The Citizens’ Election Program

The 2008 election cycle has marked a new era for the financing of
campaigns in the State of Connecticut. The State Elections Enforcement
Commission will hold post-election public hearings on Wednesday, November
19, 2008 and Friday, December 5, 2008 to gather feedback concerning the
2008 elections for the Connecticut General Assembly and the Citizens’
Election Program.

The inaugural run of the voluntary Citizens’ Election Program brought an
unprecedented level of participation for the first run of a public
campaign financing program. About 75% of General Assembly candidates
elected to participate in the Program, which provides full public
financing for qualified candidates for statewide offices and the General
Assembly. Candidates who elect to join the Program must abide by strict
fundraising and spending limits and use "clean money" to fund their
campaigns.

The Commission invites members of the public, elected officials,
candidates, campaign workers and other interested people to offer
feedback and submit written testimony.

Those wishing to offer their views are encouraged to prepare written
testimony for submission to the Commission by e-mail at
public.finance at ct.gov or regular mail. Inquiries or submissions should be
directed to: Sheri-Lyn Lagueux at 20 Trinity Street, 5th Floor, Hartford,
CT 06106. Oral testimony will be limited and advance sign-up is requested
by calling 860-256-2974 or e-mailing public.finance at ct.gov.

The hearings will be held at the Legislative Office Building, 300 Capitol
Avenue, Hartford, CT 06106.
