's 7,000 physicians treat fewer HUSKY and Medicaid patients every year because reimbursements don't come close to meeting their actual expenses. The state's 31 hospitals are in worse shape. While facing the same issues as doctors, they had a combined revenue shortfall last year of $280 million. At least four hospitals are teetering on insolvency and all are struggling financially, primarily because government reimbursements for treating the uninsured, including those who can afford insurance but choose not to buy it, cover just 70 percent of their costs. Connecticut hospitals essentially are required to provide $362 million a year in unreimbursed care, but the state shorts them $238 million annually. That forces them to dip into and often exhaust reserves for maintenance and equipment purchases. It is not hyperbole to say the state and federal governments force doctors and hospitals to subsidize HUSKY and Medicaid. Apparently oblivious to the health-care industry's financial plight, Democratic lawmakers would make matters worse with a health-insurance system run by the government. Their $900 million "universal" plan would be reserved for their patrons and financed primarily with a 3 percent tax that would confiscate $600 million a year from physicians. They would make it more palatable, they say, by raising HUSKY and Medicaid reimbursements by $500 million -- half coming from the feds. But the net loss for doctors still would be $100 million, and no one is guaranteeing the extra $500 million will be available after 2007-08. The tax would mean doctors would be even more reluctant to see HUSKY and Medicaid patients, thus defeating the whole purpose of "universal" care. Other plans floating around the Capitol would not be as costly, but in some form or fashion would inflict further damage on the health-care industry. Before lawmakers even think about embarking on universal health care or imposing more unreimbursed expenses on doctors and hospitals, they must shore up the existing system and make sure the state pays its fair share. The messages were left by at least four teenage boys who were together in a car after 11 p.m. Saturday, Feb. 3, according to police and attorneys involved in the case. One of the boys in the back seat was the 14-year-old son of Stamford Mayor Dannel Malloy, according to an attorney representing the victim's family and several sources with knowledge of the case. The New Haven attorney, John Williams, said police interviewed Malloy's son. Williams questioned why no one has been arrested or disciplined. Police have released no details about the case, and there is no evidence Malloy's son said anything on the voice mail messages. Williams said the victim's family may file a lawsuit against the city because of inaction on the part of police and school officials -- charges the officials deny. Late yesterday afternoon, the victim's family replaced Williams with Norm Pattis, an attorney in Bethany. Pattis would not comment on the involvement of Malloy's son, but said he is considering filing a lawsuit accusing the city of violating the victim's right to equal protection under the law. "I cannot imagine a situation in which a victim of a racial crime would be sent home and her tormentors would be given the run of the hallway," Pattis said. "It raises serious questions about equal protection under the law in Stamford." Malloy released a statement about his son yesterday afternoon. "I am today confirming that my son, who is 14 years old, has in fact fully cooperated with the Stamford Police Department in its investigation," Malloy said in the statement. The incident involved an argument between two people "with whom my son had no prior involvement," Malloy wrote. "I would like to point out that persons like my son with knowledge of the incident are in some cases juveniles whose identities are not normally reported upon in the media. However, in light of my status as mayor and father, I have decided to issue this statement." Malloy said he would not comment on the case beyond the statement. Police interviewed at least six potential suspects or witnesses in the case and expect to arrest at least one person early next week, Lt. Sean Cooney, a department spokesman, said Tuesday. The boys left three messages on the girl's cellular phone, according to a recording played for reporters yesterday by an attorney for the state NAACP. The girl's family contacted the NAACP in February to assist in the case. At least four voices are heard speaking in the messages. The first message is left by a boy with a deep voice and repeatedly uses a racial epithet to describe the girl. The second message includes at least two voices using the same racial epithet and threatening to kill the girl. One of the voices mentions "putting a bullet in your head like Martin Luther King." A new voice, higher in pitch than the previous ones, appears on the fourth message and uses the same racial epithet several times. Other voices from previousior messages then join in. Daniel Cohn-Bendit?s face may show the lines of 61 years, his hair is no longer the burning red of 1968, but the smile facing me across the table is the same elfin grin which confronted the city?s riot police: the iconic picture that defined the Paris student uprising. Dany le Rouge has long since transformed himself into Dany le Vert, the highest-profile Green politician on a continent that has suddenly embraced the cause he has proclaimed for most of his adult life. He is a rare example of a truly European politician; he says he is fulfilled. But talk to the generation for whom Dany?s authority-defying grin symbolised hope of a new beginning (not to mention free sex) and you?ll find a certain melancholy that he now plies his trade in the European parliament, viewed by some as one of the most boring institutions on earth. So how