<b>UN chief: 'Tax fossil fuel profits for climate damage'</b><br>

Windfall profits made by fossil fuel companies should be taxed to
pay for climate damage, according to the UN Secretary General.<br>
<br>
Antonio Guterres told the General Assembly that polluters should pay
for the impact of climate-related events.<br>
This question of who funds these losses has long dogged
international negotiations.<br>
Poor countries say the rich should pay because of their historic
carbon emissions.<br>
But richer nations reject any calls for compensation.<br>
<br>
Arguments over this question are likely to dominate discussions at
the forthcoming COP27 summit in Egypt...<br>
rom the war in Ukraine, to food and energy shortages and
cost-of-living crises, "a global winter of discontent" is on the
horizon, according to Mr Guterres.<br>
<br>
Central to that is the question of climate change, which the
Secretary General believes to be the defining issue of our time. It
is a case study in moral and economic justice, he says.<br>
<br>
Having recently seen the devastating flooding in Pakistan for
himself, Mr Guterres is now doubling down on the need for the rich
world to urgently address the demands of the poor...<br>

Developing countries will continue to push strongly for faster
progress on finance for loss and damage, and they will at least have
moral support from the UN Secretary General.<br>

At COP26 in Glasgow, all countries agreed that there should be a new
framework on this issue, but there was no agreement on how it should
be funded.<br>

The world is at a "positive tipping point" in the fight against
climate change as surging oil and gas costs spur governments to
decarbonise faster, former U.S. Vice President and co-founder of
Generation Investment Management Al Gore told Reuters...<br>

"There is no such thing as a clean fossil fuel, just as there is no
such thing as a healthy cigarette," Gore stated. "We don't want to
see investments in fossil fuel infrastructure of the sort that A/
will not alleviate the short-term problem and B/ will guarantee
higher emission levels for decades to come."<br>

"There are signs absolutely everywhere around the world" of the pace
of change picking up, he noted, adding that the need to act was also
being driven by worsening weather events...<br>

"Mother Nature has joined the discussion about the climate crisis,"
Gore said, citing heatwaves in China, floods in Pakistan and drought
in Europe.<br>

Gore, U.S. vice president from 1993 to 2001, became known for

Inconvenient Truth", and its 2017 sequel, arguing the climate change

We speak to climate scientist Michael Mann about how climate change
has changed the pattern of tropical storms, and what needs to happen
to address the crisis. He says rising global temperatures have
worsened the effects of storms like these, and more aggressive
climate legislation from Congress is needed. "We are experiencing
devastating consequences of past climate inaction, and it really
drives home the importance of taking action now," says Mann. <br>

Extreme weather events are growing in frequency and severity, but
architects are prepared.<br>

“All the clients that you help, you hope that you don’t have to help
them again, because their home was able to withstand,” she says.<br>
<br>
De Leon is passionate about emphasizing equity—the people she is
doing the work for—at every turn.<br>
<br>
“Communities of color are always disproportionally affected by
disasters,” says De Leon, who is first-generation Mexican American.
Disinvestment in these communities can often lead to homes with
deferred maintenance, causing a cascade of problems from an extreme
weather event.<br>
<br>
In her work, De Leon sees a gap that she wishes would be addressed
by lawmakers and policymakers: When disasters happen, there are
fewer financial resources for renters or residents of multifamily
housing versus those who own their homes.<br>
<br>
“Philanthropic funding is flexible. At least in [Hurricane] Sandy,
they were able to help renters, but here we can only work with
homeowners,” she says. “Unless you have a good landlord or somebody
who is really invested, they have to sometimes wait for those CDBGDR
dollars to come down. It can take years.”<br>
<br>
When it comes to issues of resilience and disaster management, De
Leon says she would like to see more architects at the
decision-making table acting as community-building stewards,
especially ones who understand the intricacies of federal funding.<br>
<br>
“I see the research, I see the patterns, I think resiliency is only
going to become more necessary and imperative,” she says.<br>

international editor, Charles Alexander, is asked by the Wall Street

by Ford, will cover environmentalists critical of the automobile
industry's role in furthering climate change. Alexander responds
that those environmentalists won't be covered, noting, "We don't run
airline ads next to stories about airline crashes." <br>
