The Mayor of Danbury and the police refuse to disclose the full scope of this program yet, but from what they've already told the press, this much is clear: 287(g) authorizes the Danbury police to stop and interrogate any city resident who they suspect of being undocumented. They could access ICE's national database and determine if ICE is looking for the person in question. They could arrest that person, impound their property, fingerprint and photograph them, and hand them over to ICE. It would give them the authority to conduct raids against people in their homes and workplaces - all they would need is a warrant and ICE authorization. Barack Obama could require that nuclear power plant operators publicly disclose any radioactive releases. Cosgrove and others who live and work in the hamlet of Godley, Ill., sought help after discovering years after the fact that there had been releases from the nearby Braidwood Generating Station. Two years later, Obama's legislation, lobbied by one of his largest corporate backers, has stalled. Cosgrove, glimpsing the nuclear industry's sway, said he watched as the bill's "teeth" were removed. Many references to "nuclear" were stripped. More important, Obama allowed deletion of a provision that nuclear plant operators "shall immediately notify" state and local officials about any release. The issue is relevant in the 2008 presidential campaign. In an about-face, companies that have a stake in the nuclear energy industry are giving large sums to Democrats running for president, after having showered their money on Republicans in past campaigns. In Washington and elsewhere, nuclear energy is being promoted as a way to generate large amounts of electricity without spewing greenhouse gases that exacerbate global warming. Obama is the largest beneficiary of money from companies that have a stake in nuclear energy's future. The Braidwood plant's owner, Exelon Corp., has donated $275,000 to Obama over his career. Sen. Hillary Rodham Clinton, a co-author on the 2006 bill, is the second-largest recipient. Neither candidate has come out in opposition to nuclear power, unlike their onetime rival, former Sen. John Edwards of North Carolina. The donations come as the industry reasserts itself. Several companies have filed or are considering filing applications to build plants after a generation-long moratorium. The shift is an example of what has troubled Republicans and heartened Democrats in this campaign: Interests once loyal to the GOP are tilting toward Democrats. "Partly what is happening has less to do with the Democratic candidates' positions than a pragmatic assessment of what these business interests see happening in the campaign," said California Democratic consultant Garry South, who is not involved in the race. That employees of firms with a stake in nuclear energy are shading Democratic is noteworthy as Obama of Illinois and Clinton of New York seek votes in California, where anti-nuke attitudes run deep. In 2006, Obama introduced a measure requiring public disclosure whenever there were discharges of radioactivity. His inspiration was the unannounced release of radioactive water from Braidwood, 50 miles from Chicago. The spills were said to have posed no health threat. But there was no disclosure until a lawsuit was filed years later, alarming Godley residents who drink from a shallow aquifer. "We want people to be notified," Cosgrove, 52, said Saturday. He is a director of a park district in Godley that includes a child-care center for 150 children. "Think about it. They had releases and no one was told. How would you like to turn on the tap and [have to] think, 'Should I drink this?' " The weakened bill ultimately stalled in the Senate. The New York Times detailed the saga of the bill this weekend. Obama's aides insisted Saturday that the senator was stymied by what had been a Republican-controlled Senate in 2006. He since has reintroduced the legislation -- in its weakened version. Elizabeth Moler, who oversees Exelon's lobbying operation, said the company opposed the bill as it was introduced. But after working with Obama's staff, the company has "committed to Sen. Obama that we will support it." This time, Clinton is not a co-sponsor. Compared with the unprecedented sums of money raised in this campaign, the amount delivered by executives and employees of utilities and other companies that own or are involved in nuclear power plant construction, operation and waste handling is modest. But with nine months left in the campaign, the current total of $830,000 already approaches what employees at the firms spent in the entire campaign four years ago. Democrats have received the bulk -- $536,000 to Republicans' $294,000, a Times analysis of Federal Election Commission records shows. That is a shift from the last two presidential elections, when George W. Bush received 3 1/2 times the amount collected by his Democratic foes, Al Gore and John F. Kerry. Obama last year raised nearly $266,000, more than Gore and Kerry combined. Clinton raised more than $166,000. Sen. John McCain of Arizona leads Republicans with about $107,000. The bulk of Obama's nuclear energy-related money, $190,000, has come from Exelon's employees. The Chicago-based company is the nation's largest nuclear power plant operator, with 10 facilities representing 20% of the nation's nuclear energy. Exelon recently earmarked $100 million to help it decide whether to build more nuclear plants, likely in Texas, which holds its primaries March 4. Like most of the donors, Exelon has varied interests. It also operates coal-fired plants. Obama has refused money from Washington lobbyists, including those who represent Exelon. But like other energy companies, Exelon has a lobby presence in the nation's capital. It spent $1.7 million on lobbying in the first half of 2007. One of Obama's major bundlers is Frank Clark, chief executive of Exelon subsidiary Commonwealth Edison. Clark and Obama have been friends since the mid-1990s, when Obama was a state senator and Clark oversaw the utility's lobbying in Springfield, Ill. Exelon's Moler said donations from company executives and employees were "not surprising" given Obama's Chicago roots. "He will end up being either president or a senator from Illinois," Moler said. "He speaks to their values. They feel like they know him." Among Clinton's backers, David Crane, chief executive of NRG Energy Inc., which operates power plants nationally, is a "HillRaiser." Clinton bestows the title on donors who have raised at least $100,000. In September, the Princeton, N.J.-based company became the first in 25 years to submit applications to build nuclear power plants, seeking to construct two in Texas. NRG spent $600,000 on Washington lobbying in the first half of 2007, reports show. Among Republicans, McCain regularly talks about nuclear power as a way to stem climate change. Former Massachusetts Gov. Mitt Romney also is supportive. But industry leaders see a change among Democrats and think that Obama and Clinton are, if not supportive, at least not opposed. "We see a field of candidates neutral to very positive," said Michael J. Wallace, head of the Baltimore-based Constellation Energy Nuclear, which operates three nuclear power plants and is considering building more. "We expect very critical questioning. We need that tough question." In 2005, Obama voted for and Clinton voted against wide-ranging energy legislation that authorized the Department of Energy to provide loan guarantees for new nuclear power plants. The votes of all delegates are below, followed by the proposal itself. As you can see, there was lots of support. Objections focused around 2 issues: 1) Term limits: a few delegates were uncomfortable with, or opposed to, the proposal's positive slant on eliminating term limits as Chavez (unsuccessfully) proposed in the recent referendum. 