did Cohn-Bendit get from the barricades to the air-conditioned corridors of the European parliament, and why is he enjoying it so much? Tony Blair seemed to be asking himself the same question in 2005 when he faced Cohn-Bendit in Brussels. After listening to a good-natured harangue of his European policies, the UK prime minister turned to his Franco-German tormentor and joked: ?I used to read his speeches; now he has to listen to mine. History will judge whether that is progress.? Such is Cohn-Bendit?s love of the European parliament it proves fiendishly difficult to get him out of the building. After much negotiation, the FT?s lunch guest agrees to swap the parliament?s sedate members? restaurant for the Quartier Leopold, a sleek and suity establishment nearby. It is a faintly soulless place, as befits its name. The quartier Leopold used to be one of Brussels? most opulent art nouveau neighbourhoods, until the EU moved in, when its maisons de maitre were demolished and replaced by faceless office blocks. Cohn-Bendit admits he prefers the restaurant in the evening, when the Place du Luxembourg heaves with politicians, journalists, lawyers and interns in a heady, international mix of politics and sexual frisson. Was it a bit like that on the streets of Paris in May 1968, I wonder? ?It was absolutely fun,? says Cohn-Bendit, whose efforts to gain male student access to the girls? dormitories was one of the sparks for the revolt. ?You felt for the first time you were turning the screw, you were not being turned by the screwdriver. It gave you a feeling of omnipotence.? How much of it was about sex? Cohn-Bendit says this was a fixation of ?sex-alienated people? at the time. ?The truth was, we were arranging our lives and bodies, and developing how we wanted to live.? I ask him to elaborate. ?It was a very emotional situation. A lot of people discovered themselves and had new relationships. The mythology of the sex was because it was a completely closed society.? By now the stylish waitress is hovering. Cohn-Bendit peruses the simple menu and opts for spring rolls and a scampi brochette. I go for gravadlax of salmon followed by red tuna. Disappointingly, he wants to drink nothing stronger than water, but as I discover, Cohn-Bendit does not need alcohol to hit his stride. Dressed in his trademark ?university lecturer? look of white T-shirt, open-necked blue shirt, mauve sweater and blue jacket, there is no holding him back. ?I was a symbol of the beginning,? he says, returning to the gas-filled streets of Nanterre in 1968. ?I was the sunshine. For a lot of people I was the perfect projection of the good part of the revolt.? He pulls his phone from his pocket, and shows me the iconic ?grin? picture. ?My son found it on the internet and sent it to me,? he says. ?For many people I was the smile of the time.? For Cohn-Bendit, it was the liberation of the individual that was the most important legacy of the ?evenements? that rocked France and captivated the world. But what did he mean when he said the students had ?won socially and lost politically?? He explains: ?We thought we could invent a more radical, better structure than parliamentary democracy. Today I think this is wrong. But we opened the door. Our modern society recognised that individual freedom was something which has to be strengthened. It was a great time and now life goes on.? His boyish enthusiasm still burns as he recalls how he was expelled from France to Germany, amid dark mutterings from the authorities about how he, a German Jew, was trying to destabilise the country. ?When it became clear I was forbidden to go back, there were 80,000 people on the streets shouting: ?We are all German Jews.?? Back in Frankfurt, he disappeared from the headlines and started hanging out with Joschka Fischer, who went on to become Green foreign minister of Germany. Or, as Cohn-Bendit immediately corrects me: ?Joschka Fischer started hanging out with me.? This was his ?anarcho-leftist? phase, but he says he had no time for the violent wing of the movement, such as the Red Army Faction. He mischievously describes his decision to steer clear of the balaclava brigade as a lifestyle choice. ?The way of life attached to a guerrilla strategy is not a life,? he sighs. ?I never wanted to be a terrorist or a minister. Lifestyle is an important issue. If you are a terrorist you are dealing with the life or death of people, whether you have the right to kill - that to me is completely mad. ?Being a minister is not the same, but it?s definitely bad. OK, Joschka Fischer had a lot of power. But it?s a terrible life being foreign minister - you don?t know who you are or where you are.? Cohn-Bendit says he spoke to Fischer earlier in the day, and says his old friend is writing a book about his time in Gerhard Schroder?s Red-Green coalition. ?It will be really funny and a bit difficult for Schroder,? he laughs. In retrospect it seems obvious that Cohn-Bendit should end his spell in Frankfurt (he ran a kindergarten, a bookshop and ended up as deputy mayor) by re-emerging as a member of the European parliament. Everything about his past seemed to point in that direction. Born in 1945 in Montauban, France, he is the son of German-Jewish parents who fled to France in 1933. With his German nationality and French identity, he embodies European reconciliation after the second world war. He was elected to the European parliament in 1994 in Germany, then in 1999 became the first MEP to be elected in another country when he fought the campaign in France. In 2004 he effortlessly returned to stand again in Germany. ?I wanted to demonstrate my double identity, my whole story,? he says. Fair enough, but why the European parliament? For all its legislative power, much of its work is mind-numbingly technical; it is a place of stilted debates in an often empty