    Work done by researchers at Georgia Tech says severe winter air
    pollution problems in China may be worsened by changes in
    atmospheric circulation prompted by Arctic sea ice loss and
    increased Eurasian snowfall – both caused by global climate change...
    According to a report on the school's website, modeling and data
    analysis done at Georgia Tech suggest sea ice and snowfall changes
    have shifted China's winter monsoon, helping create stagnant
    atmospheric conditions that trap pollution over the country's major
    population and industrial centers. Those changes in regional
    atmospheric conditions are frustrating efforts to address pollution
    through emission controls...
    "The reductions in sea ice and increase in snowfall have the effect
    of damping the climatological pressure ridge structure over China.
    That flattens the temperature and pressure gradients and moves the
    East Asian Winter Monsoon to the east, decreasing wind speeds and
    creating an atmospheric circulation that makes the air in China more
    stagnant," Wang says in the report...
    He added, "The very rapid change in polar warming is really having a
    large impact on China. That gives China an incentive to not only
    follow through on air pollutant emission reductions, and also to
    look at the potential for reducing greenhouse gas emissions. Our
    research shows that cutting greenhouse gases would help with the
    winter haze problem."

    WASHINGTON - The contentious debate over*climate change*is entering
    a new phase, with skeptics in the Trump administration poised to
    roll back regulations governing everything from clean-water
    standards to fracking - convinced that doing so will*...*
    For Defense Secretary Jim Mattis, climate change represents a
    significant national security threat, one that's "impacting
    stability in areas of the world where our troops are operating
    today," according his written testimony to Congress provided in
    January ahead of his confirmation. The news site ProPublica was
    first to publish Mattis' remarks, pitting the retired Marine
    general's views against those held by the commander in chief and
    others in his administration.
    The topic has renewed relevance as the White House aims to grow
    defense spending substantially — hoping to add personnel, and buy
    more ships, aircraft and weapons - while making major reductions to
    other parts of the federal budget, including at the Environmental
    Protection Agency and the National Oceanic and Atmospheric
    Administration, which researches climate change and provides weather
    forecasting data to the military...
    Prior to the revolution in Syria, which has led to a six-year civil
    war, the region was experiencing one of its worst droughts ever
    recorded. And although it was not a factor in starting the conflict,
    which has left an estimated 500,000 dead and caused more than 11
    million to flee their homes, climate did create the conditions for
    mass displacement, Femia said. And researchers have predicated that
    will only get worse, with large swaths of the Middle East and North
    Africa becoming increasingly uninhabitable.
    So Mattis' recent comments on climate change represent a "practical
    view of what the military needs to do," he added. It's an issue that
    has crossed previous administrations, both Republican and
    Democratic, and demonstrates the Pentagon has "thought about this in
    an apolitical way."

    President Donald Trump is set to sign a sweeping directive to
    dramatically shrink the role climate change plays in decisions
    across the government, ranging from appliance standards to pipeline
    approvals, according to a person familiar with the administration's
    plan....
    The order, which could be signed this week, goes far beyond a
    targeted assault on Obama-era measures blocking coal leasing and
    throttling greenhouse gas emissions from power plants that has been
    discussed for weeks. Some of the changes could happen immediately;
    others could take years to implement...
    It aims to reverse President Barack Obama's broad approach for
    addressing climate change. One Obama-era policy instructed
    government agencies to factor climate change into formal
    environmental reviews, such as that for the Keystone XL pipeline.
    Trump's order also will compel a reconsideration of the government's
    use of a metric known as the "social cost of carbon" that reflects
    the potential economic damage from climate change. It was used by
    the Obama administration to justify a suite of regulations.

    In a published interview, then-Rep. Wayne Gilchrest (R-MD) notes
    that he was blocked from being appointed to the bipartisan Select
    Committee on Energy Independence and Global Warming by House
    Minority Leader John Boehner because Gilchrest refused to disavow
    the overwhelming evidence of human-caused climate change. Gilchrest
    also notes that fellow Republican Roy Blunt of Missouri "…said he
    didn't think there was enough evidence to suggest that humans are
    causing global warming," Gilchrest said. "Right there, holy cow,
    there's like 9,000 scientists to three on that one."
