10 Years on,*Climate *Economists Reflect on Stern Review
<http://www.climatecentral.org/news/climate-economists-stern-review-20827>
Climate Central -8 hours ago
It found that cutting carbon emissions so that carbon dioxide peaked
in the range of 450-550 parts per million would cost 1 percent of
the GDP annually, but ignoring climate change could cause economic
damage on the order of up to 20 percent of the GDP. Translated into
real world numbers, the Stern Review put a price of about $85 per
ton of carbon pollution emitted today, well above the current rate
used by the U.S. of $40 per ton....It’s a stark finding — though one
that has yet to inspire major action — that was both heralded as a
breakthrough and hotly debated in the intervening
decade....Commissioned by the British government and led by
economist Nicholas Stern, the massive report was the first of its
kind to quantify the costs to address*climate change*and its impact
on the global economy vs. what would happen if the world
continued*emitting carbon pollution unchecked....Climate change is
ultimately a problem of dollars and cents across generations. That’s
because the actions society takes today to address climate change —
namely cutting carbon pollution — won’t provide immediate benefits.
Instead, those benefits will be reaped in the coming years and
decades and even centuries in the form of fewer people dying from
heat waves, cities not being submerged by rising seas, farmers
dealing with reduced risk of megadroughts...Weighing all these costs
and benefits in terms that governments can create policies around
and businesses can prepare for is no small task.... Yet 10 years
ago, that’s the Stern Review, a 700-page behemoth of a report, did.

(CDP is an international, not-for-profit organization providing the
only global system for companies and cities to measure, disclose,
manage and share vital environmental information.) Are companies
ready for the momentous changes ahead?...This report sets the
baseline for corporate climate action following the Paris Agreement,
ratified at unprecedented speed by the world’s biggest emitting
countries. It is a benchmark for companies’ progress in the
transition to a low carbon world and for tracking their progress in
the years to come....Discover if companies are ready for the
inevitable shift to a below-2-degree world. Find out who is leading
the way, gaining a competitive advantage from reducing their
emissions, and who is falling dangerously behind....Download the
Report 7MB <https://www.cdp.net/en/reports/downloads/1228> ... "Our
approach is to reduce the carbon intensity of our business
progressively over time and at a pace that's consistent with the
objective of stabilizing global temperature. We aim to work towards
a target and at a pace that the consensus of scientific opinion
determines is right ...With the Paris Agreement on the way to
ratification, coupled with the renewed effort going into the science
of temperature stabilization, this is a good time for us to review
our targets and our technology roadmap ... If you’re embracing
change, if you’re adapting your business with it, you should be in a
good position to find new business opportunities."

*Strange Pumping Effect above Asia Threatens the Ozone
Layer<https://www.scientificamerican.com/article/strange-pumping-effect-above-asia-threatens-the-ozone-layer/>*

*A weird phenomenon is happening high above the Tibetan Plateau and
the Himalayas that could prove to be an atmospheric nightmare.
Pollutants that gather from India and China in the lowlands around
the mountains can be boosted as high as 18 kilometers, reaching the
stratosphere—the atmospheric layer directly above the troposphere
that contains most of Earth’s ozone....That is far higher than
aerosols from vehicles, power plants and fires usually reach. Once
aerosols are that high they can spread globally, destroy the ozone
layer that protects us from ultraviolet radiation and exacerbate
global warming, researchers warn....Special tests reported in
September confirm the aerosols continue to collect over India, and
the work reveals fresh insights into their composition....The
presence of aerosols was a big surprise when Vernier and his
colleagues discovered them in 2009. Sieving through the data from
CALIPSO—a satellite jointly launched by France and the U.S.—they
found a thick layer of aerosols between 13 and 18 kilometers above
sea level over a large area stretching across the eastern
Mediterranean Sea, northern India and western China. The layer is
most prominent in the summer and is unrelated to volcanic eruption,
Vernier surmised then.*