2) IC "green" background paper versus "proposal": a few delegates were uncomforable "approving" what was a background/policy paper on Chavez and the Venezuelan revolution. This is something the IC is also struggling with. That is, when we write background/position papers on foreign policy--part of our committee's mission--should we submit them as proposals for NC approval or should they simply be archived and available as resources for the party, especially for candidates? Clearly, the IC will continue to discuss this issue especially as informed by this recent proposal. The International Committee of the Green Party of the United States has prepared this policy statement on Venezuela to be used by candidates, the media committee, and the general membership in the work of the party. SYNOPSIS This paper reviews the Bolivarian revolution, which began with the presidency of Hugo Chavez and aims at transforming Venezuela's capitalistic system toward a new socialistic one, including partial decentralization of state power to more local, popular control. Except for the narrow defeat of the constitutional reform referendum in 2007, the Venezuelan people have supported this revolution at the ballot box. The successes and dangers of this unique Venezuelan experiment are identified. The USGP supports the self-determination of the Venezuelan people and opposes any US interference. FULL PROPOSAL Green Party of the United States Policy Statement on Venezuela INTRODUCTION Venezuelan Democracy and Constitutional Reform Under Chavez Hugo Chavez has become a polarizing figure internationally, alternately regarded as a hero or demon from the opposing ends of the political spectrum (e.g., see Michael Shifter, Foreign Affairs, May/June 2006). To his supporters, Chavez is determined to bring social justice and equality to millions of mostly impoverished Venezuelans, while bravely standing up to interference from the world's sole superpower, the U.S. To his opponents, especially the Bush administration and U.S. media, the most persistent criticism is that Chavez is anti-democratic--an egomaniacal dictator whose election to the presidency in December 1998 initiated the growing consolidation of power for himself under the guise of helping the poor. This charge was magnified in the lead up to the December, 2007 vote on Constitutional Reforms to the 1999 Constitution, itself the result of reforms of the old (1961) Constitution, initiated by the first Chavez government. (Between Venezuela's independence from Spain in 1811 and 1961 there had been 26 constitutions.) The 1999 Constitution was drafted by a constitutional assembly created by popular referendum and ratified by a 72% popular vote. This reformed Constitution focused on restructuring Venezuelan government including the establishing a Federal Council on Government to facilitate a process of decentralization and transfer of power from the federal government to states and municipalities (Article 185), and institutionalizing the use of the popular referendum to initiate a constitutional assembly, to reform and/or overturn laws and to recall politicians, including the president. http://www.venezuelanalysis.com/analysis/70 Significantly, the tenor of the new Constitution emphasized the development of human capacities (e.g., Articles 20, 102, 299) and guarantee of human rights, including free education up to the tertiary level, free quality health care, access to a clean environment, "the right and duty of each generation to protect the environment for its own benefit and that of the world of the future," (Article 127), rights of minorities (especially indigenous peoples) and the elimination of the death penalty. Proposed changes to the 1999 constitution were voted on in the December, 2007 referendum, organized in two Blocks: "A" (33 changes to its 350 articles) initiated by Chavez and amended by the National Assembly as well as 13 others proposed by the National Assembly itself; and "Block B," in which all 26 reforms were proposed by the National Assembly. (The National Assembly had voted on the reforms by sections, e.g., "Constitutional Exceptions," containing specific articles, during three special legislative sessions before seeking ratification in the national referendum.) Venezuelans were able to vote each block up or down separately, but not on the sections or articles, a process that has elicited criticism, including by Chavez supporters. The No vote against the constitutional reform proposal won 50.7 percent to 49.3 percent, with 45% abstaining. About nine million Venezuelans or 50 percent of those eligible, voted, fewer than expected. This appears to reflect the ambivalence many felt about wanting the social policy reforms but not those extending the power of the president, especially the "Constitutional Exceptions." http://venezuelanalysis.com/news/2950 Public education of these proposed reforms was widespread: 10 million copies of the reforms were distributed (in a country with 26 million), with one poll indicating that 77 percent of Venezuelans had read them; national discussions of the changes took place via at least 9000 public events during a 47-day period (August 16 to October 7), and a special hotline through which 80,000 phone calls were made registering the public's opinion on the proposed changes. (See Angelo Rivero Santos, Los Angeles Times, November 29, 2007) Downplayed or unmentioned in the U.S. press were the social policy highlights of the proposed reforms which included decreasing the work week from 44 hours to 36; establishing the first social security fund for the 50 percent of Venezuelans who are self-employed as street vendors, taxi drivers, etc., free university education, prohibiting foreign funding of elections while including gender parity among candidates, outlawing discrimination based on gender and sexual orientation, and lowering the voting age from 18 to 16--changes that European progressives, including Greens, would recognize. Despite the narrow defeat of the proposed reforms, the current (1999) Constitution still gives Chavez the authority to introduce many of these social policy reforms in the National Assembly or by executive order that must be authorized in advance by an enabling act of the National Assembly. Chavez conceded that the reform proposal lost "for now," suggesting that he may try to initiate these changes sometime before his current term ends in 2012. Most controversial among the proposed changes were those concerning the increase in presidential power: the president's term of office would increase from six to seven years and term limits would be eliminated; the "constitutional exceptions" during states of emergency would no longer be limited to 180 days but as long as emergency conditions persist. For example, press freedom ("right to information") would no longer be protected during these periods; and the Supreme Court's approval for the states of exceptions would be eliminated with only National Assembly approval required. It is important to note that while the elimination of term limits (Article 230) was proposed by Chavez, all the articles under "Constitutional Exceptions" (Articles 337, 338, 339) were initiated by the National Assembly itself, though admittedly these elected legislators are predominantly from Chavez coalition parties. (See Gregory Wilpert, Center for Research on Globalization, Global Research, November 25, 2007) In fact, eliminating term limits enhances democracy, as it merely allows candidates to run for office repeatedly while leaving the choice to voters, as is the case in England, France, Germany, Australia, among others. Instead, the pertinent questions raised here are what conditions prevent Venezuelans--or for that matter, U.S. citizens-from electing leaders they want, and from having the society they want? In the U.S., the existence of presidential term limits since 1947 has not facilitated democracy. But more significant structural impediments in the U.S. electoral system remain: a winner-take-all voting system (versus a system of proportional representation); election of presidents by the Electoral College (rather than by popular