chamber, with little in the way of career prospects. I?ve hit a nerve. Cohn-Bendit doesn?t recognise this description at all and starts twirling his arms with enthusiasm as he describes the experience of working in the world?s first truly international parliament. ?It?s a European environment that you find nowhere else,? he enthuses. ?You see how Europeans think, you have to find majorities. I find national parliaments boring. In the European parliament we are doing history. It?s a completely new sort of politics. In 50 or 100 years, historians will analyse all the moves of the European parliament, looking at how we started the debate on a European foreign policy, climate change or the social regulation of globalisation.? But isn?t it a shame that so few people in the outside world seem to be paying attention when he makes his pyrotechnic interventions? (As Tony Blair discovered, Cohn-Bendit?s rhetorical style is equivalent to Black Sabbath turning up at a chamber- music recital.) He shrugs. At least he has five minutes to make his point to visiting prime ministers like Blair or Germany?s Angela Merkel. And his status as an MEP gives him a platform to speak around Europe, promoting his Green agenda - which has suddenly gone mainstream. I ask whether this sudden fashionability is a problem for the Greens. Now that even David Cameron, leader of the British Conservatives, is going on about climate change and visiting ice floes, doesn?t that make his party somewhat redundant? Cohn-Bendit, officially the co-leader of the parliament?s Green group, sighs. ?Five years ago people said to me that the Greens were finished because nobody cared about ecology. Now they?re saying everyone?s interested in ecology, so the Greens will die.? He believes Europe should take a global lead in fighting climate change. ?You can see it,? he says. ?You can?t look at something like New Orleans and say ?shit happens.? It?s just a fact.? As we order coffees, I ask whether he enjoyed the scampi and ponder what exactly was the green puree on which they were embedded? ?I don?t know,? he admits, guessing perhaps peas, or avocado. He tastes the remnants on his plate, but is still none the wiser. ?Can I look at your menu?? he says to a neighbouring table. Not a good sign, and I confess to him that my gravadlax was a little heavy on the mustard sauce and the tuna - like him - was not quite as rouge as advertised. No matter. Restaurants like Quartier Leopold are never going to be short of business so long as the EU is whirring away around the corner. The coffees arrive and I judge this perhaps the right moment to ask the difficult question of whether he regrets writing Le Grand Bazar, the book that gave his critics the chance to portray him as a paedophile. Although DeStefano has been attacked by community leaders in the wake of the FBI investigation into the New Haven Police Department ? and before that for what some called his neglect of the city during his gubernatorial bid ? the criticisms may not have many political consequences for the seven-term mayor, as virtually no one has come forward to challenge the 16-year incumbent in next fall?s election. Despite additional public financing available to mayoral candidates in New Haven the only candidate to express significant interest in taking advantage of the funding, Andy Ross, dropped out of the race earlier this month only days after his initial announcement. DeStefano, for his part, said at the time that he welcomed candidates like Ross who want to take advantage of public funds designed to remove socioeconomic obstacles for mayoral aspirants. In response to Ross? allegations that the mayor has all but given up on truly revitalizing the downtown and making New Haven attractive to residents, DeStefano said his administration is ?energetic? and listed its recent accomplishments: a well-received immigration policy, community policing reforms and a fresh emphasis on youth services, among others. And his supporters say that the lack of major competition is, as New Haven Democratic Party chair Susie Voigt put it, a virtual city-wide ?endorsement? of his overall effectiveness. But the criticism persists. Executive Director of the American Civil Liberties Union of Connecticut Roger Vann has said in previous interviews, without specific proof, that it is clear that DeStefano had a role two years ago in keeping Lt. William ?Billy? White, who was arrested this month following an FBI raid of the NHPD, at the head of the narcotics unit. In making his accusations, Vann attacked DeStefano?s leadership style, calling him a well-known micromanager who overturned Police Chief Francisco Ortiz?s decision to demote White because such as decision could have been politically damaging during DeStefano?s run for governor. Even a political ally of DeStefano, Board of Aldermen President Carl Goldfield, admitted several months ago that the mayor?s office had lost focus on some aspects of the city, and that aldermen were not happy about it. But DeStefano, who won 62 percent of the vote in a 2001 Democratic primary that was one of his most hotly-contested bids for reelection, may still be politically immune. ?It?s true that he is not in peril,? said Douglas Rae, a Yale professor who worked in City Hall under Mayor John Daniels in the early 1990s. ?The job is not remarkably attractive. I think that?s probably the biggest single consideration.? Ross, the mortgage firm owner who decided to run for mayor and then dropped out, also came to realize that even if he felt personally qualified to ?jump in the deep end of the pool,? as he told the News around the time of his announcement, the job just wasn?t right for him. ?It has become clear to me that passion and a desire to want to see change in a city is not enough to make a person qualified for holding public office,? he wrote in a post on