    A conservative group that wants to see the US government address
    climate change is trying to reach the president through his favorite
    medium:
    The ads don't have a target audience of just one, of course. Besides
    reaching Trump, the ads are meant to help counterbalance the
    networks' tendencies to treat climate change as a two-sided issue,
    giving equal airtime to those who deny its existence. Instead, the
    ads could help show something like reality

    - most people agree climate change is occurring but many disagree
    about how serious it will be. "Much of what you see in the media
    [and] advertising raises doubts about whether there's a scientific
    consensus about climate change," says George Frampton, one of the
    partnership's co-founders. The group hopes to get the idea of
    conservative support for action on climate change out there,
    influencing think tanks and media bookers and eventually getting the
    message to Republicans in the House and Senate, too.

    The just-released Omnibus Appropriations bill includes a
    controversial provision that declares burning of biomass for
    electricity carbon neutral – counting it as an equivalent to truly
    clean energy sources like solar and wind power, even though biomass
    greenhouse gas emissions generate approximately 150% the emissions
    of coal and 300-400% those of natural gas per unit of energy
    produced. The provision is expected to inhibit the development of
    the solar and wind industries, and also contribute to increased
    levels of conventional air pollutions. Ramping up electricity
    production from forest biomass would take vast amounts of tree and
    woody material. The proposed conversion of the Boardman plant in
    Oregon from coal to biomass would require 3.8 million tons of
    biomass a year, which would be sourced from national forests.
    In response, Henry Waxman, Chairman of Mighty Earth, said:
    "*Just because Congress says burning trees for electricity is carbon
    neutral doesn't mean that it is.* This provision repeats some of the
    same mistakes in the Renewable Fuel Standard that has had massive
    unintended negative consequences for forests, the climate, and
    consumers. By incentivizing dirty energy, this policy will
    disadvantage truly clean renewables like wind and solar.
    "This provision is a blatant attack on science. Science clearly
    shows that burning of trees for electricity produces far more
    pollution than even coal. Congress should leave climate science to
    the scientists.
    "The policy also sets an example for rainforest nations, suggesting
    that somehow burning forests is a solution to climate change. As
    such, this policy plays into the hands of some of the world's worst
    forest destroyers."

    The broad fiscal 2017 spending bill released overnight includes
    contentious language to require the federal government to treat
    emissions from forest biomass as carbon neutral....
    "This provision repeats some of the same mistakes in the Renewable
    Fuel Standard that has had massive unintended negative consequences
    for forests, the climate, and consumers," Waxman, now chairman of
    the advocacy firm Waxman Strategies, said in a statement to E&E News...
    Environmentalists say the rider ignores carbon dioxide emissions
    released by power plants that burn wood, and that boosting bioenergy
    would mean cutting down more trees in the United States and set an
    example for rainforest nations that could lead to destructive practices.
    "Biomass is not carbon neutral, and it will never be a solution to
    climate change, and pretending otherwise is bowing down to the
    timber industry," said Friends of the Earth Senior Political
    Strategist Ben Schreiber. "The inclusion of this rider is a
    significant setback for the integrity of science in climate change

    The omnibus also reflects lawmakers' continuing preoccupation with
    potential compliance challenges posed by EPA's 70-parts-per-billion
    ground-level ozone standard, adopted in 2015. Significant parts of
    the country still don't meet the previous 75 ppb standard from 2008.
    Explanatory language associated with the fiscal 2017 spending bill
    requires the administration to give states "some flexibility" to
    meet these potentially overlapping standards...
    Trump has used executive action to take aim at climate-friendly
    policy tools. Congress also got involved through the Congressional
    Review Act, eliminating some of the most contentious Obama-era
    environmental rules.

    In a warming West, areas where wine grapes are growing at the limit
    of their cold tolerance may see a respite from frigid,
    plant-damaging winters. But other changes, including droughts,
    erratic swings in temperature, and earlier ripening may make
    viticulture more difficult even in cooler locations like Western
    Colorado. Warmer areas, meanwhile, including parts of California,
    may become too hot for the high-quality wine grapes that thrived
    there in the past. Thanks to the resilient nature of grapevines and
    the growing demand for regional wine, experts don't expect vineyards
    to disappear from the West. However, which varieties are grown
    where, and at what cost, will likely continue to shift in the coming
    decades.
    The start of spring has been advancing across the United States;
    Helleckson has noticed early warm spells at his vineyard too. That
    can pull vines out of winter dormancy before the threat of frost is
    past, leaving buds susceptible to freezing.
    In the fall, sudden temperature drops - the sort of variability that
    is expected to increase with climate change - can be particularly
    damaging if plants haven't yet acclimated to colder weather.

    Seven in 10 Americans believe global warming is happening, but less
    than half think it will harm them personally, a new Yale University
    study estimates.
    Most Americans, however, are still worried about climate change, and
    believe it will hurt future generations both in the United States
    and in developing countries, the report found.
    Sixty-nine percent of Americans surveyed - as well as the majority
    in every Congressional district - said they believe the government
    should set strict carbon dioxide limits on coal-fired power plants,
    a policy that is in line with former President Obama's proposed
    Clean Power Plan, the study found.
    The study, published this week, is part of the Yale Climate Opinion
    Maps 2.0, an interactive tool based on a 2016 survey on climate
    change beliefs and attitudes in the United States.
