Day 9
Talk by William E. Rees: The Enigma of Climate Inaction – On the Human
Nature of Policy Failure
MC: Alexia Ostrolenk, Ph.D Candidate in Psychiatric Science (UdeM);
Science Communicator (ComScicon-QC, BrainReach)
*Abstract:*

    H. sapiens is a self-described intelligent species, yet seems
committed to destroying its own habitat. Human-induced climate
change, driven by carbon-dioxide and other GHG emissions, is one of
several well-known threats to global civilization. Nevertheless, 34
climate conferences and half a dozen major international agreements
in the past 50 years have failed to produce even a ripple in the
curve of exponentially increasing atmospheric CO2 concentrations.
Climate change is accelerating. This presentation: 1) examines some
of the evolutionary, behavioural and cognitive impediments to
effective corrective action by governments and international
agencies and; 2) advances some ideological, political and
organizational changes that must be implemented at all levels of
society to avoid global climate catastrophe.

*LIVE: Day 8 of the April Rebellion: We Will Not Be Bystanders!*
April 16, 2022
Extinction Rebellion UK
Thousands of people are gathering in London today for the final day in
our latest wave of non-violent civil disobedience against the UK
Government for its breathtaking inaction on climate change.

We don’t want to be here. Our present is grave: war in Europe, a cost of
living crisis and the remnants of a cruel pandemic. But our future under
climate will be even worse. The latest IPCC report estimates that we’ll
reach the crucial 1.5C so-called ‘safe limit’ of heating within a
decade, and the UN Secretary-General, Antonio Guterres, has stated that
any further ‘delay means death’.
The world is at a tipping point: we can transition away from fossil
fuels, towards a just society, or dig in our heels, prioritise profit
and drive a race to extinction. Our Government knows this - yet it’s
spent £14 billion financing fuel fuels since the 2015 Paris Agreement.
In ignoring the advice of the International Energy Agency, that all new
fossil fuel projects should have been halted by 2021 - last year - it is
failing current and future generations.
From trades unions, to professional bodies, to grass-roots communities,
people throughout society are waking up to the human suffering and
environmental injustice caused by our addiction to fossil fuels. We say,
'not in our names': will not be bystanders. Our civil disobedience is
rooted in love and care for all: join us! Don’t just look up, step up –
and then sit down and claim your place in history.

*Climate Change Under U.S. Law - Part 1*
Apr 2, 2022
Climate Emergency Forum
Special guest Dan Galpern, legal and policy adviser to the climate
scientist James E. Hansen and the founder of Climate Protection &
Restoration Initiative (CPR) (https://cprclimate.org), joins Dr. Peter
Carter, Paul Beckwith and Regina Valdez in Part 1 of a multi-part series
on ‘Climate Change under U.S. Law.’

This program focuses on the various facets of CPR’s first initiative,
which proposes to protect the climate by introducing a rising carbon fee
on oil, gas, and coal using existing federal U.S. law.

This video was recorded on March 8th, 2022, and published on April 2nd,
2022.

Some of the topics discussed:

    - Given the current congressional stalemate in terms of passing new
legislation to adequately address the Climate Crisis, CPR proposes
addressing this by using existing federal law.
    - It poses the question of whether the Biden administration is
willing to utilize existing law to protect the country and the
planet from harmful fossil fuel GHG emissions?
    - Dan summarizes his background and what led him to start CPR.
    - Dan summarizes the Holiday Farm Fire which ranks among the largest
in Oregon’s history. The fire started around Labor day of 2020 and
Dan shares some of the photos he took of the resulting devastation
    in the Blue River area.
    - The state of affairs with respect to the political stalemate in
the U.S. Federal Congress and how this has prevented the Biden
administration from passing meaningful legislation to begin to
    address Climate Change.
    - The broad level of support CPR has received for its initiatives
including an article written by E. Donald Elliott, who served as
Assistant Administrator and General Counsel of the U.S.
Environmental Protection Agency (EPA) from 1989 to 1991.
    - A corroboration of the need to do more to push for change in the
U.S. climate file and to give a voice to the younger generation.
    - The urgent need to support CPR’s initiatives for the sake of the
    climate and human survival.

*Climate Change Under U.S. Law - Part 2*
Apr 16, 2022
Climate Emergency Forum

Special guest Dan Galpern, legal and policy adviser to the climate
scientist James E. Hansen and the founder of Climate Protection &
Restoration Initiative (CPR) (https://cprclimate.org), joins Paul
Beckwith and Regina Valdez in Part 2 of a multi-part series on ‘Climate
Change under U.S. Law.’ To see Part 1 of this series click on this link:
https://youtu.be/J1EdfLDVeVQ

This program focuses on the various facets of CPR’s second initiative,
which proposes to restore the climate by compelling the removal of
excess or legacy greenhouse gas emissions using existing federal U.S. law.

This video was recorded on March 8th, 2022, and published on April 16th,
2022.

Some of the topics discussed:

    - A summary/review of CPR’s first initiative is provided.
    - A detailed discussion of CPR’s second initiative which proposes to
use section 6 of the Toxic Substance Control Act (TSCA) as the
fundamental statute for the EPA to address the climate crisis.
    - The need to prepare a war chest for litigation battles that will
certainly ensue no matter its initial reception by the administration.
    - Why the focus needs to be on the fossil fuel producers rather than
    the users of the product.
    - Who are the petitioners involved?
    - How this all relates to the Russian invasion of Ukraine and the
    1979 Arab oil embargo.
    - There is mention of a group in Canada called the Fossil Fuel
    Non-proliferation Treaty.
    - and more. . .

Al Gore's Alliance for Climate Protection releases a commercial
featuring House Speaker Nancy Pelosi, a Democrat, and former House
Speaker Newt Gingrich, a Republican, calling for a bipartisan effort to
address human-caused climate change. Gingrich is rhetorically flogged by
right-wing bloggers for participating in the commercial, and later
disavows it.