the New Haven Independent Web site. ?I was blinded by the thought that a willingness to want to bring about change and apply grander visions would be enough to convince people that an unknown and admitted inexperienced person of government might be able to do the job.? And with the primary less than six months away, Ward 5 Alderman Jorge Perez said he was disappointed that DeStefano does not have ?even a minor threat? to his job. Perez said he disagrees with what he said was the mayor?s refusal to adopt a ?buck stops here? leadership approach and take responsibility for all ? good or bad ? that has taken place under his administration. Although some have urged Perez, a former Board of Aldermen chair, to run for mayor, Perez said he is extremely content serving his constituents in a legislative role. But it would be naive to say that all who would like to run for mayor feel as if they have a chance of victory. The Democratic Party?s dominance over New Haven politics ? all but one member of the Board of Aldermen is a Democrat and DeStefano enjoys the unwavering support of the town Democratic Party chair ? makes any attempted challenge an up-hill battle. This year, Willie Greene, a former alderman, said he plans to run for mayor. But within Democratic circles, Greene, who could not be reached for comment this week, is not considered a credible threat to DeStefano. The other declared candidate, former alderman Tom Holahan ?63, has suspended campaigning temporarily while he remains in the hospital for the next several months. At its core, though, DeStefano?s lack of major competition may have to do more with the man himself. ?I have worked with him politically since 1989, and I think he?s got tremendous integrity and I think that?s made him really different from other elected officials across the state,? said Voigt, the Democratic Party chair. ?There are certainly talented people in the city who could be mayor. I think [his lack of competition] is because people recognize that we have a good mayor, a strong mayor. I think it is in fact an endorsement of the mayor by a much broader group than the party.? Although Rae lacked the same enthusiasm, he echoed the notion that DeStefano has been a solid mayor. ?For all his faults, John DeStefano is a very able, hardworking guy,? Rae said. For newly appointed Chief Administrative Officer Rob Smuts ?01, DeStefano is somewhat of a resurrection of the man who is widely considered New Haven?s best leader: Mayor Dick Lee, who served from 1954 to 1970. ?In a very neat parallel, if the mayor wins this election, he will tie Mayor Lee?s service,? said Smuts, who has worked for the mayor since first coming to Yale. San Francisco Supervisor Ross Mirkarimi ? one of 50 elected Green Party members in the state ? pushed through an ordinance late Tuesday that would make San Francisco the first city in the nation to ban the use of all but the most environmentally-sound shopping bags. The San Francisco Board of Supervisors voted 10-1 Tuesday to require the city's grocery stores and chain pharmacies to use only recyclable paper or compostable bags, despite stiff resistance from the California Grocers Association and the plastic industry. "I have been astounded by the worldwide attention the issue has received. Hopefully, other cities and states will follow suit," said Mirkarimi, adding that he believes the decision is part of a "trend of making sure that a forward-thinking economy is one that understands its relationship with our environment." The measure had been delayed after the grocery industry went to the Legislature to intervene. Now, the law goes into effect for 54 grocery stores within six months, and a year for large pharmacies with at least five locations. It benefits consumers in many ways, says Mirkarimi. The compostable "plastic" bags are stronger, they can be dumped directly into a compost pile because they are made from starches like corn and potatoes and they won't pollute the environment, kill marine life or gum up recycling machines. The cost for compostable bags is about the same as paper bags. Plastic bags are a worldwide environmental disaster ? and many countries have already made the leap to rid themselves of the bags, of which as many as one trillion are used worldwide every year, according to experts. Sea life, from whales to turtles to sea birds, ingest the bags. The plastic bags are pervasive. In South Africa, there are two Texas-size "islands" of plastic bags floating at sea, and Bangladesh banned plastic when it was discovered millions of the bags blocked drains and led to massive flooding. It's been seven years since - and just three since his ill-fated 2004 run - and passion still swirls around the iconoclastic Nader, who comes to Hartford's Real Art Ways Friday for a 7:40 p.m. screening of a new documentary, "An Unreasonable Man." The title is from a George Bernard Shaw quote. The documentary explores Nader's boyhood in Winsted and his years in Washington as a public-interest lawyer and, finally, his career as an unsuccessful presidential candidate. (Nader will also sign his autobiography, "The Seventeen Traditions.") "Unreasonable" was written and directed by two stand-up comedians-slash-comedy writers who began the project as a pilot for a proposed sitcom about a public-interest group similar to Nader's. But the more they interviewed Nader's colleagues, the more the focus became the man himself. The pilot went by the wayside. Entree was easy for co-director Henriette Mantel, who worked for Nader in the late '70s, when she was just out of college. Since her time as a Nader's Raider, she has written and produced such shows as "The Osbournes" and "Win Ben Stein's Money" and worked on Michael Moore's "The Awful Truth." Co-director Steve Skrovan has written for several shows, including "Everybody Loves Raymond," on which he