vote); corporate financing of campaigns (versus public financing); and a centralized and ever homogenizing two-party system to represent a highly diverse population who have little real institutional power at the local level. Which brings us to the second question raised by the Venezuela's proposed constitutional reforms: What facilitates Venezuelans in having the society they want? THE VENEZUELAN EXPERIMENT The fundamental source of criticism of President Chavez by the Venezuelan opposition and the West (especially the U. S.) is the political economy he envisions: an alternative to capitalism. Thus far, this vision been supported by the majority of Venezuelans at the ballot box. The Chavez presidency has become synonymous with the Venezuelan or Bolivarian "revolution" for this reason. However, at the start, it did not reject capitalism per se but intended to create a different form of it. (Michael Lebowitz, Monthly Review, July-August, 2007). For Chavez, that different form stressed the development of a social economy whose focus is human development rather than the development of capital. By 2005, Chavez' emphasis on creating a social economy (versus a capitalist one) was explicitly termed socialism, but one to be pursued in a form different from that of the Soviet Union. Speaking at the 2005 World Social Forum, Chavez said, "We must reclaim socialism as a thesis, a project and a path, but a new type of socialism, a humanistic one, which puts humans and not machines of the state ahead of everything." Re-elected by a land-slide in December, 2006 on this message of creating a new socialism for Venezuela, the Chavez government moved to empower people at the local, communal level, primarily through the establishment of "communal councils" a process which began with the 2006 Law of Communal Councils and viewed as a major vehicle for transforming the state. Currently numbering over 18,000, these local councils are expected to reach 50,000 at the end of 2007, and have responsibility over areas like infrastructure and some social welfare projects, with authority transferred to them from municipal and state governments. (See Chris Carlson, November 23, 2007, venezuelanalysis.com) In tandem with state power, according to some analysts (George Ciccariello-Maher, Monthly Review, September, 2007), these councils create a situation of "dual power," which challenges critics who claim that the Venezuelan Revolution is basically a statist one in which Chavez' main interest is consolidating power from above. However, unlike Lenin's view of "dual power" as operating through the state, Chavez has been influenced by Antonio Negri's (1999) ideas of "constituent" and "constituted" powers, the former referring to the power of people, which can atrophy, become lethargic, and the latter referring to the power of legally constituted structures, which can become inflexible and stagnant. To understand the ongoing proposed changes in the Venezuelan law and constitution from the viewpoint of Chavez and his supporters (the majority of Venezuelans, who are historically poor and disenfranchised), it is important to consider their view of "law" in general. From their "revolutionary"perspective, law is derived from below, from the people, in order to more closely reflect their social reality rather than the reverse in which their experience must accommodate to a more distant, abstract idea of that experience. (See George Ciccariello-Maher, Monthly Review, September, 2007) Thus, from the view of Chavez supporters, the Venezuelan revolution and Chavez' power are still driven primarily from below. And, in turn, the Chavez government responds by using state power to reactivate this popular--"constituent"-power in an attempt to sustain the ongoing dialogue between the state and the local populace. This process was especially apparent in the grassroots defense of Chavez during the 2002 coup attempt by his opposition, in which millions of Chavez supporters rallied to return him to office. It is unclear how the Venezuelan experiment to create a more just and democratic society will evolve. The Green Party of the United States acknowledges that such social experiments, however well intentioned, are fraught with dangers and can fail. Some of these dangers in the Venezuelan situation include: external interference, especially U.S.; general political and economic instability; the failure of people at the local level (e.g., the communal councils) to assert themselves sufficiently vis-?-vis the state; that internal corruption and cronyism will continue; that the Venezuelan revolution is really a Chavista revolution, dependent on the rule of one man; that the former ruling oligarchy will be replaced by a new Bolivarian oligarchy; that if given more power (e.g., to declare "states of exception"), Chavez will abuse it; and that as an oil-based economy, Venezuela's transition to local economic development and more local control, will not occur in the long term; rather, that the country's primary embrace of oil will increase ecological stress, and that the oil income will diminish before the goals of the Venezuelan revolution can be reached. However, as a political party of the United States, we also recognize that our capitalistic system is not only limited in addressing our significant problems of poverty, growing economic disparity and environmental degradation, but is also a major cause of these social and ecological ills worldwide. We know that the Venezuelan revolution offers hope and the concrete possibility of a better life for the peoples of Venezuela and perhaps for those throughout Latin America. At this point, we support this experiment primarily by opposing our government's interference with it. Therefore, the Green Party of the United States supports the right of the Venezuelan people to sovereignty and self-determination, and recognizes the democratically-elected government of Venezuela as the legitimate expression of the will and interests of the Venezuelan people. The Green Party strongly advocates a US policy of friendship and cooperation with Venezuela, and opposes all actions by the US government to intervene in Venezuela's internal affairs, whether by political, economic or military means. We commend the Venezuelan government for its efforts to promote fair trade agreements, and to support equitable and just economic practices in its relations with developing countries. We also applaud Venezuela's declaration of independence from the International Monetary Fund and the World Bank. We look forward to other countries' emulating Venezuelan programs that have contributed to a 31% drop in the official poverty rate from 1998 to the close of 2006: low-cost food markets, medical clinics, new schools, literacy training, four-legged bookmobiles, university scholarships, worker-owned and run cooperative economic ventures, and the purchase of unutilized acreage for use by landless farmers. We are grateful for Venezuela's program for providing oil at low cost for the economically disadvantaged in other countries, including here in the US, a policy in sharp contrast to the greed-driven policies of the US oil multinationals. The Green Party of the United States supports the position of the Venezuelan Green Party in opposing the Chavez government's efforts to increase the mining and usage of coal, and in opposing the construction and use of nuclear power. The Green Party of the United States stands with Greens around the world in advocating for efficiency and conservation as a first priority for a sane energy future followed by increased development of renewable energy sources. Venezuela, public airwaves and the non-renewal of RCTV's broadcast license The Green Party supports the constitutional decision made by the Chavez administration not to renew the broadcast license of Radio Caracas Televisi?n (RCTV) when it expired, and we denounce the dishonest attempts by US political leaders and the mainstream media to portray this decision as an attack on free