Keep in mind is that Mexico's Green Party is (literally) a family owned 
business.  A couple of years ago the party was caught on tape negotiating a 
$2 million fee in return for their favorable votes on some 
anti-environmental legislation.  Like George Bush, they don't do anything 
for free and without getting their payment in advance so my guess is that, 
for whatever reason, money has already changed hands.