was executive producer. The sitcom pilot was supposed to be his. In the film, everyone from former President Jimmy Carter to liberal pot-stirrer Moore pleads with Nader (Moore on his knees, with Bill Maher, in 2004) not to run for president. But the first half of the film is devoted to Nader's incredible career as a public- interest lawyer, which people tend to forget. Thank him for seat belts, airbags, product labeling, that free airline ticket you get if you're bumped from a too- full flight, and for his part in the Clean Air Act, the Whistleblower Protection Act, the Occupational Safety and Health Act, and that isn't even a fraction. Earlier this year, the documentary was short- listed for an Oscar, according to the Academy of Motion Picture Arts and Sciences. That list included work by another presidential hopeful - and eventual Oscar winner - Al Gore, the man behind "An Inconvenient Truth." "There's been a whole wall of anger, even where the liberal pockets are," said Mantel. Skrovan and Eric Alterman, blogger and The Nation columnist, have sniped back and forth through Arianna Huffington's blog. In the film, Alterman is especially pointed in his anger about Nader's candidacy (and now says he feels editing robbed his arguments of their weight). But then shouldn't a documentary on a controversial man be, in itself, controversial as well? The surprise for some - even people who think they know Nader - is the depth of his activism early on, said Skrovan. Even people who still disagree with Nader's candidacies often find themselves agreeing with his values, Skrovan said. "But that doesn't stop them from being irritated," said Mantel. The War on Drugs Is Really a War on Minorities Arianna Huffington More stories by Paul Armentano If you toke in the Big Apple, chances are you've had a run-in with one of New York's "finest." If you're African-American or Hispanic, chances are you and the NYPD are on a first-name basis. That's the dope from a new study by investigators at the National Development Research Institute (NDRI) -- an independent New York City think-tank specializing in substance abuse issues. The study, entitled "The race/ethnicity disparity in misdemeanor marijuana arrests in New York City," analyzes NYC marijuana arrest data from 1980 to 2006. Its authors pay particular attention to the startling number of defendants arrested for "possessing marijuana in the fifth degree" (aka smoking pot in public) -- a misdemeanor crime that city cops began enforcing en masse under former Mayor Rudy Giuliani's "Quality of Life" policing initiative. (Although the possession of less than 25 grams of pot is punishable under state law by a fine-only civil citation, New York Statute 221.10 defines the possession or use of marijuana "open to public view" as a criminal misdemeanor punishable by up five days in jail.) The study's findings, which appear in the spring 2007 edition of the journal Criminology and Public Policy, are a sobering reminder of how race and class largely determine who is impacted by the war on cannabis consumers. Of the more than 395,000 defendants busted in New York City since 1980 for puffing or possessing pot in public, nearly 336,000 of them (85 percent) were either African-American or Hispanic. By contrast, African-Americans and Hispanics together comprise approximately half of the city's population. Of the years studied, the NYPD's racial crackdown was most egregious in 1994, when a whopping 91 percent of those arrested for public pot possession were black or Hispanic. The unequal treatment of minorities for misdemeanor pot crimes is not just limited to arrests, the study finds. Investigators also report that African-Americans were 2.66 times as likely as whites to be detained in jail pending arraignment while Hispanics were nearly twice as likely. In addition, both groups were twice as likely as whites to receive a conviction -- and criminal record -- for public pot possession. Compared to Caucasians, African-Americans were four times as likely and Hispanics were three times as likely to receive jail time. "This study ... document[s] that the burden of [public pot] arrests have been falling disproportionately on blacks and Hispanics and that members of these minority groups, on average, have been receiving harsher treatment [than whites] within the criminal justice system," its authors conclude. The study is hardly the first to document such racial disparities in drug law enforcement. A 2005 NORML Foundation study by longtime High Times columnist Jon Gettman reported that although black adults account for fewer than 12 percent of all marijuana users, they comprise 23% those arrested annually on pot possession charges. A previous review of marijuana arrest data by Gettman in 2000 found that African-Americans are busted for marijuana possession at rates twice those of whites in 64 percent of US counties. In addition to highlighting the disproportionate racial aspect of New York City's pot law enforcement, the NDRI study also documents the unprecedented growth in the annual number of misdemeanor marijuana arrests resulting from Giuliani and Bloomberg's so-called "Quality of Life" policing. According to data compiled by the New York State Division of Criminal Justice Services, arrests for public pot possession in the 80s averaged about 2,000 per year. Arrests fell to a low of 774 in 1991 before skyrocketing under the Giuliani administration to nearly 34,000 in 1999. City pot arrests hit an all-time high of 51,269 in 2000 before temporarily falling after the attacks of September 11, 2001. By 2006, however, nearly 32,000 New Yorkers were busted for possessing cannabis in public view -- 87 percent of whom were either black or Hispanic. So far this decade, a staggering 265,738 people have been arrested. Even more disturbing, NYS CJS data indicates that among those