speech and freedom of the press in Venezuela. The broadcast spectrum is a public resource under the laws of both Venezuela and of the US, and any nation has the right to hold private corporations accountable to the laws that govern use of the public airwaves. During the 20-year term of RCTV's broadcast license, the company committed more than 600 violations of Venezuelan laws, including broadcasting pornography, promoting smoking and alcohol drinking, and refusing to pay fines and taxes. By far the greatest crime committed by RCTV, in violation of its broadcast license, was the station's direct role in organizing the April 2002 US-backed violent military coup that temporarily overthrew Venezuela's democratically elected government. Despite claims by leaders of both major parties in the US, the non-renewal of RCTV's broadcast license is not a case of the Chavez government "silencing dissent." It is a legal and constitutional matter. Venezuela's right to protect the public interest and enforce its own laws must be upheld. The vast majority of media outlets in Venezuela continue to be operated by private entities that oppose the Chavez government. In fact, seventy-nine out of 81 TV stations, 706 out of 708 radio stations and virtually all the Venezuelan newspapers are privately owned, constitutionally protected and uncensored. The Green Party views the proper role of the news media in Venezuela, the US and all countries, as primarily serving the public interest with investigative reporting from an independent perspective, rather than corporate-sponsored propaganda disguised as "news" that serves the interests and agenda of a powerful elite. We support the efforts of the Chavez government since taking office to increase the people's exercise of the right to use the nation's airwaves not by silencing the rich minority who have a near-monopoly on the media, but legalizing a number of previously illegal private community radio stations (the sort that are still illegal in the United States). The Green Party of the United States deplores the misreporting by the largely corporate-owned US media, infamous for its skewed reporting in the lead-up to the invasion of Iraq, as it again reveals its bias by failing to report the real issues involved in the non-renewal of RCTV's license. US Foreign Policy toward Venezuela The misreporting by US media on events in Venezuela and statements by the Bush Administration and Democratic Party leaders condemning Venezuela have nothing to do with valuing democracy and free speech. Instead, the defining drivers in US foreign policy are: US ACCESS TO OIL MARKETS In 2001, after several elections had established a new constitution and a new National Assembly dedicated to eradicating poverty, Venezuelans passed a law asserting the authority to control its most vital resource, oil. Within five months, Venezuela's elite attempted a coup, supported by the Bush administration, using United States taxpayer money through the so-called National Endowment for Democracy. Exxon, Mobil, BP and Chevron had come to Venezuela's oil fields in earlier times when the royalties were as low as 1% and there were no taxes. In May 2007, Chavez nationalized the last of the nation's private oil fields, asserting Venezuela's right to benefit from its own resources. In May, the country raised its stake in the oil profits from 30-49% to 60%. The oil companies have been permitted to stay and work the oil fields, but Venezuela will receive more of the profit. Although this will not immediately affect the US supply of oil, Venezuela has let it be known that it would like to sell its oil to more countries. The US is currently the largest consumer of Venezuelan oil, and Venezuela is the third largest exporter of oil to the United States. Venezuela's increased oil income is to be channeled to benefit its citizens through social justice programs, such as healthcare, literacy and agricultural reform, to better the lives of the country's many poor. US AMBITION FOR ECONOMIC DOMINANCE Venezuela has made strides toward economic independence from the United States by repaying its International Monetary Fund and World Bank loans. Chavez is the initiator of the Banco del Sur, a regional lending institution created by and for the benefit of South American countries. This reduces South American dependence upon the World Bank and the International Monetary Fund, with their goal of economic dominance through privatization. We support these efforts, in addition to Venezuela's right to independent diplomacy and to negotiate trade agreements with other sovereign nations for mutual benefit. Venezuela's Military Strength US intelligence sources misreported the existence of a secret agreement between Iran and Venezuela that involved Iran sending nuclear weapons to Venezuela and Cuba. Venezuela's leaders have denied any such agreement, noting that their military agreements are "totally clear and public". They condemn nuclear proliferation and have called for worldwide nuclear disarmament. In the Caribbean, in May 2006, the US, Holland and Britain carried out the largest military games held there since the Cuban Missile Crisis. Since then, Venezuela has been purchasing conventional weapons to prepare for defense against possible US attack. Venezuela spends 1.6% of its GNP in military expenditures, a percentage similar to Venezuela's pre-Chavez expenditures. (In comparison, the US currently spends over 4.0% of its GDP on the military.) It is well behind Colombia and Chile, both US allies, in weapon purchases. The Green Party of the United States notes that the avowed purpose of the US military is to defend the United States when threatened, not to attack for dominance in economic and/or oil markets. Greens support the same sovereign right to defend against attack for Venezuela and other nations. However, we deplore our nation's use of nuclear weapons and call for all nuclear nations to disarm. Summary We call upon our government to respect Venezuela's democratically elected government, its sovereign right to act on behalf of its own economic well-being, its right to hold public airwave licensees accountable to Venezuelan laws and the right of the Venezuelan government to act as it sees fit regarding the rights and well-being of all its citizens. We recognize Venezuela as a leader in making a serious effort to meet the basic needs of its people, alleviating poverty, improving healthcare, increasing literacy, fostering democracy, encouraging cooperatives as an economic development tool, and promoting community radio stations and regional economic independence. Situated at the packed Kodak Theatre -- site of the Hollywood Oscar awards -- thousands of people, including anti-war protesters, were outside, where tickets were being scalped for $1,000. The burgeoning excitement swept up Mr. Blitzer into an introduction reminiscent of a heavyweight boxing title fight. Referring to the "glamour on this stage_one of the great stages of all time," he declared that "this will be the first time that Hillary Clinton and Barack Obama will be debating face to face, just the two of them, one-on-one." The crowd roared! When it was over two hours later, here is how the reporters, not the columnists, of the New York Times described the showdown: "Senators Hillary Rodham Clinton and Barack Obama sat side by side here Thursday, sharing a night of smiles, friendly eye-catching and gentle banter_It was almost as if the battle was to see which of them could outnice the other." Since neither scored a knockout, a knockdown, and neither stumbled, the audience left without many feeling the pain of their champion being bested. Even the Times' critic, Alessandra Stanley, she of the usual barbed pen, could only marvel at the smooth harmony ideology both candidates decided to adopt. She wrote: "They let their eyes make nice. As they stood in front of the audience before the debate, Mr. Obama leaned down to Mrs. Clinton and whispered a few words in her ear, as if continuing the