    During the presidential debates, moderators asked the candidates
    precisely zero questions about*climate change*, and the press has
    paid scant attention to Clinton's plan....Under Clinton's plan,
    which she calls the $60 billion Clean Energy Challenge, the federal
    government will "partner with states, cities, and rural communities
    to cut carbon pollution and expand clean energy, including for
    low-income families." Her recognition that state and local
    authorities can be powerful laboratories of innovation and ingenuity
    may appeal to Republicans interested in less federal action on
    climate change, Aldy says. Helping states ascertain what policies
    and programs are most effective at promoting investment in clean
    energy and energy transmission "could break some of the deadlocks"
    keeping the US from pushing its energy system forward....Clinton’s
    plan also includes $30 billion to invest in communities hit hard by
    the reduced demand for coal. "There are communities, especially in
    Appalachia, that, for a century or more, have been built around the
    coal mining industry," Aldy says. "Given the reduction in coal
    production that we've seen in the US, which is likely to continue as
    we take on the challenge of climate change, there’s a risk of these

    New UN report says climate change's impacts on rainfall will have
    harsh economic consequences for regions such as Latin America and
    the Caribbean... report warns that rainfall patterns will have
    changed so drastically by the end of this century that agriculture,
    forestry and fishing will all be seriously affected...."It will
    become more and more difficult to harvest crops, rear animals and
    manage forests and fisheries in the same places and in the same way
    as before," says the report by the UN’s Food and Agriculture
    Organisation (FAO)....And that is a major concern for regions such
    as Latin America that are economically dependent on agriculture, and
    the Caribbean, which is heavily reliant on fisheries....In Brazil's
    northeast, for example, rainfall is expected to decrease by 22%,
    while in the southeast of South America, which covers parts of Chile
    and Argentina, it could increase by 25%....The report says these
    changes in rainfall mean "that the capacity to face shortages or
    excesses of water will be fundamental in the efforts to improve

    Filipinos will be more prone to the devastating effects of typhoons
    if President Duterte continues to refuse ratifying the Paris
    Agreement on Climate Change,, former president Fidel V. Ramos
    insisted.  In his Manila Bulletin column entitled, "Climate change:
    Attention P Digong, Cabinet and Congress," Ramos on Saturday hurled
    strong criticism against Duterte, who earlier threatened that he
    will not honor the international pact to lower climate-warming
    emissions.... "In his consistently frequent insulting diatribes
    against the US (United States),..."He may claim that to be more
    'insulting than friendly' to our long-established allies is part of
    his God-given 'destiny.' But, this is obviously wrong, and full of
    S…. T !!!"...Duterte has repeatedly expressed disdain for the pact,
    saying cutting carbon emissions at a point when the Philippines'
    economic rise is just starting will be unfair since industrialized
    countries have been giving off such emissions for decades....He also
    vowed to develop the Philippines based on the needs of the public,
    not according to international demands....Ramos, however, emphasized
    that the principle of Common But Differentiated Responsibilities
    (CBDR), on which the Paris Agreement is based, allows developing
    countries with relatively smaller carbon footprints to continue to
    grow their economies, especially if done in the context of
    sustainable development and poverty eradication....  ..The deal will
    enter into force on Tuesday and the first meeting of its parties is
    set in Marrakech, Morocco on Saturday. The Philippines, having yet
    to ratify the pact, will only sit as an observer at the Marrakech
    meeting..

"War of the Worlds" Orson Welles Scares Nation *

    Orson Welles causes a nationwide panic with his broadcast of "War of
    the Worlds"—a realistic radio dramatization of a Martian invasion of
    Earth... his Mercury Theater company decided to update H.G. Wells’
    19th-century science fiction novel War of the Worlds for national
    radio. .... "War of the Worlds" was not planned as a radio hoax, and
    Welles had little idea of the havoc it would cause.....The show
    began on Sunday, October 30, at 8 p.m. A voice announced: "The
    Columbia Broadcasting System and its affiliated stations present
    Orson Welles and the Mercury Theater on the air in ‘War of the
    Worlds’ by H.G. Wells."... Sunday evening in 1938 was prime-time in
    the golden age of radio, and millions of Americans had their radios
    turned on. .... Welles introduced his radio play with a spoken
    introduction, followed by an announcer reading a weather report.
    Then, seemingly abandoning the storyline, the announcer took
    listeners to "the Meridian Room in the Hotel Park Plaza in downtown
    New York, where you will be entertained by the music of Ramon
    Raquello and his orchestra."   Putrid dance music played for some
    time, and then the scare began.  An announcer broke in to report
    that "Professor Farrell of the Mount Jenning Observatory" had
    detected explosions on the planet Mars. Then the dance music came
    back on, followed by another interruption in which listeners were
    informed that a large meteor had crashed into a farmer’s field in
    Grovers Mills, New Jersey... Soon, an announcer was at the crash
    site describing a Martian emerging from a large metallic cylinder.
    "Good heavens," he declared, "something's wriggling out of the
    shadow like a gray snake. Now here’s another and another one and
    another one.  They look like tentacles to me … I can see the thing’s
    body now. It’s large, large as a bear. It glistens like wet leather.
    But that face, it… it … ladies and gentlemen, it's indescribable. I
    can hardly force myself to keep looking at it, it’s so awful. The
    eyes are black and gleam like a serpent. The mouth is kind of
    V-shaped with saliva dripping from its rimless lips that seem to
    quiver and pulsate.".... Perhaps as many as a million radio
    listeners believed that a real Martian invasion was underway. Panic
    broke out across the country.  In New Jersey, terrified civilians
    jammed highways seeking to escape the alien marauders.  People
    begged police for gas masks to save them from the toxic gas and
    asked electric companies to turn off the power so that the Martians
    wouldn’t see their lights.  One woman ran into an Indianapolis
    church where evening services were being held and yelled, "New York
    has been destroyed! It’s the end of the world! Go home and prepare
    to die!"... When news of the real-life panic leaked into the CBS
    studio, Welles went on the air as himself to remind listeners that
    it was just fiction. There were rumors that the show caused
    suicides, but none were ever confirmed.
