instability. States and international organizations will need to 
dedicate additional resources to climate migrants,.....Climate change

living in areas that are no longer habitable due to sea-level rise, 
desertification or other effects.. Politics and policy choices are 
starting to play out at various levels. ....*The norm will be coastal

smart course of action may be what is already implicit in the

releasing final guidance for Federal agencies on how to consider the

the move and how those consequences might be averted. The federal 
government wrote 563 of these reports in 2015, according to the White