fun chat they had just shared backstage." The two candidates were unperturbed by any questions from the reporters that they had not answered before or they were soft balls they could hit out of the ball park. As in all debates involving presidential candidates, the reporters were unwilling or incapable of asking questions reflecting situations and conditions widely reported or investigated by their own colleagues. This phenomenon of invincible reluctance should be studied by anthropologists or psychologists. Examples follow: I called up Chris Hedges, former New York Times Middle East bureau chief and author for a question he would have asked. He offered this one. "The Israeli government is imposing severe and continual collective punishment on the 1.5 million people of tiny Gaza, which includes restricting or cutting off food, fuel, electricity, medicines and other necessities. Malnutrition rates among many children resemble the worst of sub-Saharan Africa. Israel's leading newspaper, Ha'aretz, has reporters and columnists describing these horrific conditions and concluding that the ferocity of the blockade is detrimental to Israel as well as the Palestinians. "Collective punishment is clearly a violation of established international law. Prominent, former military, security and political leaders in Israel are speaking out against this punishment and calling for negotiations with Hamas. Do you, Senator Clinton and Senator Obama, agree with these Israelis or do you continue to support the policy of collective punishment against innocent men, women and children in Gaza?" Alexander Cockburn, CounterPunch coeditor, suggested this question: "Senator Clinton, in all your previous debates, you have not criticized the bloated military budget.The Soviet Union is gone. Yet military spending now consumes half of the federal government's operating expenditures. "What would you do to reduce the tens of billions of wasted dollars and eliminate redundant weapons systems? "And, further, would you abolish the missile defense project, now universally conceded to be useless for the purpose it was originally designed, downing incoming ICBM. It costs about $10 billion a year with a total expenditure of over $150 billion since Ronald Reagan kicked off the program." Here are a few questions of my own. "Senator Obama, you have taught Constitutional law. Has President Bush violated the Constitution, federal statutes and international treaties during his two terms of office? If so, please elaborate and tell the American people what you think should be done about holding the self-described "responsibility" President accountable under the impeachment authority of Congress and other laws of the land?" "Senator Clinton, you represent New York, which includes the large banking, brokerage and investment firms colloquially called Wall Street. Eliot Spitzer became governor of your state largely on his widely reported reputation for prosecuting corporate crooks who fleeced investors, pensioners and workers of hundreds of billions of dollars. He often remarked that the federal criminal laws were too weak and the Securities and Exchange Commission was too lenient. "As the Senator from New York, what specifically have you done to advance a strong crackdown on corporate crime with tougher laws and larger enforcement budgets? And, specifically, what do you intend to do as President?" "Senator Obama, you have often spoken about your health insurance plan as a way to reduce costs. Yet you do not discuss three major cost reduction opportunities. The GAO, the investigative arm of Congress, estimates that ten per cent of the entire health expenditures in this country go down the drain due to computerized billing fraud and abuse. The one advantage we have in the 3rd CD is that we already have ballot status and, therefore, do not have to petition to run a candidate for Congress. Technically, we could wait until July to select a candidate, but the state party would very much like us to recruit a candidate to run against Rosa DeLauro before the end of March. In my opinion, it would be wonderful to run a Green candidate, who is well versed in "green" issues, as well as other Green Party positions, such as single-payer universal health care, impeachment of Cheney and Bush (in that order), condemnation of torture, and immediate withdrawal of troops from Iraq, to name just a few. But that is not stopping him from preparing for a fourth long-shot run at the White House. Once again, the spoiler role. Mr. Nader, a Winsted native who still uses the family home there as his official voting address, announced recently that he's forming an exploratory committee to test support for his candidacy. Naturally, he doesn't have anything good to say about any of the candidates who have been campaigning for the past year. Imagine that. In a month or so, Mr. Nader says he will determine whether he has enough support and money to run. We bet whatever support pops up will be sufficient in his mind. He's drawn to this quadrennial troublemaking like a moth to a flame. Once one of this country's most admired and effective figures as a public-interest lawyer, author and organizer, Mr. Nader has become a crank and a nag, a Narcissus who seems to believe that if he hasn't said it, it hasn't been said. But it has. Mr. Nader's message is not new. It is, broadly, that big corporations are parasites who control our lives and send Americans' good jobs overseas and that the current crop of elected leaders should be held accountable if not impeached. It has been repeated in one shape or another by other candidates, especially Rep. Dennis Kucinich of Ohio and former Sen. John Edwards of North Carolina. But that populist, class-warfare message didn't resonate with voters, and Mr. Kucinich and Mr. Edwards dropped out. What makes Mr. Nader, who is even harsher and more divisive, think he'll have any greater success? Mr. Nader says everybody has a right to speak and a right to run for president. That's true, of course. And everybody has a right to trash his own legacy. Another Nader campaign would be all about ego. The once-admired consumer advocate has become Connecticut's Harold Stassen ? the boy governor of Minnesota who became a national laughingstock because he didn't know when to quit. Greens from other states are going to Arizona to assist. The feeling is that if we lose Arizona, it will set a bad precedent for other difficult ballot states. The committee is developing short analysis papers for other state ballot lines. We currently have such papers submitted for Arizona, Connecticut, Georgia, Minnesota, and Utah. Fundraising is a significant concern of the committee. The GPUS website has a page set up for ballot access earmarked contributions but there's not a substantive outreach program for this. It has been suggested that the Field Director could play a role in fundraising. While it has been relatively straightforward for the committee to focus on Arizona, very soon there will be numerous major drives going on, and this will be the first time the committee has really been engaging this process. Trying to figure out what precisely the committee can do to assist when the onslaught of petition drives really takes off will be a thorny matter, but interest and determination are both high. But that is not stopping him from preparing for a fourth long-shot run at the White House. Once again, the spoiler role. Mr. Nader, a Winsted native who still uses the family home there as his official voting address, announced recently that he's forming an exploratory committee to test support for his candidacy. Naturally, he doesn't have anything good to say about any of the candidates who have been campaigning for the past year. Imagine that. In a month or so, Mr. Nader says he will determine whether he has enough support and money to run. We bet whatever support pops up will be sufficient in his mind. He's drawn to this quadrennial troublemaking like a moth to a flame. Once one of this country's most