arrested in 2006, far more received jail time than in years past, indicating that penalties for minor pot offenses are being treated more severely by today's judges. Nevertheless, NDRI researchers found no evidence indicating that either the increase in arrests or the severity of sentencing has contributed to a decline in serious crimes and violence. Rather, the study contends "the growth in [public pot possession] arrest activity has had a substantial and disproportionate impact on black and Hispanic communities. ... Ending the disparities associated with marijuana in public view arrests would increase the level of justice in New York City, help [the police department's] relationship with black and Hispanic communities, and help black and Hispanic youths and young adults ... in their efforts to establish or maintain productive lives by not further burdening them with criminal justice sanctions and official criminal records." To achieve enforcement equality the authors call on the Bloomberg administration, as well as politicians in Albany, to take action. "[T]he NYPD [should] consider scaling back on [the enforcement of] smoking marijuana in public view," they recommend. "The New York State legislature should [also] be encouraged to consider making smoking marijuana in public a violation and not a misdemeanor." Clarke ? 2007 Prison Legal News, February 2007 Issue According to a report released by the U.S. Department of Justice's Bureau of Justice Statistics in April, 2006, the U.S. spent a record $185 billion for police protection, detention, and judicial and legal activities during the year 2003. This represented a 418% unadjusted increase over 1982 justice expenditures. Adjusting for inflation, real justice expenditures almost tripled. Local governments funded 50% of the $185 billion while state governments accounted for another 33% of the expenditures. This means that state and local governments spent four times more on justice than or education and twice as much as they spent on public welfare. Justice expenditures equaled hospital and health care expenditures at the local and state level. The justice system employed almost 2.4 million people in March 2003 -- 58% of them at the local level and 31% at the state level. That month's justice employee payroll was about $9 billion. Justice expenditures increased as follows per U.S. citizen between 1982 and 2003: Overall -- 418% Detention -- 423% Police -- 241% Justice and Legal Expenditures -- 321% Federal intergovernmental justice expenditures increased from $189 million is 1982 to over $5.1 billion in 2003. This was driven by the creation of multiple large law enforcement grant programs in the 1980s and 1990s. Between 1982 and 2003, federal government justice expenses increased as follows: Police Protection -- 708% Judicial and Legal Services -- 573% Detention -- 925% The increases for state and local justice expenditures were lower. From 1982 through 2003, detention saw the greatest average annual increase of any category of justice expenditures with a range of 9% for local governments to 11% for the federal government. At 6.5%, police protection saw the lowest average annual increase. Police protection took up 45% of the total justice expenditures, while detention accounted for 33%. Because policing is primarily a local function and detention is primarily a state function, local governments funded 69% of the total police protection expenditures and state governments funded 61% of the total detention expenditures. Alaska had the highest pet capita justice expenditure ($621) and Nevada had the lowest ($147). The average was $228. Approximately 2% of the national labor force worked in the justice system in 2003. Local governments accounted for 58% of them. State governments employed another 31%. Payroll accounted for 59% of total justice expenditures. Police protection had the highest percentage of expenditure for payrolls (66%e while detention had the lowest (about 50%). About one out of eight state and local government employees worked in the justice system. In short, the U.S. has developed a bloated justice system that employs 1 out of every 50 workers and costs $185 billion a year, 4 times as much as it spends each year or educating its children. No wonder the criminal justice system is caught in a feedback loop, growing ever larger and more expensive. Prevent U.S. Bombing of Iran - Call Your Senator Today March 28, 2007 Friends, Some of you may have seen reports coming out of Russia, and today in the U.S. press, to the effect that U.S. forces are now in position to deliver devastating aerial attacks, including tactical nuclear attacks, against Iran and its nuclear infrastructure. With a second U.S. aircraft carrier now in the Persian Gulf, this is the largest U.S. force assembled there since the invasion of Iraq. Some reports indicate that the date for the U.S. attack - April 4 - has been set, while others state that a decision to attack has yet to be made, but that everything is in place should President Bush give the order for attack. I was in touch with Senator Kennedy's and Kerry's staff yesterday, urging that they speak out publicly and powerfully to warn of the possible attack and its catastrophic and self-defeating consequences. Senator Kerry's office informs me that they are supporting an amendment being introduced by Senator Webb of Virginia which essentially reintroduces language stripped from the House supplemental funding bill that would require the President to obtain Congressional authorization before he could order an attack against Iran. Stennis was escorted by the guided-missile cruiser USS Antietam as it entered the Persian Gulf, CNN reported Tuesday. In addition,the U.S. military has deployed about a dozen warships in the area. Stennis will take part in a carrier exercise featuring simulated aerial