[Thali-talk] Coding Guidelines and enforcement tools

I just added a section to the developer's handbook with coding guidelines and enforcement tools for the various languages we use. Please review and comment now. I expect to start enforcing these rules once we get continuous integration working.

I am not attached to any of the guidelines or rules except for the Javascript ones. I really like PouchDB's approach there. So if there is something in the new rules you don't like now would be the time to suggest alternatives.

Just remember - guidelines that can't be automatically enforced are pretty useless. So if you do suggest an alternative please make sure there is software that can enforce that alternative.
