<blockquote>After almost any heat wave, drought, flood or other
extreme weather event, climate experts like Northwestern
University's Daniel Horton get a rush of phone calls and emails
with some version of the question, Was this caused by climate
change?<br>
Now, Horton and a team of climate scientists from Stanford
University have published a new study that offers a way to answer
the question that comes up after every big weather event. The
study, "Quantifying the Influence of Global Warming on
Unprecedented Extreme Climate Events," outlines a framework for
measuring the impact of global warming and climate change on major
droughts, floods and other weather events. <br>
In the study, published Monday in the journal Proceedings of the
National Academy of Sciences, Horton's team cites "robust
evidence" that humans have contributed to the severity and
probability of extreme weather events, including California's
recent drought and catastrophic flooding in June 2013 in northern

Significance<br>
Extreme climate events have increased in many regions. Efforts to
test the influence of global warming on individual events have
also increased, raising the possibility of operational, real-time,
single-event attribution. We apply four attribution metrics to
four climate variables at each available point on a global grid.
We find that historical global warming has increased the severity
and probability of the hottest monthly and daily events at more
than 80% of the observed area and has increased the probability of
the driest and wettest events at approximately half of the
observed area. Our results suggest that scientifically durable
operational attribution is possible but they also highlight the
importance of carefully diagnosing and testing the physical causes
of individual events.<br>
We find that historical warming has increased the severity and
probability of the hottest month and hottest day of the year at
>80% of the available observational area. Our framework also
suggests that the historical climate forcing has increased the
probability of the driest year and wettest 5-d period at 57% and
41% of the observed area, respectively, although we note important
caveats. For the most protracted hot and dry events, the strongest
and most widespread contributions of anthropogenic climate forcing
occur in the tropics, including increases in probability of at
least a factor of 4 for the hottest month and at least a factor of
2 for the driest year. We also demonstrate the ability of our
framework to systematically evaluate the role of dynamic and
thermodynamic factors such as atmospheric circulation patterns and
atmospheric water vapor, and find extremely high statistical
confidence that anthropogenic forcing increased the probability of
record-low Arctic sea ice extent.<br>

While policy watchers had been expecting the Administration's
attack on climate policy for some time, what many of us are still
amazed at is that President Trump's anti-climate science and
policy flies in the face of the American people, who on average
believe global warming is happening (70%), is caused by humans
(53%), is harming people (51%), and will harm future generations
(70%).<br>

<font size="-1">(c) Accordingly, it is the policy of the United
States that executive departments and agencies (agencies)
immediately review existing regulations that potentially burden
the development or use of domestically produced energy resources
and appropriately suspend, revise, or rescind those that unduly
burden the development of domestic energy resources beyond the
degree necessary to protect the public interest or otherwise
comply with the law. </font><br>
<font size="-1">(d) It further is the policy of the United States
that, to the extent permitted by law, all agencies should take
appropriate actions to promote clean air and clean water for the
American people, while also respecting the proper roles of the
Congress and the States concerning these matters in our
constitutional republic.</font><br>
<font size="-1"><b>Sec. 2. </b>Immediate Review of All Agency
Actions that Potentially Burden the Safe, Efficient Development
of Domestic Energy Resources. (a) The heads of agencies shall
review all existing regulations, orders, guidance documents,
policies, and any other similar agency actions (collectively,
agency actions) that potentially burden the development or use
of domestically produced energy resources, with particular
attention to oil, natural gas, coal, and nuclear energy
resources. Such review shall not include agency actions that
are mandated by law, necessary for the public interest, and
consistent with the policy set forth in section 1 of this order.</font><br>
<font size="-1"><b>Sec. 5.</b> Review of Estimates of the Social
Cost of Carbon, Nitrous Oxide, and Methane for Regulatory Impact
Analysis. (a) In order to ensure sound regulatory decision
making, it is essential that agencies use estimates of costs and
benefits in their regulatory analyses that are based on the best
available science and economics. </font><br>
<font size="-1">(b) The Interagency Working Group on Social Cost
of Greenhouse Gases (IWG), which was convened by the Council of
Economic Advisers and the OMB Director, shall be disbanded, and
the following documents issued by the IWG shall be withdrawn as
no longer representative of governmental policy:</font><br>
<font size="-1"> (i) Technical Support Document: Social Cost
of Carbon for Regulatory Impact Analysis Under Executive Order
12866 (February 2010); </font><br>
<font size="-1"> (ii) Technical Update of the Social Cost of
Carbon for Regulatory Impact Analysis (May 2013);</font><br>
<font size="-1"> (iii) Technical Update of the Social Cost of
Carbon for Regulatory Impact Analysis (November 2013); </font><br>
<font size="-1"> (iv) Technical Update of the Social Cost of

<b>'Major Emitters' Meet To Tackle Climate Change</b><br>

<blockquote>Sixteen nations are responsible for 80 percent of the
world's greenhouse gas emissions. Now those nations, dubbed the
'major emitters,' are sending representatives to a conference
beginning Monday in Washington, D.C., to see if they can work
together to slow the pace of climate change.<br>
The Obama administration has moved quickly to deal with climate
change in the international arena. It has joined the United
Nations talks that will take place in Copenhagen later this year
and are aimedat developing a climate-change treaty. <br>
It is working one-on-one with China — which recently surpassed the
U.S. as the world's largest carbon emitter.<br>
And in the meetings that start Monday, the Obama administration is
convening the 16 nations that contribute most to climate change...<br>
Convening the top emitters, rather than working with all 192 U.N.
members who have pledged to deal with global climate change, is a
simpler and quicker way to make progress, says Wirth. <br>