attacks with the carrier Dwight D. Eisenhower, a U.S. Navy news release said. The exercise will demonstrate "the importance of both strike groups' ability to plan and conduct dual task force operations as part of the U.S. long-standing commitment to maintaining maritime security and stability in this region," the U.S. Navy said. The exercise was certain to increase tension with Iran, which has frequently condemned the U.S. military presence off its coastline, analysts said in the Western media. The move came amid heightened tension between the West and Iran following the capture of 15 British servicemen in the north of the Gulf last week. Iran accused the sailors of straying into its waters near the Gulf, but Britain and the U.S. Navy have insisted they were operating in Iraqi waters. The UN Security Council voted Saturday for new sanctions against Iran. While rejecting the sanctions, Iran said Sunday it would partially suspend cooperation with the IAEA, the UN's nuclear watchdog. UFPJ Talking Points #49 Opposing the Iraq Supplemental & Iran Threats By Phyllis Bennis Institute for Policy Studies 26 March 2007 The Congressional resolution passed last week gives Bush another $100 billion to continue the U.S. occupation of Iraq. That much is now guaranteed. The time lines and restrictions included in the bill - clearly responding to the strong public support for ending the war- were weakened almost to the disappearing point to allow the razor-thin vote. Very few of those toothless restrictions will likely make it into the final bill that must survive a super-majority in the Senate, a House-Senate conference committee, and a likely Bush veto. But the effort to hold Congress members to their electoral mandate must be continued and ratcheted up, not abandoned, even as we look towards pressing alternative centers of power (city councils, state legislatures, mayors and governors, newspaper editorial boards, influential clergy, etc.) as instruments to pressure Congress from new directions. Congress is not the peace movement. So the peace movement must stay unified on our principles and our demands, in the face of congressional waffling and "realistic" pragmatism, unfortunately promoted by one influential part of our movement. Whatever they do, we must stay consistent on demanding an end to the U.S. occupation: de-funding (not re-funding) the war, and bringing home (not redeploying) all (not just some) of the troops (including the mercenaries). The longstanding AFSC slogan has it right: "Not one more death, not one more dollar." That means STOP funding the war. STOP allowing Bush to send more U.S. troops to kill more Iraqis and be killed in the process. Just stop. These talking points are in two parts: first, an assessment of why the real peace movement must continue to stand on principle and oppose the supplemental gift of $100 billion to Bush to continue the occupations. Second an assessment of some of the rising dangers of a U.S. attack on Iran, and its potential consequences. THE SUPPLEMENTAL FUNDING BILL The Democratic leadership in the House claims the $125 billion supplemental is the way to end the war. Something passed in the Senate may include some of the same claims. Aside from setting a date for bringing home troops, the House version included a number of items many in the peace movement would ordinarily support - veterans' health benefits, Katrina survivors' assistance, children's health insurance. So if there's a time line, what's the problem with the supplemental? Why shouldn't peace activists support it? Because it gives President Bush another $100 billion to continue the wars in Afghanistan and Iraq. And it doesn't end the occupation or prevent expansion of the war to Iran. What It Does It calls for pulling out some troops from Iraq by August 2008 But - It exempts whole categories of troops from the withdrawal ** Troops "training the Iraqi military" can stay - currently 6,000, perhaps as many as 20,00 (no limit in the supplemental) ** Troops engaged in "special operations" can stay - the Marines say they want 20,000 for Anbar Province alone, perhaps as many as 40,000 for the whole country (no limit in the supplemental) ** Troops "protecting diplomatic enclaves" like the huge Green Zone and the US Embassy, the largest in the world, and maybe including the numerous US bases established in Iraq, can stay - 20,000 is a conservative number (no limit in the supplemental) That means Bush could keep unlimited numbers, perhaps 60,000 - 80,000 troops, permanently in Iraq - and still be in compliance with the bill. And the bill does not require that the troops withdrawn from Iraq be sent home; they can be immediately deployed to Afghanistan, or to bases in surrounding Arab countries, or to ships in the Persian Gulf - or be used to attack Iran. What It Does It imposes restrictions on Pentagon deployments, prohibiting the deployment of troops not fully trained, not adequately equipped, and not adequately rested between deployments. But - It includes a waiver for President Bush to simply state his intention to override those restrictions, allowing him to send in as many untrained, badly equipped and exhausted troops as he wishes. What It Does Prohibit construction of new permanent bases in Iraq But - It does nothing to close the existing permanent bases the U.S. has built across Iraq and includes billions for "military construction" presumably for those existing bases What It Does Require Iraq's government to pass a new oil law But - The law being debated in the parliament abandons Iraq's long history of maintaining control of its oil resources in favor of allowing international (especially U.S.) oil companies to take control of large sectors of the vital oil industry What It Does Cut 10% of the funding for private military contractors But - It allows 90% of the 100,000 or so mercenaries who fight alongside the U.S. military to remain in Iraq What It Doesn't Do The supplemental does not prohibit an unprovoked attack on Iran. The supplemental does not end the occupation of Iraq. The Rising Threats Against Iran The U.S. is continuing to ratchet up threats against Iran. The current stand-off in the Gulf between Iran and Britain may well not have been a deliberate British provocation, beyond the "normal" provocative nature of the U.S.