admired and effective figures as a public-interest lawyer, author and organizer, Mr. Nader has become a crank and a nag, a Narcissus who seems to believe that if he hasn't said it, it hasn't been said. But it has. Mr. Nader's message is not new. It is, broadly, that big corporations are parasites who control our lives and send Americans' good jobs overseas and that the current crop of elected leaders should be held accountable if not impeached. It has been repeated in one shape or another by other candidates, especially Rep. Dennis Kucinich of Ohio and former Sen. John Edwards of North Carolina. But that populist, class-warfare message didn't resonate with voters, and Mr. Kucinich and Mr. Edwards dropped out. What makes Mr. Nader, who is even harsher and more divisive, think he'll have any greater success? Mr. Nader says everybody has a right to speak and a right to run for president. That's true, of course. And everybody has a right to trash his own legacy. Another Nader campaign would be all about ego. By simply providing a runoff, instant or otherwise, the supporters casting votes for third party candidates like Nader (and don't forget Bloomberg) would be able to express a secondary preference in the likely event that their first choice does not finish in the top two and no candidate receives more than 50%. By allowing these third parties to play a role of constructive advocates for their position you stand to gain the support of many unmobilized voters who could provide an indispensable adjunct to your current base of support as you pursue your ambitious vision for reforming healthcare, etc... Without changing the laws of the State of Connecticut to allow for a more constructive role for third parties there persists the risk that the actual will of the electorate can be subverted by a system of elections that promotes the primacy of the two parties above the will of the voters. In the process many political activists who could come to your aid in the years to come will remain dormant, and this does jeapordize your nobel ambitions to realize a vision that is beyond the reach of the current political establishment. Feb. 27? 2008 Part of me shares the enthusiasm for Barack Obama. After all, how could someone calling themself a progressive not sense the importance of what it means to have an African-American so close to the presidency? But as his campaign has unfolded, and I heard that we are not red states or blue states for the 6th or 7th time, I realized I knew virtually nothing about him. Like most, I know he gave a stirring speech at the Democratic National Convention in 2004. I know he defeated Alan Keyes in the Illinois Senate race; although it wasn?t much of a contest (Keyes was living in Maryland when he announced). Recently, I started looking into Obama?s voting record, and I?m afraid to say I?m not just uninspired: I?m downright fearful. Here's why: This is a candidate who says he?s going to usher in change; that he is a different kind of politician who has the skills to get things done. He reminds us again and again that he had the foresight to oppose the war in Iraq. And he seems to have a genuine interest in lifting up the poor. But his record suggests that he is incapable of ushering in any kind of change I?d like to see. It is one of accommodation and concession to the very political powers that we need to reign in and oppose if we are to make truly lasting advances. THE WAR IN IRAQ Let?s start with his signature position against the Iraq war. Obama has sent mixed messages at best. First, he opposed the war in Iraq while in the Illinois state legislature. Once he was running for US Senate though, when public opinion and support for the war was at its highest, he was quoted in the July 27, 2004 Chicago Tribune as saying, ?There?s not that much difference between my position and George Bush?s position at this stage. The difference, in my mind, is who?s in a position to execute.? The Tribune went on to say that Obama, ?now believes US forces must remain to stabilize the war-ravaged nation ? a policy not dissimilar to the current approach of the Bush administration.? Obama?s campaign says he was referring to the ongoing occupation and how best to stabilize the region. But why wouldn?t he have taken the opportunity to urge withdrawal if he truly opposed the war? Was he trying to signal to conservative voters that he would subjugate his anti-war position if elected to the US Senate and perhaps support a lengthy occupation? Well as it turns out, he?s done just that. Since taking office in January 2005 he has voted to approve every war appropriation the Republicans have put forward, totaling over $300 billion. He also voted to confirm Condoleezza Rice as Secretary of State despite her complicity in the Bush Administration?s various false justifications for going to war in Iraq. Why would he vote to make one of the architects of ?Operation Iraqi Liberation? the head of US foreign policy? Curiously, he lacked the courage of 13 of his colleagues who voted against her confirmation. And though he often cites his background as a civil rights lawyer, Obama voted to reauthorize the Patriot Act in July 2005, easily the worse attack on civil liberties in the last half-century. It allows for wholesale eavesdropping on American citizens under the guise of anti-terrorism efforts. And in March 2006, Obama went out of his way to travel to Connecticut to campaign for Senator Joseph Lieberman who faced a tough challenge by anti-war candidate Ned Lamont. At a Democratic Party dinner attended by Lamont, Obama called Lieberman ?his mentor? and urged those in attendance to vote and give financial contributions to him. This is the same Lieberman who Alexander Cockburn called ?Bush?s closest Democratic ally on the Iraq War.? Why would Obama have done that if he was truly against the war? Recently, with anti-war sentiment on the rise, Obama declared he will get our combat troops out of Iraq in 2009. But Obama isn?t actually saying he wants to get all of our troops out of Iraq. At a September 2007 debate before the New Hampshire primary, moderated by Tim Russert, Obama refused to commit to getting our troops out of Iraq by January 2013 and, on the campaign trail, he has repeatedly stated his desire to add 100,000 combat troops to the military. At the same event, Obama committed to keeping enough soldiers in Iraq to ?carry out our counter-terrorism activities there? which includes ?striking at al Qaeda in Iraq.? What he didn?t say is this continued warfare will require an estimated 60,000 troops to remain in Iraq according to a May 2006 report prepared by the Center for American Progress. Moreover, it appears he intends to ?redeploy? the troops he takes out of the unpopular war in Iraq and send them to Afghanistan. So it appears that under Obama?s plan the US will remain heavily engaged in war. This is hardly a position to get excited about. CLASS ACTION REFORM: In 2005, Obama joined Republicans in passing a law dubiously called the Class Action Fairness Act (CAFA) that would shut down state courts as a venue to hear many class action lawsuits. Long a desired objective of large corporations and President George Bush, Obama in effect voted to deny redress in many of the courts where these kinds of cases have the best chance of surviving corporate legal challenges. Instead, it forces them into the backlogged Republican-judge dominated federal courts. By contrast, Senators Clinton, Edwards and Kerry joined 23 others to vote against CAFA, noting the ?reform? was a thinly-veiled ?special interest extravaganza? that favored banking, creditors and other corporate interests. David Sirota, the former spokesman for Democrats on the House Appropriations Committee, commented on CAFA in the June 26, 2006 issue of The Nation, ?Opposed by most major civil rights and consumer watchdog groups, this Big Business-backed legislation was sold to the public as a way to stop "frivolous" lawsuits. But everyone in Washington knew the bill's real