{news} minutes archive now up to date

I've updated the web archive of State Central Committee (SCC) and Executive
Committee (EC) minutes through the January 22, 2008 Executive Committee
meeting.  Also, thanks to Ed DuBrule, I filled in some gaps in the 2003
archive (some of these had to do with, e.g., establishing a Presidential
Election Committee, so it's good to have these for reference).  All minutes
