despite NASA scientist James Hansen's warning to the Senate
earlier in the year about the urgent need to combat carbon
pollution, neither Republican presidential candidate George H.
W. Bush nor Democratic candidate Michael Dukakis seems to have a
comprehensive climate action plan: "It isn't so much that
one expects the presidential contenders to offer ready-made
solutions to the new generation of environmental problems such
as the greenhouse effect, but that they often seem not even to
comprehend the threat those problems pose to the globe...."The
problem that will dwarf all others, in the view of many
concerned scientists, is rapid climate change caused by the
greenhouse effect. If the current climate projections are
correct, things will change at a dizzying rate over the coming
decades, threatening severe disruptions, even chaos, for human
societies and collapse for many natural ecosystems. ... "Though
the planet's failing health hasn't been at the top of either
candidate's list of concerns, the election isn't as much a
choice between Tweedledee and Tweedledum on environmental
matters as it might appear. Bush and Dukakis are likely to
respond differently to the global environmental crisis, and, all
things considered, Dukakis appears more likely to move in the
right direction... "Although he has sometimes put short-term
economic considerations ahead of long-term environmental
concerns, Dukakis clearly believes that environmental protection
requires strong and active government leadership. Nothing in his
record, however, inspires confidence that he will have the
courage to advocate the bold measures needed to begin moving the
country and, by example, the world to a different course. During
the campaign, Dukakis, like Bush, has opposed two measures that
might be first steps in a strategy to combat global warming: a
stiff tax on gasoline and a mandatory requirement that cars get
at least 50 miles to the gallon. ... "Bush, however, offers even
less reason for optimism, since he subscribes to the view that
less government activism in defense of the environment is
desirable. As chairman of the Task Force on Regulatory Relief,
which aimed to free US industry from the 'burden' of
environmental regulation, he spearheaded the Reagan
administration's effort to relax or rescind regulations on a
variety of fronts, including air pollution, the phase-out of
lead in gasoline and toxic wastes. ..."Energy policy lies at the
heart of the greenhouse problem, since half of the greenhouse
gases heating the planet come from the burning of coal, oil and
gas. Any solution will require cutting these carbon dioxide
releases by at least 50 percent or more, scientists say.
Incredibly, neither candidate even mentions the greenhouse
problem in energy position papers. And to the horror of those
worried about climate change, both advocate greater reliance on
coal, which releases significantly more carbon dioxide for the
energy supplied than oil or natural gas. Switching away from
coal as quickly as possible would be a high priority in any
effort to slow climate change. ..."Nevertheless, Dukakis'
decisions in this area are likely to be more beneficial overall
than those of Bush, particularly because he is strongly disposed
to improving energy efficiency and fostering the development of
renewable energy sources, as his record in Massachusetts has
demonstrated. Improving energy efficiency is unquestionably the
most effective action that can be immediately taken to combat
the greenhouse problem, since the technology to save energy is
already on the market. ..."Bush comes from the dig-and-drill
school of energy policy, favoring production over conservation.
In his years as a Texas businessman, he founded an offshore
oil-drilling company. His goal, according to his position paper,
is 'abundant energy supplies at reasonable prices.' ... "With
Bush's regulatory relief task force leading the charge, the
Reagan administration managed to repeal such sensible measures
as weatherization standards for new buildings and to roll back
fuel-efficiency standards for automobiles from 27.5 miles per
gallon to 26 mpg. These actions make little environmental or
economic sense, since they have increased our dependence on
imported oil, made our balance-of-payments problem even worse,
accelerated the depletion of US oil reserves and driven oil
exploration at home into sensitive offshore areas. ... "The

nuclear power -- a prospect that has heartened the severely
crippled nuclear industry. But questions remain about whether
nuclear energy can be economically competitive with other means
of power production and whether it can surmount the political

nuclear-engineering field believe that nuclear power will not
make a major comeback unless the industry develops a safe
