It typically comes in the form of severe drought and wildfires, but a
new study suggests the Golden State should also be preparing for a mega
storm it hasn't seen the likes of since 1862. UCLA climate scientist
Daniel Swain joined Stephanie Sy to discuss how the potential storm
could flood parts of the state with 30 days of continuous rain.

It was a bad year for corn. And for tomatoes. And for many other
American crops.
Farmers, agricultural economists and others taking stock of this
summer’s growing season say drought conditions and extreme weather have
wreaked havoc on many row crops, fruits and vegetables, with the
American Farm Bureau Federation suggesting yields could be down by as
much as a third compared with last year...

But the bad news extends to cattle, portending bad news for next year’s
beef prices. When weather is dry and hot, there’s not enough natural
feed to go around. To sustain a herd, ranchers must bring in hay, and
feed prices soar, prompting ranchers to sell their animals a little
early, and often to sell heifers, the young females, rather than keep
them as breeding stock, said Sarah Little, spokeswoman for the North
American Meat Institute, a trade association. This has resulted in lower
beef prices for consumers in the short term, but signals that there
probably will be a tighter supply next year.
A recent Farm Bureau survey found that the largest herd decline is in
Texas (reported down 50 percent), followed by New Mexico (down 43
percent) and Oregon (down 41 percent), largely due to scarce forage and
water, which cuts into operational income for ranchers.
“Producers are especially hard hit because food, fuel and fertilizer
costs have been rising, so although they are getting record prices for
cattle, inflation has hurt their income,” Little said.

California’s inland and valley regions are seeing unprecedented
September temperatures over 110 degrees, while the state’s power grid is
near the brink
A whopping 42 million Americans are under excessive heat warnings,
including across most of California, northeast Arizona and adjacent
southern Nevada. The Great Basin, southern Idaho and western Utah are
under heat advisories.
“Extreme heat will significantly increase the potential for heat related
illnesses, particularly for those working or participating in outdoor
activities,” wrote the National Weather Service. “[There is a] very high
risk of heat stress or illness for the entire population.”

The ongoing drought was already hitting electricity generation.
Recent studies suggest climate change is making it harder for people to
cool down at night, raising mortality rates across the globe. California
and Oregon have also seen wildfires sparked by the heat wave this week,
with more potentially on the horizon.
Gavin Newsom, California’s Democratic governor, declared a state of
emergency on Wednesday with measures that aim to alleviate the strain on
the power grid. The declaration allows residents to use backup diesel
generators during periods of peak demand and approves increased
electricity production. According to the Associated Press, these
measures will increase air pollution in the state, but Karen Douglas,
the governor’s senior energy adviser, told the AP that the priority was
to keep the lights on.

Biden administration could take to combat climate change.

The latest report on possible executive action aims to highlight the
importance of thinking of the executive branch “in a holistic sense,”
Moran said. “The climate crisis literally already is changing every
aspect of human society, so every aspect of the government, every single
agency, should be looking through its legal mandates and legal powers
and thinking about how that applies to climate and what they can do.”
But experts emphasized that executive authority does have limitations —
for example, Murphy said, one major obstacle is the amount of time it
typically takes for any action to lead to change.
The federal government can “certainly do something,” he said, “but it’s
not like the Biden administration could issue an executive order and
within a month have a radically different enforcement regime and a
radically different slate of outcomes.”
Instead, Murphy compared it to turning the Titanic.
“They can tell the rudder to go one way,” he said, “but it’s going to
take time and it’s going to take a lot of other parts of the government
apparatus working in concert with it.”

As the planet warms, new authoritarian movements in the West are
embracing a toxic combination of climate denial, racism and misogyny.
Rather than consider these resentments separately, this article
interrogates their relationship through the concept of
petro-masculinity, which appreciates the historic role of fossil fuel
systems in buttressing white patriarchal rule. Petro-masculinity is
helpful to understanding how the anxieties aroused by the Anthropocene
can augment desires for authoritarianism. The concept of
petro-masculinity suggests that fossil fuels mean more than profit;
fossil fuels also contribute to making identities, which poses risks for
post-carbon energy politics. Moreover, through a psycho-political
reading of authoritarianism, I show how fossil fuel use can function as
a violent compensatory practice in reaction to gender and climate trouble.

Abstract
The Paris Agreement on climate change aims to improve cooperation by
allowing governments to set their own commitments. Its success hinges on
whether governments and investors believe those national commitments. To
assess credibility, we interrogate a large novel sample of climate
policy elites with decades of experience and well-placed to evaluate
whether nations’ policy pledges are aligned with what they are
politically and administratively able to implement. This expert
assessment reveals that countries making the boldest pledges are also
making the most credible pledges, contrasting theoretical warnings of a
trade-off between ambition and credibility. We find that the quality of
national political institutions is the largest explanator of the
variation in credibility, and Europe’s credibility is exceptionally
high. We also find that economic factors, such as the costs and benefits
of controlling emissions, are statistically unimportant in explaining
the credibility of national pledges to cooperate.