objective was to protect corporate abusers.? Nation contributor Dan Zegart noted further: ?On its face, the class-action bill is mere procedural tinkering, transferring from state to federal court actions involving more than $5 million where any plaintiff is from a different state from the defendant company. But federal courts are much more hostile to class actions than their state counterparts; such cases tend to be rooted in the finer points of state law, in which federal judges are reluctant to dabble. And even if federal judges do take on these suits, with only 678 of them on the bench (compared with 9,200 state judges), already overburdened dockets will grow. Thus, the bill will make class actions ? most of which involve discrimination, consumer fraud and wage-and-hour violations ? all but impossible. One example: After forty lawsuits were filed against Wal-Mart for allegedly forcing employees to work "off the clock," four state courts certified these suits as class actions. Not a single federal court did so, although the practice probably involves hundreds of thousands of employees nationwide.? Why would a civil rights lawyer knowingly make it harder for working-class people to have their day in court, in effect shutting off avenues of redress? CREDIT CARD INTEREST RATES: Obama has a way of ducking hard votes or explaining away his bad votes by trying to blame poorly-written statutes. Case in point: an amendment he voted on as part of a recent bankruptcy bill before the US Senate would have capped credit card interest rates at 30 percent. Inexplicably, Obama voted against it, although it would have been the beginning of setting these predatory lending rates under federal control. Even Senator Hillary Clinton supported it. Now Obama explains his vote by saying the amendment was poorly written or set the ceiling too high. His explanation isn?t credible as Obama offered no lower number as an alternative, and didn?t put forward his own amendment clarifying whatever language he found objectionable. Why wouldn?t Obama have voted to create the first federal ceiling on predatory credit card interest rates, particularly as he calls himself a champion of the poor and middle classes? Perhaps he was signaling to the corporate establishment that they need not fear him. For all of his dynamic rhetoric about lifting up the masses, it seems Obama has little intention of doing anything concrete to reverse the cycle of poverty many struggle to overcome. LIMITING NON-ECONOMIC DAMAGES: These seemingly unusual votes wherein Obama aligns himself with Republican Party interests aren?t new. While in the Illinois Senate, Obama voted to limit the recovery that victims of medical malpractice could obtain through the courts. Capping non-economic damages in medical malpractice cases means a victim cannot fully recover for pain and suffering or for punitive damages. Moreover, it ignored that courts were already empowered to adjust awards when appropriate, and that the Illinois Supreme Court had previously ruled such limits on tort reform violated the state constitution. In the US Senate, Obama continued interfering with patients? full recovery for tortious conduct. He was a sponsor of the National Medical Error Disclosure and Compensation Act of 2005. The bill requires hospitals to disclose errors to patients and has a mechanism whereby disclosure, coupled with apologies, is rewarded by limiting patients? economic recovery. Rather than simply mandating disclosure, Obama?s solution is to trade what should be mandated for something that should never be given away: namely, full recovery for the injured patient. MINING LAW OF 1872: In November 2007, Obama came out against a bill that would have reformed the notorious Mining Law of 1872. The current statute, signed into law by Ulysses Grant, allows mining companies to pay a nominal fee, as little as $2.50 an acre, to mine for hardrock minerals like gold, silver, and copper without paying royalties. Yearly profits for mining hardrock on public lands is estimated to be in excess of $1 billion a year according to Earthworks, a group that monitors the industry. Not surprisingly, the industry spends freely when it comes to lobbying: an estimated $60 million between 1998-2004 according to The Center on Public Integrity. And it appears to be paying off, yet again. The Hardrock Mining and Reclamation Act of 2007 would have finally overhauled the law and allowed American taxpayers to reap part of the royalties (4 percent of gross revenue on existing mining operations and 8 percent on new ones). The bill provided a revenue source to cleanup abandoned hardrock mines, which is likely to cost taxpayers over $50 million, and addressed health and safety concerns in the 11 affected western states. Later it came to light that one of Obama?s key advisors in Nevada is a Nevada-based lobbyist in the employ of various mining companies (CBS News ?Obama?s Position On Mining Law Questioned. Democrat Shares Position with Mining Executives Who Employ Lobbyist Advising Him,? November 14, 2007). REGULATING NUCLEAR INDUSTRY: The New York Times reported that, while campaigning in Iowa in December 2007, Obama boasted that he had passed a bill requiring nuclear plants to promptly report radioactive leaks. This came after residents of his home state of Illinois complained they were not told of leaks that occurred at a nuclear plant operated by Exelon Corporation. The truth, however, was that Obama allowed the bill to be amended in Committee by Senate Republicans, replacing language mandating reporting with verbiage that merely offered guidance to regulators on how to address unreported leaks. The story noted that even this version of Obama?s bill failed to pass the Senate, so it was unclear why Obama was claiming to have passed the legislation. The February 3, 2008 The New York Times article titled ?Nuclear Leaks and Response Tested Obama in Senate? by Mike McIntire also noted the opinion of one of Obama?s constituents, which was hardly enthusiastic about Obama?s legislative efforts: "Senator Obama's staff was sending us copies of the bill to review, and we could see it weakening with each successive draft," said Joe Cosgrove, a park district director in Will County, Ill., where low-level radioactive runoff had turned up in groundwater. "The teeth were just taken out of it." As it turns out, the New York Times story noted: ?Since 2003, executives and employees of Exelon, which is based in Illinois, have contributed at least $227,000 to Mr. Obama?s campaigns for the United States Senate and for president. Two top Exelon officials, Frank M. Clark, executive vice president, and John W. Rogers Jr., a director, are among his largest fund-raisers.? ENERGY POLICY: On energy policy, it turns out Obama is a big supporter of corn-based ethanol which is well known for being an energy-intensive crop to grow. It is estimated that seven barrels of oil are required to produce eight barrels of corn ethanol, according to research by the Cato Institute. Ethanol?s impact on climate change is nominal and isn?t ?green? according to Alisa Gravitz, Co-op America executive director. ?It simply isn?t a major improvement over gasoline when it comes to reducing our greenhouse gas emissions.? A 2006 University of Minnesota study by Jason Hill and David Tilman, and an earlier study published in BioScience in 2005, concur. (There?s even concern that a reliance on corn-based ethanol would lead to higher food prices.) So why would Obama be touting this as a solution to our oil dependency? Could it have something to do with the fact that the first presidential primary is located in Iowa, corn capitol of the country? In legislative terms this means Obama voted in favor of $8 billion worth of corn subsidies in 2006 alone, when most of that money should have been committed to alternative energy sources such as solar, tidal and wind. SINGLE-PAYER HEALTH CARE: Obama opposed single-payer bill HR676, sponsored by Congressmen Dennis Kucinich and John Conyers in 