turned aside the latest effort by a group of states led by Michigan to
block Obama administration environmental regulations limiting power
plant emissions of mercury and other toxic pollutants....the rule
applies to about 1,400 electricity-generating units at 600 power plants.

northern snowpack has virtually disappeared...“The snowmelt was already
underway by mid-March,” said Michael Dettinger, a U.S. Geological Survey
hydrologist. “The snowmelt since has been pretty quick.”...Although
California remains in drought, conditions have improved since last year,
prompting the state government to ease water rules and
