*Global Warming Could Thaw Far More Permafrost Than Expected, Study Says
<https://insideclimatenews.org/news/10042017/permafrost-climate-change-arctic-carbon-release>*

    InsideClimate News...
More than 40 percent of the world's permafrost - landscape covered
in frozen soil - is at risk of thawing even if the world succeeds in
limiting global warming to the international goal of 2 degrees
Celsius, according to a new study...
Currently, permafrost covers about nearly 5.8 million square miles,
and scientists found as much as 2.5 million square miles of that
could thaw - about twice the area of Alaska, California and Texas
combined - in a 2 degree Celsius scenario. Thawing would be more
limited if warming can be held to 1.5 degrees Celsius, but could
still affect 1.8 million square miles...
The new research was published Monday in the journal Nature Climate
    Change....
    http://www.nature.com/nclimate/journal/vaop/ncurrent/full/nclimate3262.html
An observation-based constraint on permafrost loss as a function of
    global warming
    <http://www.nature.com/nclimate/journal/vaop/ncurrent/full/nclimate3262.html>
Permafrost, which covers 15 million km2 of the land surface, is one
of the components of the Earth system that is most sensitive to
warming. Loss of permafrost would radically change high-latitude
hydrology and biogeochemical cycling, and could therefore provide
very significant feedbacks on climate change
    https://phys.org/news/2017-04-huge-permafrost-limited-ambitious-climate.html
Huge permafrost thaw can be limited by ambitious climate targets
    <https://phys.org/news/2017-04-huge-permafrost-limited-ambitious-climate.html>
Global warming will thaw about 20% more permafrost than previously
thought, scientists have warned - potentially releasing significant
amounts of greenhouse gases into the Earth's atmosphere...
A new international research study, including climate change experts
from the University of Leeds, University of Exeter and the Met
Office, reveals that permafrost is more sensitive to the effects of
    global warming than previously thought.
The study, published today in Nature Climate Change, suggests that
nearly 4 million square kilometres of frozen soil - an area larger
than India - could be lost for every additional degree of global
    warming experienced...
Permafrost is frozen soil that has been at a temperature of below
0ºC for at least two years. Large quantities of carbon are stored in
organic matter trapped in the icy permafrost soils. When permafrost
thaws the organic matter starts to decompose, releasing greenhouse
gases such as carbon dioxide and methane which increase global
    temperatures...
It is estimated that there is more carbon contained in the frozen
permafrost than is currently in the atmosphere...

*Eight Ways Cities Are Building Climate Resilience
<http://www.iisd.org/faq/building-a-climate-resilient-city/>*

Examples from the "Building a Climate-Resilient City" research series
The Building a Climate-Resilient City series was prepared for the
City of Edmonton and the City of Calgary by the Prairie Climate
Centre, a collaboration between the University of Winnipeg and the
    International Institute for Sustainable Development...
Climate change will have serious impacts for cities. In coming
decades, building resilience will be essential urban policy and a
    smart investment for cities...
And while many cities are already beginning to build resilience in
response to emerging threats associated with climate change, the
strategies they are adopting are often win-win results, making them
healthier, more attractive places to live and do business.
Resilience is brandable, and demonstrates of city’s willingness to
    embrace innovation culture...
In a new series of research papers commissioned by the Canadian
cities Edmonton and Calgary, we explore themes related to building
climate-resilient cities. Here are eight examples of actions cities
    can take to foster resilience.

*Why and how to use foresight tools to manage climate security risks
<http://wp.me/p1t6fZ-3pI>*

by Caitlin Werrell and Francesco Femia
Shiloh Fetzek, Senior Fellow for International Affairs
The Planetary Security Initiative and the Center for Climate and
Security (CCS) have recently co-published a policy brief titled "Why
and how to use foresight tools to manage climate security risks."
The brief relates to the Working Group on foresight tools CCS
organized at the 2016 Planetary Security Conference.
Assessing climate security risks can be challenging, as there are
significant and multi-faceted uncertainties involved. For
practitioners looking for conceptual approaches to understanding and
evaluating such risks, foresight tools offer a practical toolset for
formulating robust responses, even in the context of significant
    uncertainty.

*This Day in Climate History April 11, 2004
<http://www.washingtonpost.com/wp-dyn/articles/A20998-2004Dec22.html> -
from D.R. Tucker*

In a Boston Globe op-ed, Craig Unger, author of the
recently released "House of Bush, House of Saud," writes:
"Never before in history has a president of the United States had such
a close relationship with another foreign power as President [George
W.] Bush and his father have had with the Saudi royal family, the
House of Saud. I have traced more than $1.4 billion in investments and
contracts that went from the House of Saud over the past 20 years to
companies in which the Bushes and their allies have had prominent
positions -- Harken Energy, Halliburton, and the Carlyle Group among
them. Is it possible that President Bush himself played a role in
authorizing the evacuation of the Saudis after 9/11? What did he know
and when did he know it?"