-British strategy of boarding and "inspecting" ships, etc., but that doesn't mean it isn't dangerous. Blair isn't so keen on an attack on Iran, his rhetoric even after the sailors were captured has been remarkably low-key, and a move against Iran could threaten his already-shaky political standing. The Shatt al-Arab waterway is always a difficult navigation point, even aside from political tensions, and this kind of move has happened before and blown over in a few days. However, it's likely the Cheney gang is pushing Britain to escalate, to make this Tonkin Gulf II (the false claim of a North Vietnamese attack used to justify the Viet Nam war in 1964), though it doesn't appear Blair/Brown are biting yet. But, once again, having said all THAT, things are very tense could easily spin out of control. So we need to keep up the pressure. The UN Security Council resolution passed last week was the result of heavy U.S. pressure, but also an example of the limitations of U.S. diplomacy when imposed by a shoot-first-negotiate-later U.S. regime. The pressure was enough to force opportunistically vacillating Russia and China to toe the line, as well as to push the Council's Non-Aligned members - Indonesia, Qatar and even South Africa - to give in as well. But the final text was far weaker than the harsh sanctions the U.S. wanted, and getting the others on board required significant concessions in Washington's position. The resolution does not impose broad economic sanctions similar to those imposed on Iraq, with the inevitably devastating consequences. The most dangerous immediate aspect of the new sanctions resolution is that it broadens the range of Iranian institutions and individuals subject to the "targeted sanctions," including not only those alleged to be involved in Iran's nuclear enrichment programs, but as well leaders of the Revolutionary Guard and other military officials whom the U.S. claims are somehow connected to Iran's support for Hezbollah, Hamas and Iraqi militias. The resolution forbids Iran to export weapons, and freezes the assets of several dozen individuals and institutions, of whom about 1/3 are involved with the nuclear program, and 2/3 with the Revolutionary Guards and others. But U.S. efforts to impose travel bans, a full embargo prohibiting all countries from buying Iranian weapons, and a denial of bank loans, grants and credits from all international banks and financial institutions, failed - all those punishments are merely "encouraged," not enforced. South Africa failed in its effort to discard the imposition of military and financial sanctions. But the non-aligned effort to demand a call for a nuclear weapons-free zone across the Middle East had achieved partial success. The U.S. and the other permanent members of the Council (who not only hold Council vetoes but are also the five "legal" nuclear weapons states under the Non-Proliferation Treaty) agreed to include the nuclear-weapons-free zone (NWFZ) language, but undermined its significance. It is included only as part of the preamble, rather than an enforceable operative paragraph, and even more fatally, it refers only to an earlier call for a NWFZ made by the UN's nuclear watchdog agency (IAEA), rather than calling for such a move itself. That is significant because Israel, the only nuclear weapons power in the Middle East, is not a signatory to the treaty creating the IAEA and therefore not subject to its mandates. A Council resolution calling directly for creation of such a nuclear-free zone (such as the one the U.S. drafted as part of the resolution ending the 1991 Gulf War) is binding on all countries, including Israel. A call from global civil society demanding a nuclear weapons-free zone in the Middle East as the basis for resolving the current tensions could be based on a call to enforce that early Council resolution. Aside from the political posturing, the greatest actual danger from the new resolution may be that it is already strengthening U.S. efforts to enforce compliance with Washington's unilateral economic sanctions against Iran on other countries around the world. The model may be the U.S. embargo against Cuba - ostensibly imposed only by the U.S. itself, but designed to force other countries to abide by it as well. In the case of Cuba, this means a U.S. law that prohibits any ship docking at a Cuban port from coming to any U.S. port for six months. Faced with that choice, how likely is it that profit-driven shipping companies will bother calling at Cuban ports at all? Similarly, U.S. Treasury Department officials are already pressing banks all around the world to refuse to deal with Iran, on threat of losing U.S. business access. ... We're going to win by starting right now, and working consistently for the next eight months. We have a lot of decisions to make, a lot of strategizing to do. What will it take to win, and are we willing and able to do that work? Should I be at the head of the slate? Can/should we run a full slate? Can/should we collaborate with the other "minor" parties? Windham, the State of Connecticut and the Federal Government give us so many issues to work on that it's always hard to choose just a few: Energy Rates, Conservation/Global Warming/ Smart Growth, Universal Single-Payer Health Coverage, Housing, good Jobs, Revitalization of our City, Taxes, Education, the Town Charter, open and quality Government.