2006, although at least 75 members of Congress supported it. Single-payer works by trying to diminish the administrative costs that comprise somewhere around one-third of every health care dollar spent, by eliminating the duplicative nature of these services. The expected $300 billion in annual savings such a system would produce would go directly to cover the uninsured and expand coverage to those who already have insurance, according to Dr. Stephanie Woolhandler, an Associate Professor of Medicine at Harvard Medical School and co-founder of Physicians for a National Health Program. Obama?s own plan has been widely criticized for leaving health care industry administrative costs in place and for allowing millions of people to remain uninsured. ?Sicko? filmmaker Michael Moore ridiculed it saying, ?Obama wants the insurance companies to help us develop a new health care plan-the same companies who have created the mess in the first place.? NORTH AMERICAN FREE TRADE AGREEMENT: Regarding the North American Free Trade Agreement, Obama recently boasted, ?I don?t think NAFTA has been good for Americans, and I never have.? Yet, Calvin Woodward reviewed Obama?s record on NAFTA in a February 26, 2008 Associated Press article and found that comment to be misleading: ?In his 2004 Senate campaign, Obama said the US should pursue more deals such as NAFTA, and argued more broadly that his opponent's call for tariffs would spark a trade war. AP reported then that the Illinois senator had spoken of enormous benefits having accrued to his state from NAFTA, while adding that he also called for more aggressive trade protections for US workers.? Putting aside campaign rhetoric, when actually given an opportunity to protect workers from unfair trade agreements, Obama cast the deciding vote against an amendment to a September 2005 Commerce Appropriations Bill, proposed by North Dakota Senator Byron Dorgan, that would have prohibited US trade negotiators from weakening US laws that provide safeguards from unfair foreign trade practices. The bill would have been a vital tool to combat the outsourcing of jobs to foreign workers and would have ended a common corporate practice known as ?pole-vaulting? over regulations, which allows companies doing foreign business to avoid ?right to organize,? ?minimum wage,? and other worker protections. SOME FINAL EXAMPLES: On March 2, 2007 Obama gave a speech at AIPAC, America?s pro-Israeli government lobby, wherein he disavowed his previous support for the plight of the Palestinians. In what appears to be a troubling pattern, Obama told his audience what they wanted to hear. He recounted a one-sided history of the region and called for continued military support for Israel, rather than taking the opportunity to promote the various peace movements in and outside of Israel. Why should we believe Obama has courage to bring about change? He wouldn?t have his picture taken with San Francisco Mayor Gavin Newsom when visiting San Francisco for a fundraiser in his honor because Obama was scared voters might think he supports gay marriage (Newsom acknowledged this to Reuters on January 26, 2007 and former Mayor Willie Brown admitted to the San Francisco Chronicle on February 5, 2008 that Obama told him he wanted to avoid Newsom for that reason.) Obama acknowledges the disproportionate impact the death penalty has on blacks, but still supports it, while other politicians are fighting to stop it. (On December 17, 2007 New Jersey Governor Jon Corzine signed a bill banning the death penalty after it was passed by the New Jersey Assembly.) On September 29, 2006, Obama joined Republicans in voting to build 700 miles of double fencing on the Mexican border (The Secure Fence Act of 2006), abandoning 19 of his colleagues who had the courage to oppose it. But now that he?s campaigning in Texas and eager to win over Mexican-American voters, he says he?d employ a different border solution. It is shocking how frequently and consistently Obama is willing to subjugate good decision making for his personal and political benefit. Obama aggressively opposed initiating impeachment proceedings against the president (?Obama: Impeachment is not acceptable,? USA Today, June 28, 2007) and he wouldn?t even support Wisconsin Senator Russ Feingold?s effort to censure the Bush administration for illegally wiretapping American citizens in violation of the 1978 Foreign Intelligence Surveillance Act. In Feingold?s words ?I?m amazed at Democrats cowering with this president?s number?s so low.? Once again, it?s troubling that Obama would take these positions and miss the opportunity to document the abuses of the Bush regime. CONCLUSION: Once I started looking at the votes Obama actually cast, I began to hear his rhetoric differently. The principal conclusion I draw about ?change? and Barack Obama is that Obama needs to change his voting habits and stop pandering to win votes. If he does this he might someday make a decent candidate who could earn my support. For now Obama has fallen into a dangerous pattern of capitulation that he cannot reconcile with his growing popularity as an agent of change. I remain impressed by the enthusiasm generated by Obama?s style and skill as an orator. But I remain more loyal to my values, and I?m glad to say that I want no part in the Obama craze sweeping our country. "Go Ralph, go," said Mike DeRosa, co-chairman of the Connecticut Green party. He believes that Nader will seek the party's nomination. "I assume that he's going to come to the convention and I assume he's going to vie for our votes," DeRosa said. Nader ran for president with the Green Party in 1996 and 2000. Democrats have blamed him for drawing votes away from Vice President Al Gore, leading to a narrow loss to George W. Bush in 2000. The accusation caused a rift in the Green Party, leading to the nomination of a different candidate, Texas attorney David Cobb, in 2004. Nader ran as an independent. This time around, some Green Party members are looking to get Nader back. A group called the Draft Nader Committee put together an online petition to encourage Nader to align with the party. DeRosa, who lives in Wethersfield, is among those who signed it. "We're looking forward to raising questions about the war and the economy, and fundamental questions about the future of our country ... and I think Ralph is probably the best person to present those issues," DeRosa said. Clifford Thornton, a national and state party co-chairman, would also like Nader to join the Green Party, though he's not as optimistic as DeRosa. "I think it's good that (Nader is) doing this, and I'd like to see him run on the Green Party ticket, but I don't think he will," Thornton said. Ideally, Thornton hopes Nader and Cynthia McKinney, a former Democratic congresswoman and current Green Party front-runner among those who are actively seeking the nomination, will run on the same ticket. He said they appeal to different bases ? McKinney to young people and minorities and Nader to those who remember his early bids for the presidency. "That will make the Green Party bid much stronger," Thornton said. Connecticut does not allow minor parties to participate in the primaries, so the state's 1,800 registered Green Party members will receive nomination ballots in late March, DeRosa said. While some states chose not to include Nader on the ballot because he is only a draft candidate, DeRosa said party members in Connecticut will be able to vote for Nader. In California, where Green party members were allowed to chose their candidate on primary day, Nader defeated McKinney 61 percent to 26 percent. The Connecticut Green Party will divvy up delegates on April 26, DeRosa said. The national party convention will be held in Chicago on July 6. Remy Chevalier, a Green Party member from Weston, hoped Nader would return to scrutinizing the automotive industry, as he did in the 1960s, this time advocating alternative fuel sources. It should be a platform in Nader's campaign, Chevalier said.
